SECTION 011000 -

PART 1 - GENERAL

SUMMARY

1.1 SUMMARY OF WORK

A. Project: YMCA Camp Horseshoe Dining Hall Improvements.

B. Owner: USDA Forest Service and YMCA Camp Horseshoe, C. The Work consists of upgrading electrical service to 400 amps, installing a service rated transfer switch, rewiring the kitchen, dining hall and attic, replacing light fixtures, replacing wood windows, installing an tankless water heater, repairing subfloor, replacing vinyl flooring, replacing ceiling insulation and attic flooring, constructing a precast segmented masonry retaining wall, replacing a concrete sidewalk, and constructing subsurface drainage.

1.2 WORK RESTRICTIONS

A. Contractor's Use of Premises: During construction, Contractor will have full use of building indicated. Contractor's use of premises is limited only by Owner's right to perform work or employ other contractors on portions of Project and as follows:

B. On site work shall commence after September 25, 2010. Contractor shall have the building operable on weekends except for weekends that the YMCA does not have events scheduled.

Contractor shall provide 48 hours notice prior to any whole building power shut downs.

1.3 GOVERNMENT FURNISHED ITEMS

A. Project signage.

1. The Government shall furnish a sign indicating the project is funded through the American Recovery and Reinvestment Act (ARRA). Contractor shall erect the sign within site of the dining hall.

SECTION 012000 –

PART 1 - GENERAL

MESUREMENT AND PAYMENT

1.1 MEASUREMENT

A. General: Measurement will be made on the basis of completed work in accordance with the Contract Documents and as stated in Section 1.04, “Item Descriptions” of this specification.

B. Carpentry Repairs. Carpentry Repairs shall be measured as a lump sum unit, completed and approved.

C. Wood Windows Replacement. Wood Windows Replacement shall be measured as a lump sum unit, completed and approved.

D. Vinyl Sheet Flooring. Vinyl Sheet Flooring shall be measured as a in square yards of sheet flooring, completed and approved.

E. Tankless LP Water Heater. Tankless Water Heater shall be measured as a lump sum unit, completed and approved.

F. Electrical Upgrades. Electrical Upgrades shall be measured as a lump sum unit, completed and approved.

G. Mobilization. Mobilization shall be measured as a lump sum unit, acceptably performed.

H. Grading and Seeding. Grading and Seeding shall be measured as a lump sum unit, acceptably performed.

I. Plywood Attic Flooring . Attic Flooring shall be measured in square feet of flooring placed, completed and approved.

J. Attic Insulation. Attic Insulation shall be measured in square feet of attic insulation placed, completed and approved.

K. Concrete Sidewalk Replacement. Concrete Sidewalk Replacement shall be measured in square yards of 4” thick reinforced sidewalk placed, completed and approved.

L. Retaining Wall. Retaining Wall shall be measured in square feet of unit masonry retaining wall placed, completed and approved.

M. French Drain. French Drain shall be measured in linear feet of French Drain constructed, and approved.

N. Drain Line. Drain Line shall be measured in linear feet of drain line constructed and approved.

1.2 QUANTITIES

A. Actual Quantities (AQ) These quantities are determined from measurements of completed work.

B. Design Quantities (DQ) These quantities denote the final number or units to be paid for under the terms of the Contract. They are based upon the original design data available prior to advertising the project. Changes in the number or units shown in the Schedule of Items located on sheet T-2 of the Plans, may be authorized under any of the following conditions:

1. As a result or changes in the work authorized by the Contracting Officer’s Representative

(COR).

2. As a result of the COR determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.

3. As a result of the Contractor submitting to the COR a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

C. Lump Sum Quantity (LSQ). These quantities denote one complete unit of work required by or described in the Contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

1.3 PAYMENT

A. Current Payments. Payments will be made as stated in the in the Agreement and at the Unit Prices and Lump Sum Prices Bid from quantities and units identified in the Schedule of Items.

B. Incidental Costs

1. Include in appropriate pay items costs for the following:

a. Labor.

b. Materials.

c. Equipment.

d. Insurance.

e. Workmen’s Compensation.

f. Licenses.

g. Permits (including permit fees).

h. Taxes.

i. General Overhead.

j. Profits.

k. All other expenses and appurtenances necessary for the prosecution of the work.

2. Tests. Incidental to the appropriate pay items.

a. Laboratory tests.

b. Soil Tests.

c. Operational tests of valves, pumps and electrical components.

1.4 ITEM DESCRIPTIONS

A. Carpentry Repairs. Schedule of Items 1(LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. Payment under this item shall include all labor, materials, supplies, equipment to;

a. Repair damaged floor boards and subfloor under the dishwasher in the kitchen with 34” T&G boards and ¾” plywood subfloor. Contractor shall be responsible for moving the dishwasher and other kitchen equipment and furnishing to make the repairs.

b. Remove the designated door in the pantry area and cover the rough opening with an insulated exterior wall section to match existing surrounding wall.

B. Wood Window Replacement. Schedule of Items 2 (LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. Payment under this item shall include all labor, materials, supplies, equipment to;

a. Remove and dispose of existing wood windows and storm windows as indicated on the drawings.

b. Furnish and install wood window sashes and insert double hung wood windows as designated on the drawings including incidental construction.

c. Stain and seal all wood replacement windows.

C. Vinyl Sheet Flooring. Schedule of Items 3 (DQ)

1. Will be paid for at the Contract Unit Price of Square Yards complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to remove and dispose of, existing sheet flooring and replace with vinyl sheet flooring in area shown on the drawings. Contractor shall be responsible for moving any kitchen equipment and furnishings as necessary to install the new vinyl sheet flooring.

D. Tankless LP Water Heater. Schedule of Items 4 (LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. Payment under this item shall include all labor, materials, supplies, equipment to;

a. Remove and salvage existing 80 gallon electric tank water heater for future use by the YMCA Camp.

b. Furnish and install LP tankless water heater, vent piping, valves, remote control panel and cable and other incidental construction.

E. Electrical Upgrades. Schedule of Items 5 (LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. Payment under this item shall include all labor, materials, supplies, equipment and incidental construction to;

a. Upgrade electrical service to 400 Amps, including trenching, backfill, conduit and service entrance equipment, grounding electrodes, and circuit breaker panel.

b. Provide for 100 Amp circuit to an outbuilding including conduit from the dining hall load center to 5 feet from the dining hall.

c. Install service rated transfer switch for future backup generator. Install conduit from transfer switch to a point 5 feet from the dining hall for future use.

d. Rewire entire building to meet requirements of National Electrical Code. Provide circuits appropriately sized for kitchen appliances listed on the drawing including a

walk in refrigerator. Contractor shall be responsible for patching holes in surfaces created during rewiring and refinish patched areas to match existing surfaces.

e. Remove and salvage all light fixtures for future use by the YMCA Camp.

f. Furnish and install interior and exterior light and fan fixtures shown on the drawings.

F. Mobilization. Schedule of Items 6 (LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. Payment under this item shall include the performance of construction preparatory operation, including the movement of equipment and personnel to the project site and for the establishment of the Contractor’s field offices, buildings, and other facilities necessary to conduct work under this contract.

3. No deduction will be made, nor will any increase be made, in the lump sum mobilization item amount regardless of decreases or increases in the final total contract amount or for any other cause.

4. Payments will be made in accordance with the following schedule:

a. Whenever the Contractor has set up his general offices, shops, and met requirements for progress schedule, schedule of values, he shall be entitled to 30 percent of the bid amount for MOBILIZATION.

b. Whenever the Contractor has performed work equal to 10 percent of the total contract price excluding the bid price for MOBILIZATION, 40 percent of the amount of bid for MOBILIZATION may be paid.

c. Whenever the Contractor has performed work equal to 20 percent of the total contract price excluding the bid price for MOBILIZATION, any remaining amount bid for MOBILIZATION may be paid.

G. Grading and Seeding. Schedule of Items 7 (LSQ)

1. Will be paid for at the Contract Unit Price of Lump Sum.

2. This item shall include all necessary grading, topsoil, fertilizer, lime, seed and mulch to replace the existing disturbed or damaged areas and to reseed if germination does not meet requirements.

H. Plywood Flooring. Schedule of Items Optional Item 1 (DQ)

1. Will be paid for at the Contract Unit Price of Square Foot complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to remove and dispose of, existing particle board sheets and lay ¾” plywood sheets for attic flooring. Existing plywood flooring shall not be replaced.

I. Attic Insulation. Schedule of Items Optional Item 2 (DQ)

1. Will be paid for at the Contract Unit Price of Square Foot complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to remove and dispose of, existing fiberglass batting insulation and replace with R-30 fiberglass batting insulation.

J. Concrete Sidewalk Replacement. Schedule of Items Optional Item 3 (DQ)

1. Will be paid for at the Contract Unit Price of Square Yard complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to remove and dispose of, existing sidewalk, and replace with a 4” thick concrete sidewalk.

K. Retaining Wall. Schedule of Items Optional Item 4 (DQ)

1. Will be paid for at the Contract Unit Price of Square Foot complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to excavate for retaining wall, drainage fill and reinforced backfill, place leveling course, construct 4’ tall concrete unit masonry wall with reinforced backfill and subsurface drainage.

L. French Drain. Schedule of Items Optional Item 5 (DQ)

1. Will be paid for at the Contract Unit Price of Linear Foot complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to excavate, backfill, and install drainage piping, geotextile, and drainage fill for French drains along the long sides of the building.

M. Drain Lines. Schedule of Items Optional Item 5 (DQ)

1. Will be paid for at the Contract Unit Price of Linear Foot complete in place and approved by the COR.

2. This item shall include all necessary labor, materials, supplies, equipment and incidental construction to excavate, backfill, and install drainage piping, bedding material fill for subsurface drain lines from the French drains to daylight.

ADMINISTRATIVE REQUIREMENTS 013000 - 1

SECTION 013000 -

PART 1 - GENERAL

ADMINISTRATIVE REQUIREMENTS

1.1 SUBMITTAL PROCEDURES

A. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

1. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

2. Submit three copies of each submittal. COR will return one copy.

3. COR will return submittals, without review, received from sources other than Contractor.

B. Place a permanent label or title block on each submittal for identification. Provide a space on label or beside title block to record Contractor's review and approval markings and action taken by Architect. Include the following information on the label:

1. Project name.

2. Date.

3. Name and address of Contractor.

4. Name and address of subcontractor or supplier.

5. Number and title of appropriate Specification Section.

C. Identify deviations from the Contract Documents on submittals.

D. Contractor's Construction Schedule Submittal Procedure: Submit two copies of schedule within 10 days after date established for Commencement of the Work.

PART 2 - PRODUCTS

2.1 ACTION SUBMITTALS

A. Product Data: Mark each copy to show applicable products and options. Include the following:

1. Manufacturer's written recommendations, product specifications, and installation instructions.

2. Wiring diagrams showing factory-installed wiring.

3. Printed performance curves and operational range diagrams.

4. Testing by recognized testing agency.

5. Compliance with specified standards and requirements.

B. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data. Submit on sheets at least 8-1/2 by 11 inches (but no larger than 24 by 36 inches)

1. Dimensions and identification of products.

. Include the following:

2. Fabrication and installation drawings and roughing-in and setting diagrams.

3. Wiring diagrams showing field-installed wiring.

4. Notation of coordination requirements.

5. Notation of dimensions established by field measurement.

C. Samples: Submit Samples for review of kind, color, pattern, and texture and for a comparison of these characteristics between submittal and actual component as delivered and installed.

Include name of manufacturer and product name on label.

2.2 DELEGATED DESIGN

A. Performance and Design Criteria: Where professional design services or certifications by a design professional are specifically required of Contractor by the Contract Documents, provide products and systems complying with specific performance and design criteria indicated.

1. If criteria indicated are not sufficient to perform services or certification required, submit a written request for additional information to Architect.

B. Delegated-Design Submittal: In addition to Shop Drawings, Product Data, and other required submittals, submit three copies of a statement, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional.

1. Indicate that products and systems comply with performance and design criteria in the Contract Documents. Include list of codes, loads, and other factors used in performing these services.

2.3 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type schedule within 10 days of date established for the Notice to Proceed.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

PART 3 - EXECUTION

3.1 SUBMITTAL REVIEW

A. Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to COR.

B. COR will review each action submittal, make marks to indicate corrections or modifications required, stamp and mark as appropriate to indicate action taken, and return copies less those retained.

3.2 CONTRACTOR'S CONSTRUCTION SCHEDULE

A. Distribute copies of approved schedule to COR, subcontractors, testing and inspecting agencies, and parties identified by Contractor with a need-to-know schedule responsibility. When revisions are made, distribute updated schedules to the same parties.

B. Updating: At monthly intervals, update schedule to reflect actual construction progress and activities.

TEMPORARY FACILITIES AND CONTROLS 015000 - 1

SECTION 015000 -

PART 1 - GENERAL

TEMPORARY FACILITIES AND CONTROLS

1.1 SECTION REQUIREMENTS

A. Use Charges: Cost or use charges for temporary facilities shall be included in the Contract Sum.

B. Use water and electric power from Owner's existing system without metering and without payment of use charges.

C. Electrical Service: Comply with NEMA, NECA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

PART 2 - PRODUCTS

PART 3 - EXECUTION

3.1 TEMPORARY UTILITIES

A. General: Arrange with utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services.

B. Sanitary Facilities: Use of Owner's existing toilet facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to Owner. At Substantial Completion, restore these facilities to condition existing before initial use.

3.2 TEMPORARY SUPPORT FACILITIES

A. Provide field offices, storage and fabrication sheds, and other support facilities as necessary for construction operations.

B. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Collect waste daily and, when containers are full, legally dispose of waste off-site.

Comply with requirements of authorities having jurisdiction.

C. Install project identification and other signs in locations approved by Owner to inform the public and persons seeking entrance to Project.

3.3 TEMPORARY SECURITY AND PROTECTION FACILITIES

A. Provide temporary environmental protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that

minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

B. Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to adjacent properties and walkways, according to requirements of authorities having jurisdiction.

C. Provide temporary enclosures for protection of construction and workers from inclement weather and for containment of heat.

D. Provide floor-to-ceiling dustproof partitions to limit dust and dirt migration.

E. Furnish and install site enclosure fence in a manner that will prevent people and animals from easily entering site except by entrance gates.

3.4 TERMINATION AND REMOVAL

A. Temporary Utilities: At earliest feasible time, when acceptable to Owner, change over from use of temporary service to use of permanent service.

B. Remove temporary facilities and controls no later than Substantial Completion. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to Owner.

PART 1 - GENERAL

EXECUTION AND CLOSEOUT REQUIREMENTS

1.1 CLOSEOUT SUBMITTALS

A. Record Drawings: Maintain a set of prints of the Contract Drawings as Record Drawings.

Mark to show actual installation where installation varies from that shown originally.

1. Identify and date each Record Drawing; include the designation "PROJECT RECORD DRAWING" in a prominent location.

B. Operation and Maintenance Data: Submit 3 copies of manual. Organize data into three-ring binders with identification on front and spine of each binder, and envelopes for folded drawings.

Include the following:

1. Manufacturer's operation and maintenance documentation.

2. Maintenance and service schedules.

3. Maintenance service contracts.

4. Emergency instructions.

5. Spare parts list.

6. Wiring diagrams.

7. Copies of warranties.

PART 2 - PRODUCTS (Not Applicable)

PART 3 - EXECUTION

3.1 EXAMINATION AND PREPARATION

A. Examine substrates and conditions for compliance with manufacturer's written requirements including, but not limited to, surfaces that are sound, level, plumb, smooth, clean, and free of deleterious substances; substrates within installation tolerances; and application conditions within environmental limits. Proceed with installation only after unsatisfactory conditions have been corrected.

B. Take field measurements as required to fit the Work properly. Where fabricated products are to be fitted to other construction, verify dimensions by field measurement before fabrication and, when possible, allow for fitting and trimming during installation.

3.2 CUTTING AND PATCHING

A. Do not cut structural members or operational elements without prior written approval of COR.

B. Where existing services/systems are required to be removed, relocated, or abandoned, bypass such services/systems before cutting to minimize interruption to occupied areas.

C. Patch with durable seams that are as invisible as possible. Provide materials and comply with installation requirements specified in other Sections.

3.3 INSTALLATION

A. Comply with manufacturer's written instructions for installation. Anchor each product securely in place, accurately located and aligned with other portions of the Work. Clean exposed surfaces and protect from damage.

B. Clean Project site and work areas daily, including common areas.

3.4 FINAL CLEANING

A. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion:

1. Remove labels that are not permanent.

2. Clean transparent materials, including mirrors. Remove excess glazing compounds.

Replace chipped or broken glass.

3. Clean exposed finishes to a dust-free condition, free of stains, films, and foreign substances. Sweep concrete floors broom clean.

4. Wipe surfaces of mechanical and electrical equipment. Remove excess lubrication.

Clean plumbing fixtures. Clean light fixtures, lamps, globes, and reflectors.

5. Clean Project site, yard, and grounds, in areas disturbed by construction activities.

Sweep paved areas; remove stains, spills, and foreign deposits. Rake grounds to a smooth, even-textured surface.

3.5 CLOSEOUT PROCEDURES

A. Substantial Completion: Before requesting Substantial Completion inspection, complete the following:

1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.

2. Advise Owner of pending insurance changeover requirements.

3. Submit specific warranties, maintenance service agreements, and similar documents.

4. Obtain and submit releases permitting Owner unrestricted use of the Work and access to services and utilities.

5. Submit Record Drawings, operation and maintenance manuals, and similar final record information.

6. Deliver tools, spare parts, extra materials, and similar items.

7. Complete startup testing of systems.

8. Remove temporary facilities and controls.

9. Submit changeover information related to Owner's occupancy, use, operation, and maintenance.

10. Complete final cleaning requirements, including touchup painting.

11. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.

D. Install piping free of sags and bends and install fittings for changes in direction and branch connections.

E. Install escutcheons at penetrations of interior walls, ceilings, and floors.

F. Fire-Barrier Penetrations: Maintain indicated fire rating of walls, partitions, ceilings, and floors at pipe penetrations. Seal pipe penetrations with firestop materials. Comply with requirements in Division 07 Section "Penetration Firestopping."

G. Install LPG piping at uniform slope of 2 percent down toward drip and sediment traps.

H. Use eccentric reducer fittings to make reductions in pipe sizes. Install fittings with level side down.

I. Connect branch piping from top or side of horizontal piping.
