B. The project consists of clearing and grubbing, excavation and disposal, installation of 100 linear feet (60 tons) Steel Sheet Piling to stabilize an existing channel, installation 10.5 linear feet of a Bituminous Coated Corrugated Steel Pipe Riser, placement of concrete, geotextile and riprap, and erosion control measure. NOTE: A PRE-BID SITE VISIT IS STRONGLY ENCOURAGED.

C. The construction of the project will begin after the government completes site work for the crane (Anticipated 30 day maximum). Note: site work for access to one side of the channel provided by the Government.

1.2 WORK REQUIREMENTS THE CONTRACTOR SHALL:

A. Furnish all labor, personnel, supervision, equipment, materials, supplies, tools, transportation, travel, incidentals, and perform all of the work as SHOWN ON THE DRAWING AND SPECIFICATION.

SECTION 01270

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 DETERMINATION OF QUANTITIES

A. For individual construction items, all longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified.

B. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.

C. The average end area method shall be used to compute volumes of excavation and embankment.

D. Structures will be measured according to neat lines SHOWN ON THE DRAWINGS or as altered by the Contracting Officer's Representative (COR) in writing to fit field conditions.

E. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail and underdrains, measurements will be made parallel to the base or foundation upon which the structure is to be placed. Pipe shall be measured along center of invert.

F. For vehicular shipments, net certified scale weights or weights based on volumes will be used as a basis of measurement.

1.2 UNITS OF MEASUREMENT

A. Payment will be by units defined and determined according to the U.S. Standard measure and by following:

Cubic Yard: Measurements computed by the average end area method from measurements made longitudinally along a centerline or reference line.

Each: One complete unit, which may consist of one or more parts.

Ton: Short ton consisting of 2,000 pounds.

1.3 METHODS OF MEASUREMENT

A. One of the following methods of measurement for determining the final payment is designated in the contract for each Pay Item.

B. Designed Quantities (DQ): These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon original design data available prior to advertising the project. This data includes the preliminary survey information, drawings design assumptions, calculations and the presentation in the contract. Authorization for changes in the number of units SHOWN in the contract may be given under any of the following conditions:

a. As a result of changes in the work authorized by the Contracting Officer (CO).

b. As a result of the Contracting Officer determining that errors exist in the original design that may cause a Pay Item quantity to change by 15% or more.

c. As a result of the Contractor submitting a written request showing evidence of errors in the original design that cause a Pay Item quantity to change by 15% or more. The evidence must be verifiable and consist of calculations, drawings and/or other data that shows how the designed quantity is believed to be in error.

C. Actual Quantity (AQ).: These quantities are determined from measurements of completed work.

D. Lump Sum Quantities (LS): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor needed to complete the job. They will not be measured.

E. Vehicle Quantities (VQ): These quantities are measured or weighed in hauling vehicles.

The interlocks of sheet piling shall be free-sliding, provide a swing angle suitable for the intended installation but not less than 5 degrees when interlocked, and maintain continuous interlocking when installed.

B. Sheet piling shall be extended to the elevation(s) shown on the drawings.

C. Sheet piling shall be coated with coal tar expoxy with a minimum of 16 mils maxium of 24 mils NOTE: prepare surface and apply according to the coating manufacturer’s recommendations.

PILE DRIVING EQUIPMENT

A. Driving hammers shall be steam, air, or diesel drop, single-acting, double-acting, differential-acting (or vibratory) type. The driving energy of the hammers shall be as recommended by the manufacturer for the piling weights and subsurface materials to be encountered.

3.2

PLACING AND DRIVING

A. Any excavation required within the area where sheet pilings are to be installed shall be completed prior to placing sheet pilings.

B. Temporary wales, templates or guide structures shall be provided to insure that the pilings are placed and driven to the correct alignment. At least two templates shall be used in placing each piling and the maximum spacing of templates shall not exceed 20 feet. Pilings properly placed and driven shall be interlocked throughout their length with adjacent pilings to form a continuous diaphragm throughout the length and run of piling wall.

C. Pilings shall be driven with the proper size hammer and by approved methods so as not to subject the pilings to damage and to ensure proper interlocking throughout their lengths. Driving hammers shall be maintained in proper alignment during driving operations by use of leads or guides attached to the hammer. Caution shall be taken in the sustained use of vibratory hammers, when a hard driving condition is encountered, to avoid interlock-melt or damages. The use of vibratory hammers should be discontinued and impact hammers employed when the penetration rate due to vibratory loading is one foot or less per minute. A protecting cap shall be employed in driving when using impact hammers to prevent damage to the tops of pilings.

D. Pilings damaged during driving or driven out of interlock shall be removed and replaced at the Contractor's expense. Pilings shall be driven without the aid of a water jet (unless otherwise authorized by COR).

E. Adequate precautions shall be taken to insure that pilings are driven plumb. If at any time the forward or leading edge of the piling wall is found to be out-of-plumb in the plane of the wall, the piling being driven shall be driven to the required depth and tapered pilings shall be provided and driven to interlock with the out-of-plumb leading edge or other approved corrective measures shall be taken to insure the plumbness of succeeding pilings. The maximum permissible taper for any tapered piling shall be 1/8 inch per foot of length.

F. Pilings in each run or continuous length of piling wall shall be driven alternately in increments of depth to the required depth or elevation. No piling shall be driven to a lower elevation than those behind it in the same run except when the pilings behind it cannot be driven deeper. If the piling next to the one being driven tends to follow below final elevation it may be pinned to the next adjacent piling. If obstructions restrict driving a piling to the specified penetration the obstructions shall be removed or penetrated with a chisel beam. If the Contractor demonstrates that removal or penetration is impractical the Contractor shall make changes in the design alignment of the piling structure as directed to insure the adequacy and stability of the structure.

G. Pilings shall be driven to the specified depths shown on the drawings and shall extend up to the elevation indicated for the top of pilings.

3.3

CUTTING-OFF AND SPLICING

A. Pilings driven below the required top elevation, damaged by driving, or cut off to permit further driving shall be extended as required to reach the top elevation at no additional cost to the Government. Pilings adjoining spliced pilings shall be full length unless otherwise approved. Ends of pilings to be spliced shall be squared to eliminate dips or camber. Pilings shall be spliced together with concentric alignment of the interlocks so that there are no discontinuities, dips or camber at the abutting interlocks. Spliced pilings shall be free sliding and able to obtain the maximum swing with contiguous pilings.

B. The tops of pilings excessively battered during driving shall be trimmed when directed at no cost to the Government. All cutting shall be done in a neat and workmanlike manner. A straight edge shall be used in cuts made by burning to avoid abrupt nicks. Bolt holes in steel piling shall be drilled or may be burned and reamed by approved methods which will not damage the surrounding metal. Exposed edges shall be ground smooth.

3.4
