AG-6395-S-13-0074 Question and Answer 1
1. Section 2.4.4 states, the contractor is required to attend training to obtain a compliance agreement with regard to handling and disposal of ALB regulated articles. Is this section describing a general understanding of the regulations or is there a requirement for worksite cleanup and debris disposal?
A1: All Arborist companies working in the area need to complete the compliance training and agreement. The company under this contract will not be required to do worksite cleanup and debris disposal.
2. The pricing sheet only has a block for the base period; do we also submit a total price for the option periods?
A2: See section 1.0 and 1.2 Price Schedule.
Complete the Excel Spreadsheet for pricing – it won’t be done as option years (or periods) but option areas.
1.0 Price Schedule See Attached Spreadsheet “S-13-0074 ALB Survey Phase 3 area list.”
The program will determine based on the proposals how many option areas to exercise at time of award based on price and available funding. It is anticipated that all option areas will be exercised.
1.2 Items Required to be Submitted for Award
The following items are required to be submitted in order to be eligible for award.
1) Price schedule
a. Companies are welcome to submit alternate pricing arrangements but MUST complete 1.0 (attachment) and send it as an Excel or other spreadsheet format (e.g., Google Spreadsheets) program
3. Section 2.4.6.4 states, the government will be responsible for the management of all data. Is the data downloaded from the PDAs on a daily basis at the end of each workday or real-time synced (uploaded) to another database during the work activity?
A3: I will get this information but, it should be noted, that in other survey contracts, the contractor collects the data on their own equipment (they had to make sure the information was compatible with our databases and could be transferred). The data is downloaded from the PDAs on a daily basis at the end of each workday.
4. What is the brand and model of the PDA?
A4: Hewlett-Packard (HP) iPAQ 210, Enterprise Handheld
AG-6395-S-13-0074 Question and Answer 1
5. The base year survey area is 3,147 acres, where a “majority of the survey will be conducted in dense, heavily wooded areas” (pg 6). Does the Government have an estimate of the percentage of acreage it considers to be “heavily wooded areas”?
A5: : BOY 11 80% woodlots, rest is residential
HOL 5 60% woodlots, rest is residential
HOL 9 75 % woodlot, some industrial area
HOL 10 almost entirely undeveloped
HOL 11 75 % undeveloped, some agricultural land
SHR 6 50 % industrial, 50% residential with few woodlots
SHR 8 largely residential with few woodlots, contains the Glavin Regional Cente
6. Can the government provide an estimate of the tree density (average number of trees per acre) for the woodlot and residential areas being surveyed?
A6: This number will vary. A lot of the areas to be surveyed, including the base area, have not been surveyed before. This is part of our delimitation process and we do not have any estimates.
7. Are the maps provided in the RFP as PDF available in a robust format such as Arcview, or a shape file format, if so, can they be provided?
A7: Yes, they can be provided as shape files.
8. Given the recent July 4th holiday, is it possible to extend the proposal due date by one week?
A8: We are firm on our proposal due dates in order to have award in mid to late August and a start date of September 1st (or close to that beginning of September)
9. Is there a current incumbent doing ALB ground surveys in Massachusetts? If so, can the contract number be provided?
A9: Davey Resource Group is the current contractor operating under their GSA ContractGS-21F-0060U /
