PRESCRIBED BY GSA/PREVIOUS EDITION UNUSABLE FAR (48 CFR) 53.243
Pre-Bid Meeting, Tellico Water Line Replacement, AG-4756-S-16-0045 Date: August 3, 2016 Attending for Government: Nina Barrow, Contracting Officer
Jay Chapman, Forest Facilities Engineer Gustavo Vallejo, Procurement Technician
Nina Barrow discussed the following administrative issues:
• Project is 100% set aside for Small Business. Price range: $150,000 - $250,000.
• Project includes replacement of designated waterlines and related work.
• Schedule of Items, Item K, requires replacement of water lines L-1 and WM-2 using pipe bursting method.
Alternate Item K allows Contractor to specify another method of replacement for sections L-1 and WM-2.
Contractor can price either K or Alt-K, or can price both items.
• Project includes two option items: Well House Renovation and Gutter Drains. Contractors must price both option items. If funds are available, these items will be awarded at time of contract award. If not, they may be awarded within 60 days from date of contract award if funds become available by contract modification (see
FAR 52.217-7).
• Proposals will be evaluated in accordance with FAR 52.217-5, Evaluation of Options, and in accordance with Evaluation Factors in Section M.
• This is a federal construction project. Construction Wage Rates apply (formerly Davis Bacon). You are required to make and keep payrolls, and submit certified payrolls weekly to COR. Retain records for 3 years, subject to DOL review.
• Registration in the System for Award Management is required for award. Solicitation states that Contractor will have 5 days to become registered following notification of award.
• An original bid bond must accompany your bid. Amount is 20% of the bid price. Scanned, faxed or reproduced bid bonds are not acceptable. SF-24 form (recommended) is posted in FedBizOpps.
• This solicitation is issued as a Request for Proposal. Detailed instructions for proposal preparation are included in Section L. Submit your proposal and one copy, in hard-copy format, to my office in Cleveland, TN. Faxed or emailed proposals will not be accepted. Complete Standard Form-1442, blocks 14-20c, and enter pricing on the Schedule of Items, including Alternate Item and Option Items. Check all boxes in Section K, Representations and Certifications. Attach the Experience Questionnaire as your technical proposal. Award will be based on price, experience and past performance. Experience and past performance are somewhat more important than price in determining the award decision.
• Proposals are due Thursday, August 25 at 4:00 p.m.
• Government intends to award without discussions.
• Successful contractor will have 10 days from notification of award to furnish performance and payment bonds, in the amount of 100% of contract price. A pre-work meeting will be scheduled as soon as possible following contract award. Notice to Proceed will be issued at the meeting.
• Contract time: 134 calendar days. This project requires the contractor to submit several items which must be reviewed and approved by Forest Service prior to work beginning at the site.
• Check FBO for amendments. Amendments must be acknowledged with your proposal.
• This solicitation is issued as a Request for Proposals. A Bid Abstract will not be posted. Contract award information will be posted to FBO.
Jay Chapman discussed the following technical issues and led a site tour.
• It is important to provide water to the office complex during construction. Successful contractor will submit a sequencing plan demonstrating how this will be accomplished.
• Pipe bursting is a unique method of replacing water lines. There is a niche group of contractors who specialize in this work. Forest Service is concerned about possible erosion and sedimentation from open trenches near the adjacent stream in addition to potential for delays associated with open trench on steep terrain. Potential pipe bursting contractors are:
1. Hurst Excavating, www.hurstexc.com, David Hurst, 865-922-6142
2. Portland Utilities Construction Company, www.pucc.org, Mike Woodcock, 615-325-3374
• Question: is an environmental assessment needed for this work?
Answer: No
• Forest Service will apply for stream crossing permit (ARAP).
• Contractor must pull the electrical permit.
• Question – will Contractor be able to contact Forest Service personnel with questions during construction?
Answer: Yes. Jay Chapman will be Project COR and will designate 1 or 2 Inspectors. Project inspector(s) will be onsite on a regular, sometimes daily, basis.
• Question – how much notice does Contractor need to provide before water outages?
Answer: Contractor will address this issue in the Sequencing Plan.
• If project work is stopped due to winter weather, contract time will be stopped. Work and contract time will resume when weather is favorable.
• During site visit, a 6” x 6” timber retaining wall approximately 24” high and 16’ total length was viewed near the pipe junction at the end of the pole shed and bridge across the creek.
Question – can this be removed, along with a segment of the asphalt pavement?
Answer: Yes, it may be removed and replaced.
• Question – why is section WM-1 not scheduled for removal using the pipe bursting method?
Answer: this line is being relocated. Line WM-3 at front of office is also being relocated.
• Question – Regarding sycamore stump removal: Do we need to remove all the roots?
Answer: No. Just remove the stump itself and roots where waterline is to be located.
• NOTE: As-built information on existing utilities is provided on the drawings. This information is not guaranteed to be accurate. Contractor shall field-verify prior to excavation.
• Question: will the Forest Service provide a location for excess excavation disposal?
Answer: Yes. Disposal site(s) will be designated within five miles of the project.
• Question: are asphalt specifications included in the solicitation?
http://www.hurstexc.com/ http://www.pucc.org/
Answer: “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03” are added by this amendment. Web link is https://flh.fhwa.dot.gov/resources/specs/fp-03/fp-03usc.pdf . See Section 702 for Asphalt Material; Cold Asphalt Mix for patching.
• Question: is Contractor responsible for water analysis?
Answer: Yes. Use a TN Certified lab. See Specifications, Section 2660 Part 3.04
• See Drawings, Sheet 8, “Side Details 2”, “Reservoir Repair Notes”, upper left of page. Delete #3. Replace with #3 as follows: “Repair (repack) or replace reservoir operating valves (Crane gate valves: 3” diameter, Quantity 2; 2” Diameter, Quantity 1.)
