1. Identification of the agency and the contracting activity.

2. Nature and/or description of the action being approved.

This is a sole source procurement to establish a contract for facilitation and consultant support services for USDA, FSIS, Office of the Administrator (OA). Consultant services are needed to assist FSIS with food safety regulatory issues, evaluation of programs, and guidance on audits. A firm fixed price (FFP) contract is anticipated being issued to the sole proprietorship: Philip S.

Derfler.

3. A description of the supplies or services required to meet the agency’s needs (including estimated value).

OA requires expert analysis and review of high level projects that necessitate the knowledge and expertise of a senior food safety official with extensive FDA and FSIS experience. The contractor must have the necessary experience to conduct assessments of various food safety projects, including the evaluation of development, integration, and execution of an integrated FSIS agenda. Also, the contractor will need to recommend the most advantageous methods to assess the program, policy, and process efficacy associated with evaluation topics. The contractor will provide guidance and technical comments on draft response content and/or problem-solving approaches for audits that are particularly complex or high-sensitivity/high-visibility.

The estimated value is $181,872.00

4. Identification of the statutory authority permitting other than full and open competition.

5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

The contractor has thirty seven combined years of experience with the Food and Drug

Administration and the USDA Food Safety Inspection Service identifying, developing, integrating and monitoring approaches to program administration, collection activities, and complex audits.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable.

Market research of GSA and internet searches revealed that the depth and breadth of the experience required was not available.

7. Determination by the contracting officer that the anticipated cost to the government will be fair and reasonable.

The anticipated cost of the services are projected to be within established GSA E-library rates for this NACIS code.

8. Description of the market survey conducted.
