A.7. Yes, due to IT Security requirements the awarded vendor will either need to work on our computers in house or be issued a government laptop for VPN into our server. This is why it is a requirement the applying vendors must be able to pass all IT Security standards, fingerprinting, and a Federal Background check.

A.8. The estimated budget is less than $25,000.

No Later Than 1 July, 2017. Is the project scheduled for completion on July, 2017 or is that the deadline to submit a table of tasks?
A.10. Estimated project completion date was 1
July 2017. However, the completion date will be
120 calendar days from the date of award. After award a table of tasks and timeline will need to be provided, to know how you realistically intend to meet that completion date.
Q.11. Who are the main stakeholders involved in the website?
A.11. The stakeholders are the unit that this webpage belongs to and ARS as a venue to display their research and the public users that may access this information. This may include anyone from other Scientists, students, farmers, to the general public that may have an interest in livestock.
Q.12. Are you willing to go through the discovery and strategy process?
A.12. We anticipate that the successful applicant will enter into a dialog with ARS concerning the goals and design.

The USDA, Agricultural Research Service (ARS) requires a redesign of the National Animal
Germplasm Program (NAGP) database. Is modifying the database a requirement for the project?
A.13. The database per se is not being redesign, rather the interactive public webpages are the target of this work.

Member Access Area, is this a requirement for the project? Since we do not have member access, is there a significant functionality difference between the two?
A.14. There are many functional elements in the member access area which are not part of this project. The focus is exclusively on the public

A.15. The newly developed webpages must continue to utilize the drill down concept and expand upon the manner by which collection data can be presented.
Q.16. Is there a file format you would prefer for the storyboard rendering, the design and user documentation? (.pdf, .docx)
A.16. No preferred format. We can easily change back and forth from either .pdf or docx.
Q.17. Do you have any specific template for providing quotes?
A.17. Proposals shall be provided on the documentation provided with the solicitation, No specific format for additional information vendors provide.

A.32. The government's estimate for this entire project is less than $25,000.
Q.33. Also what is the expected delivery date?
A.33. The government expects to award on or about
3/14/2017 and the awarded vendor will have 120 days to complete from the award date.
Q.34. In the Request for Quote, the government states that approximately 14-15 pages are in need of a redesign. In our initial review of the website, we found 18 core pages that could apply to the project scope (see below). Note too that this list does not account for output pages
(i.e., results pages for inquiries and searches).

Redesign
Q.35 Per the SOW, "Story board must be submitted with no firm identifying information, so as to give fair appraisal of each." How are contractors to provide storyboard concepts without identifying information (i.e., email and mailing addresses, firm name, etc.)?
A.35. Provide firm identifying information on the final quote, but leave it off of the actual story board. The CO will separate and submit for review.
Q.36. Will database and website access be granted? Based on the SOW, it appears that the contractor is responsible for designing and implementing the new web page designs.

Q.38. USDA Web Guide 2.0 - Please provide either a copy or link to the USDA Wed Standards and

Q.59. Are we required to develop a CMS or we need to create new UI/UX, Designs and implement them on current CMS?
A.59. The project will be implemented as a branch in git.
Q.60. If Contractor's web design and development experience does not include "gene banking operations", does that disqualify Contractor, and if so, can Contractor utilize a consultant to satisfy the requirement?
A.60. No it does not disqualify the contractor.
The contractor may utilize a consultant.
Q.61. What does the "Quality Analysis Testing" point mean? It's a part of "Major Components of
SOW" in SOW document. May I ask to clarify/elaborate on the statement?
A.61. Automated tests should be provided using rake test.
Q.62. We would like to know which documents we have to submit for Solicitation Number:
AG-32SD-S-17-0018. As per our understanding we have to submit SF18 and our proposal document.

Q.63. Is what is discussed in the RFP and SOW concerning the Germplasm Repository in essence the database that ARS discusses? If so, then what ARS seeks is an updating to the

Q.65. For fairness to all in this LPTA RFQ, can the Source Selection Board or equivalent body, at least review all proposals first for Technical
Acceptance, then go with the lowest bidder? In the current approach, some bidders will never get there full proposal reviewed if you start with the lowest bidder to see if they are Technically
Acceptable, etc.
