QUESTIONS AND ANSWERS:

Will the project be done this fall? Contract time (180 days) may be stopped for winter shutdown and re-started in the spring if determined necessary by the government.

Is there another way into the project site? The entrance road off of Route 6 has a tunnel that limits the size of the trucks/equipment that can pass through. There is a back way into the project however it is quite a distance and the road doesn’t belong to the Forest Service. The oil and gas operator would need to provide permission to use it.

What if the bids exceed funding available? Per clause 52.214-10 the government may award any item for a quantity less than the quantity offered, unless the bidder specifies otherwise. If you wish to specify otherwise, write “all or none” beneath the bid schedule. The first item to be reduced would be item 301-3 DSA Limestone.

Is there testing for the stone? There is a submittal requirement for material to ensure that it will meet our specifications.

Upon award a construction schedule/operating plan will be required prior to starting work. This includes an erosion control plan and hazardous materials spill plan.

Upon award payment and performance bonds and a certificate of insurance must be submitted and approved prior to beginning work.

At station 13+95, plan for a suitable stone base in your bid. If we end up having to construct a concrete footer, it will be handled through a contract modification.

Are there stones for the culvert reconstruction on site? There should be but it is up to the contractor to determine. If there is not, the contractor will be responsible for obtaining the needed stones.

Any trees marked for removal become the property of the contractor and shall be removed from the site.

See specification 02910 for necessary equipment cleaning requirements to prevent the spread of noxious weeds.

Invoices will be processed through www.ipp.gov. Progress invoices can be submitted based on work completed. Progress payment for mobilization is in accordance with FP-03 specification.

There are oil and gas lines in close proximity so coordination with the oil and gas operator is essential.

The road will remain open under a restricted use order during construction.

Any other questions shall be emailed to melissaajohnson@fs.fed.us by August 10, 2016. Any Q&A’s received will be posted to www.fbo.gov.
