Amendment 0003 Questions and Answers

Can you specify please what is the PIA location? Just want to make sure I map that out correctly.

PIA stands for Pacific Islands Area

I think I understand the awardee will develop their own schedule to accomplish all 150 locations within a year of award, is that correct?

This statement is correct

Is the EEO training mandatory and if so, is this an annual or semi-annual requirement for Supervisors and Managers

Who is responsible for coordinating and ensuring participants are scheduled to attend the training sessions at each location the Government identifies?

The Contractor and the State Conservationist/Director will directly coordinate for the times and dates. This process must be initiated by the Contractor

Can the Government provide the category of training that must be offered to meet complaint mandates? (i.e. sensitivity, sexual harassment, racial discrimination, gender, age etc.?)

We only require EEO/Reasonable Accommodation Training

I wanted to confirm that the technical volume should include both factors 1 and 2 and the price volume include only factor 3?

Yes, this assumption is correct

In the proposal, section, (b) Options. The Government will evaluate offers for award by the total amount of the bid. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced. Our question is will the Government use the sum total or roll-up of the cost of CLIN 01 and CLIN 02 to determine the best value?

Yes, the total proposal will be evaluation to determine best value

Some cities do not list where the training site will be located (i.e.: Minnesota, Puerto Rico etc,). Will all training be located on government space? If not, is it the contractor’s responsibility to secure off-campus training space? If so, will the government pay for the cost off-campus training space?

We will conduct all training in Government facilities managed by the USDA/NRCS
