Performance Standards 12/8/2011
The performance standards for the work streams identified in the Statement of Work are as follows:
1. High level audit remediation strategy
a. Plan must be delivered on time in accordance with task order.
b. Plan must address all seven audit deficiency areas.
c. Plan must be in compliance with the laws and regulations outlined in the statement of work.
d. Plan must be grammatically correct and 90% free of typographical errors.
2. Project plans
a. Plans must be delivered on time in accordance with task order.
b. Plans must be detailed enough to document detailed steps that roll up to high level milestones.
c. Dates must be properly synchronized with all action items and have the appropriate end dates.
3. Policies and Procedures
a. Policies/procedures must be delivered on time in accordance with the task order.
b. Policies/procedures must be well researched. Information from federal accounting standards, other agencies, USDA guidance, etc. must be leveraged before draft documents are presented to NRCS.
c. Policy/procedure should be 80% complete before it is presented to NRCS for review.
d. Documents must grammatically correct and 90% free of typographical errors.
4. Training materials
a. Training materials must be delivered on time in accordance with the task order.
b. Materials must be grammatically correct and 90% free of typographical errors.
c. Training materials must be well researched. Information from federal accounting standards, other agencies, USDA guidance, etc. must be leveraged before draft documents are presented to NRCS.
d. Training materials should be 80% complete before it is presented to NRCS for review.
5. A -123 Program
a. Deliverables must delivered on time in accordance with the task order and USDA/NRCS deadlines.
b. Deliverables should be submitted in accordance with Assessment Implementation Team (AIT) guidance/instructions and questions/issues should be addressed within 1 week. Contractor should continuously strive to remain engaged with the AIT.
c. 90% of AIT meetings should be attended.
d. Narrative and flowcharts should be comprehensive and should take into account end to end process flows.
e. Feedback from subject matter experts should be accurately captured. Narratives, flowcharts, corrective action plans and summaries of aggregated deficiencies should not have more than three rounds of review comments from subject matter experts.
e. Deliverables must be grammatically correct and 90% free of typographical errors.
6. Compliance Reviews
a. Sample testing must delivered on time in accordance with the task order and USDA/NRCS deadlines.
b. Exceptions should be thoroughly documented and vetted with subject matter experts.
c. Deliverables should not have more than 3 rounds of review comments from the Assessment Implementation Team (AIT).
d. Deliverables must be grammatically correct and 90% free of typographical errors.
Performance Standards
7. Improper Payments
a. Deliverables must be delivered on time in accordance with the task order and USDA/NRCS deadlines.
b. Risk assessments and corrective action plans should have no more than three substantive (other than editing/typographical issues) review comments from USDA’s, Office of the Chief Financial Officer.
c. Testing should be performed in accordance with agency and federal guidance.
d. Exceptions should be thoroughly documented and vetted with subject matter experts.
8. Testing
a. Ad hoc testing should be completed on time in accordance with the task order.
b. Exceptions should be thoroughly documented and vetted with subject matter experts.
c. Testing criteria should be in compliance with USDA/NRCS policy and federal standards.
9. Managerial Cost Accounting (MCA)
a. 90% of MCA meetings must be attended.
b. Recommendations must be in writing and consistent with federal and industry cost accounting standards.
c. Required deliverables per the task order must be delivered on time per task order deadlines.
d. Deliverables must be grammatically correct and 90% free of typographical errors.
10. FMMI Support
a. Role mapping must be performed per task order deadlines.
b. Course completion tracking must be performed per task order deadlines.
c. USDA project plan must be updated as required by NRCS.
e. Written documents must be grammatically correct and 90% free of typographical errors.
11. IT Support
a. Deliverables must delivered on time in accordance with the task order and USDA/NRCS deadlines.
b. Deliverables should be submitted in accordance with Assessment Implementation Team (AIT) guidance/instructions and questions/issues should be addressed within 1 week. Contractor should continuously strive to remain engaged with the AIT.
c. 90% of AIT meetings should be attended.
d. Feedback from subject matter experts should be accurately captured. Documentation should not have more than three rounds of review comments from subject matter experts.
e. Deliverables must be grammatically correct and 90% free of typographical errors.
12. Execution of Project plans
a. Assigned tasks must be performed per project plan deadlines.
b. Deliverables must be grammatically correct and 90% free of typographical errors.
