Highway 19 Site Showing Questions from contractors
1. Why is there such a difference between the pay rates of a Bulldozer/Crane operator and a Backhoe/Excavator/Trackhoe Operator on the Davis Bacon wage sheet?
Answer. This is current wage determination for heavy construction projects in Lauderdale County, provided by the Department of Labor, Wage and Hour Division on www.wdol.gov. Further questions about the wage determination should be directed to the Department of Labor.
2. Does the surveyor retained by the contractor need to specialize in underwater surveying?
Answer. No, traditional surveying methods will be all that is needed.
3. Is there any Set Aside on the bid document?
Answer. No. The posting on www.fbo.gov , indicating that this project was set-aside was incorrect.
4. What is the allowance for fines in the rock loads?
Answer. There will be some chips and etc from hauling, but bedding trucks with a layer of crusher run WILL NOT be allowed. Any lack of gradations and certifiable tonnages will not be allowed.
5. When was the Highway 19 site surveyed?
Answer. October 2009
6. Will we be able to use excavation material for fill?
Answer. See Construction Specifications for Earthfill
7. Is there a known budget from the Government?
Answer. The estimated price range if $500,000.00 to $999,999.99.
8. Are you adding to the existing rock under the bridge?
Answer. The rock chute will be constructed according to the neat lines show on the drawings. According to the drawings, rock will be placed to the Elevation 300 contour up under the bridge.
9. Is there summertime flow in the creek?
Answer. Yes. The Base flow is typically less than what is flowing as of the site showing.
10. Is the water High today?
Answer. Yes. There was 1/2 - 3/4” of rain last night and the morning of the showing.
11. Do you have to be present at the site showing to bid?
Answer. No, you do not have to attend the site showing to bid on the contract.
12. Can we get a copy of the sign in sheet?
Answer. Yes. Everyone that signed in will be sent a copy.
13. Can existing Rip Rap be Utilized?
Answer. No, nott as part of the chute. (See Construction Specifications)
14. Are there any preferences with the set aside?
Answer. There is no set-aside or preference for this project.
15. What works best for damming the stream?
Answer. Up to contractor to come up with a dewatering plan. See Construction Specifications.
16. Can the bid opening be extended to a later date?
Answer. No, the date is firm.
17. Is the tonnage of rock going to be enough?
Answer. The tonnage of rock is an estimated quantity for the construction of the rock chute according to the neat lines shown on the drawings.
18. How much area do we have for stockpile?
Answer. See work limits on drawings.
19. Is cloth required for the stockpile area?
Answer. No, we will not require fabric be placed underneath stockpiled rock.
20. Where are we going to get rid of the excavated material?
Answer. See Construction Specifications.
21. Do we leave the rock that is there now?
Answer. No. The existing rock will not be part of the chute area. (See Construction Specifications)
22. Is minority participation required? No
23. Will a surveyor licensed in another state be accepted if he has the qualifications?
Answer. Yes.
24. Can we slope the existing banks to allow truck travel to the bottom of the creek?
Answer. It will be up to the contractor to determine how the rock gets into the creek to be placed in a safe manner.
