DIVISION I
SECTION 0101
SUMMARY OF WORK
The work consists of providing all labor, material, and equipment and performing all work to install a commercial kitchen exhaust hood and associated fans, motors, duct, controller, to install reheat coils, ductwork, ductwork insulation, diffusers, motorized damper, return grilles motorized damper, valves, piping, pipe insulation, gaskets, strainers, and thermometers for the sensory lab in Building #17-24. Also included is the demolition of existing ductwork, diffusers, reheat coils, piping, return grilles, and valves.
Work shall include but shall not necessarily be limited to the following:
1. Removal of 4 reheat coils and associated piping, valves, insulation, and duct.
2. Removal of approximately 70 feet of duct 16" x 12" and 14" x 8" with insulation.
3. Removal of 12 diffusers and associated material.
4. Installation of a nominal 15' x 48" commercial kitchen exhaust hood with heated make-up air system, electrical control package, roof curb mounted exhaust and make-up air fans and motors, ductwork and insulation, associated electrical including electrical disconnects, wiring, variable frequency drives and controllers (including any required programming) for the exhaust motor and make-up air motor, and all wiring, conduit, power feed, etc. required for operation. The heated make-up air system shall be gas.
5. All roof work required for exhaust hood duct and fans.
6. Installation of 5 new reheat coils with piping, valves, strainers, 3 way automatic valves with electric actuators, insulation, thermometers, thermostat controllers.
7. 24" x 14" motorized damper and associated electrical including wiring, conduit, disconnect, power feed.
8. Installation of approximately 130' to 150' of new duct and insulation, approximately 8 diffusers, 8 duct manual dampers, and 5 return grilles. Contractor is responsible for all shown on drawings.

SECTION 0130
SHOP DRAWINGS
1. Submit shop drawings to the Contracting Officer’s Representative (COR) for approval prior to installation. Information in the form of drawings, product literature, manufacturer’s specification, equipment lists, etc. shall be submitted on the following:

The Contracting Officer may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the respective sections.
2. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the contract requirements.
3. Submittal shall be submitted in four (4) copies to the COR using the transmittal form. The form shall be properly completed by filling out all the heading block spaces and identifying each item submitted. Special care should be exercised to insure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item. A separate transmittal form shall be attached to each copy of the data being submitted.
4. Brand Name: Identification of items in the contract documents is intended to be descriptive, not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory.

SECTION 0160
USE OF GOVERNMENT FACILITIES (UTILITIES, ETC.)
1. Water, Gas, Electricity:
a. As mutually agreed upon between the Contractor and the COR, the Contractor may use nearby utilities required for his performance under this contract.
b. Contractor shall bear the cost of temporary connections (if necessary) and restoration upon conclusion of use.
c. The Government shall bear the cost of reasonable utility consumption. Government will not pay the cost of utilities if usage is abused.
d. The Contractor shall submit for approval written notification not less than 4 working days in advance of requirement to shut down any utilities or other services to or within existing building or facilities used by others.
2. Telephone:
a. Contractor shall arrange and pay for any telephone service they choose to provide for themselves.
3. Toilet:
a. Contractor shall provide their own toilet facility.
4. Access to Buildings:
a. Contractor’s access to buildings shall be limited to those areas where work is being performed.
5. Material Receiving:
a. Contractor shall be on-site to receive materials. Contractor shall arrange for own storage of materials unless other arrangements have been agreed to by owner.

SECTION 0180
CLEANUP
1. Cleanup:
a. The Contractor shall keep the premises clean during construction and shall remove all rejected material, rubbish, etc., after completion of work and prior to final inspection.
b. Materials removed by the Contractor shall become the property of the contractor and shall be removed from the site unless otherwise agreed to by the owner.
c. Government dumpsters shall not be used by the contractor.

SECTION 1565
HEATING, VENTILATING, & AIR CONDITIONING
1. General:
The work under this section shall include the rooftop air conditioning unit, exhaust fan mixing box, reheat coil, associated piping, fittings, and all other materials necessary for the complete installation of this equipment.
2. References:
In addition to the drawings and specifications, the following shall apply-ARI, ASHRAE, ASME, NEMA, NFPA, and NEC.
3. Performance Requirements:
Provide complete HVAC equipment as mentioned above and as shown on the drawings to perform as indicated, ready for operation. HVAC equipment shall be installed, calibrated, tested, and started up by those trained and experienced in this type of work.
4. Products:
a. Exhaust Hood (EH-1): Exhaust hood shall be a nominal 15' x 48" hybrid box hood with short cycle make-up air. It shall included everything required for a complete and fully functional commercial kitchen exhaust system. It shall include baffle filters, vapor proof canopy light with tempered globe, grease cup, minimum 4500 cfm at 1.25" S.P. exhaust fan and motor, a minimum 3600 cfm at 1.0" S.P.
make-up air fan and motor, exhaust and supply plenums, and roof curbs for fans.
Exhaust fan and components shall be a model 2015 as manufactured by HoodMart or equal. The exhaust fan is a model #HMEX52-B and the make-up air fan is to be a model #HMSF9
1. Electrical Control Package: Also to be included is an electrical control package which is to include starters for the exhaust and make-up air fan motors, and would shut down fans in a fire condition.
2. Heated Make-Up Air: This system would pre-heat the air provided by the make-up air fan. It shall be supplied by the manufacturer of the exhaust hood.

b. Reheat Coil, C-18, C-18A, C-18B, C-27A, C-28 : Coils shall be per ARI 410 and shall be a hot water coil with entering water temperature of 190 degrees F and a leaving water temperature of 170 degrees F. It shall consist of seamless copper tubes mechanically bonded to aluminum fins. Coil shall be tested at the factory under water at a minimum 300 psi air pressure and shall be sutable for 200 psi working pressure. Coil shall be rated as shown on the drawing schedule and shall be as manufactured by Aerofin Corp., Trane, Heatcraft, McQuay, or equal.
c. Piping & fittings for Reheat Coils: Piping and fittings shall be hard drawn, type L copper. Dielectric fittings shall be provided for any transitions between dissimilar metals. Brass isolation valves, vent valves, strainer, thermometers, bleed off valves, and drain valves shall also be provided.
d. Insulation: Insulation and materials shall be Owens-Corning, Johns-Manville, or equal. All supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for a sound, secure and complete installation shall be furnished and installed as part of this work.
1. Piping, Valves, Fittings: Insulation for ½” to 2” shall be 1” pipe insulation.
Jacket material shall be all purpose. Insulation on valves and fittings shall be flexible blanket fiberglass built-up to same thickness as adjacent pipe insulation. Use premolded covers taped in place for a neat appearance.
2. Duct, Reheat Coil: Insulation shall be flexible type fibrous glass, 1-1/2” thick.
Vapor barrier shall be factory applied and shall consist of reinforced foil faced flame resistant kraft paper.
5. Installation:
a. Exhaust Hood: Install kitchen exhaust hood system including canopy, fans, make-up air heated system, duct from hood to fans (see drawing), electrical control package, and all other parts necessary for the complete installation of this system.
The exhaust fan and make-up air fan are to be mounted on roof curbs as shown on the drawings. All electrical boxes, starters, disconnects, variable frequency drives for the exhaust and make-up air fans, switches, controllers, etc. shall also be included for the hood to be fully functional.
b. Piping: Install vent valves at high points and drain valves at low points. Allow for pipe expansion in pipe routing. Soldering shall conform to ASME/ANSI B31.9. Pressure test pipe to at least 1.5 times working pressure to ensure there are no leaks.

c. Reheat Coils: Install at location as shown on the drawing and piped with dielectric fittings, as necessary, to prevent contact of dissimilar metals. Provide No. 20 M. S. gauge galvanized sheet steel enclosures to cover the coil header and return bends, prevent air leakage and permit application of insulation.
6. Balancing:
a. Fresh air, return air, and exhaust air shall be balanced to air volumes shown on drawings.

SECTION 1580
AIR DISTRIBUTION
1. General:
The work covered by this section of the specifications consists of furnishing all labor, equipment, supplies, materials for the complete installation of the following:
a. All ductwork shown on the drawings for the heating, air conditioning, and ventilating systems.
b. All air outlets, registers, grilles, louvers, dampers, and air distribution accessories.
a. Rules:
1. The installation shall be in strict accordance with the requirements of the latest rules of the Sheet Metal and Air Conditioning Contractor’s National Association, Inc. (SMACNA), American Society for Testing and Materials (ASTM), National Fire Protection Association, (NFPA), AND Underwriters Laboratories, (UL).
b. Schedules:
1. As soon as practical and before starting installation of any material and equipment, the contractor shall submit to the Contracting Officer’s Representative (COR) for approval, a complete list in triplicate of materials and equipment proposed for installation. This list shall include manufacturer’s names and materials equipment identification such as styles, types, catalog numbers, etc., to permit ready and complete identification.
3. Materials and Equipment:
a. Steel Ducts:
1. All ductwork shall be made from galvanized steel per ASTM A 527/A 527M with coating designation G90. Duct gauge and bracing shall conform to NFPA pamphlet No. 90A and SMACNA, latest issue for low pressure duct construction standards. See drawings for duct size and locations.

b. Diffusers:
1. Each diffuser shall be provided with a factory fabricated, volume damper.
The damper shall be of the opposed blade, gang operated type. The design shall be such that the air distribution pattern and noise generation are not affected when the damper is closed to absorb excess pressure up to 1/4" w.g.
Diffusers shall be Carnes, Lima, or equal and shall be square steel, with dampers and baffles for proper air distribution and 4-way throw. They shall be mounted in the suspended ceiling grid as shown on the drawings.
c. Return Registers, Grilles:
1. Return grilles shall be Carnes, Lima, or equal and shall have volume dampers for adjusting air flow. They shall be mounted in the ceiling duct work as shown on the drawings. Furnish complete units with frames and blades.
d. Duct Insulation:
1. All supply and return air ducts, except duct exposed in the area it serves, shall be insulated with 1-1/2 inch blanket fiberglass with 1-1/2 pound density. The insulation shall be faced with factory applied foil scrim kraft.
Joints shall be taped with pressure sensitive tape of facing material after stapling. Tape shall be the type normally used for this application and it shall be applied as recommended by the non-conductive covering manufacturer.
2. All insulation shall have composite (insulation, jacket or facing, and adhesive used to adhere the facing or jacket to the insulation) fire and smoke hazard ratings as tested by procedure ASTM E-84-50T, NFPA 255 and UL 723 nor exceeding:

3. Any treatment of jackets or facings to impart flame and smoke safety shall be permanent. The use of water-soluble treatment is prohibited.
4. Insulation and materials shall be Owens-Corning, Johns-Manville, or equal.
All supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for a sound, secure and complete installation shall be furnished and installed as part of this work. Duct insulation shall be flexible type fibrous glass, 1-1/2” thick, 1-1/2 pound density. Vapor barrier shall be factory applied and shall consist of reinforced foil faced flame resistant kraft paper.

d. Manual Volume Dampers:
1. Balancing, factory-fabricated type. Volume damper shall be two gauges heavier than the duct in which it is installed, and shall be reinforced to prevent vibration and noise. In ducts over 14" in width with vertical shafts, use multi-louvered opposed blade dampers with locking regulator and permanent lubricated bearings. For other dampers, use locking damper regulators with end bearings. Equip dampers with accessible mechanism such as quadrant operators or 3/16-inch rods brought through the side of ducts with locking setscrew and bushing. Where quadrant operators are furnished, provide chrome plated or enamel painted type with exposed edges rounded. Dampers shall be galvanized steel or heavy gauge aluminum in standard ductwork.
e. Motorized Duct Damper (Return):
a. Damper shall be a nominal 24" x 14" side mount motor rectangular damper with soft seal edges for a tight seal. It shall have a controller which shall cause it to operate with its position dependent as follows:
1. Occupied - Kitchen exhaust hood is fully on and this damper is fully closed.
2. Unoccupied - Kitchen exhaust hood is operating at minimal speed to clear odors overnight after day time kitchen usage. This damper is 90% open.
3. Off - Kitchen exhaust hood is off and this damper is fully open.
4. Installation:
a. Duct: All ductwork shall be substantially and neatly supported on heavy iron straps or angles, such that ducts are without sag or sway. Joints and seams shall be as per SMACNA, sealed as a minimum per seal class C, and air tight. Pressure sensitive tape shall be applied over primary joint connector. Air leakage shall be less than 5% of the duct volume as a minimum on duct other than the exhaust duct which shall have a leakage less than 3% of the duct volume. Laps shall be in direction of duct flow. All edges are to be tightly butted and shall confirm to duct surfaces uniformly and firmly. Use foil-scrim-graft self-sealing tape to cover breaks in vapor barrier facing.
5. Operation:
a. It is the intent that cooking odors in the kitchen area never get into the conference room, the taste panel area, the building hallway just to the north or to any other part of Bldg. #17.

b. Taste Panel Room: There is to be no return air grille in the taste panel room.
Therefore this room is to always have a positive pressure to the kitchen area.
c. Conference Room: The door between the conference room and the kitchen is to be kept closed. The conference room return air damper is to be closed when the kitchen exhaust is on. The return air damper is to be open when the kitchen exhaust is off.
d. Office: The office return air damper is to be closed when the kitchen exhaust is
on. The return air damper is to be open when the kitchen exhaust is off.

SECTION 1590
TEMPERATURE CONTROL
1. Scope:
The control system shall consist of all thermostats, temperature transmitters, controllers, automatic valves and dampers, damper operators, P.E. and E.P. switches, and other accessory equipment along with a complete system of air piping and electrical wiring to fill the intent of the specification and to provide for a complete and operable system.
Along with the drawings and specifications, the following publications shall apply:
AMCA, inc., ASTM, NFPA, SMACNA, U.L., Inc.
3. Performance Requirements:
Provide control systems to maintain the required heating, ventilating, and cooling and pressure control conditions by performing the functions and sequences of operations indicated. Control systems shall be complete, including all equipment and appurtenances, and ready for operation. Control systems shall be furnished, installed, tested, calibrated, and started up by, or under the supervision of those trained and qualified for such work.
4. Manufacturers:
Control system, components shall be as manufactured by Robert Shaw, Honeywell, Johnson Controls, Barber-Coleman, or equal.
5. Products:
a. 3-Way Automatic Control Valve for Reheat Coils: Body shall be brass or bronze.
Valve shall be fully proportioning and quiet in operation and fail safe in the normally closed position in the event of control air failure. Valve shall be sized by the manufacturer and shall be guaranteed to meet the heating load as specified.
Valves shall be suitable for the pressures involved. Valves shall be single seated type with equal percentage flow characteristics. Valve shall be of the single seated type with equal flow characteristics. The valve discs shall be the composition type.

b. Dampers: Dampers shall be low leakage dampers. All blank-off plates and conversions necessary to install smaller than duct size dampers are the responsibility of the contractor. Damper frames are to be constructed of #13 gauge galvanized sheet metal and shall have flanges for duct mounting.
Replaceable rubber seals are to be provided with the damper. Seals are to be installed along each blade edge. Independent, self-compensating stainless steel end seals shall be installed between the blade ends and the damper frame.
c. Damper Operator: Damper operator shall be of the electric actuated type. It shall be rated for at least 125 percent of the motive power necessary to operate the connected damper. The actuator stroke shall be limited by an adjustable stop in the direction of the return stroke. Operator shall be provided with mounting and connecting hardware. Operator shall cause spring- loaded damper to fail in an open position upon loss of power.
d. Valve Operator: Operator shall be rated for at least 125 percent of the motive power necessary to operate the valve over their full range of operation against the total and differential pressures.
e. Thermostats for Both Air Conditioning and Heating: A thermostat shall be provided for the air conditioner and the reheat (hot water) coil. The reheat (3-way) valve will open to the reheat coil upon a temperature drop in the room.
Thermostat range shall be selected so that the set points are adjustable between plus or minus 10 degrees of the set point indicated.
f. Air Piping: If exposed, piping shall be hard copper or single tube polyethylene, black type FR in a protective raceway. If concealed, piping shall be hard or soft copper tubing or single tube polyethylene.
6. Installation:
a. Valves: Install valves with stems upright where possible, but with stems not lower than horizontal and as recommended by the manufacturer.

DIVISION 16
SECTION 1605
ELECTRICAL SYSTEMS
1. Scope:
The work covered by this section of the specifications consists of furnishing all electrical labor, equipment, supplies, materials and in performing all operations necessary for installing a commercial kitchen exhaust hood and a 24" x 14" motorized, damper with new fusible disconnect. Included in the installation of the exhaust hood shall be variable frequency drives for the exhaust fan and for the make-up air fan. An electrical control package for the exhaust fan is to have starters for the exhaust fan and make-up air fan motors.
2. General:
a. Rules:
The installation shall be in strict accordance with the requirements of the latest rules of the National Electrical Code and the National Fire Protection Association and as indicated on the drawings.
b. Coordination:
The drawings indicate the extent and general location and arrangement of equipment, conduit and wiring. The contractor shall study building plans and details so that the outlets and equipment shall be properly located and readily accessible. Equipment and outlets shall be located to avoid interference with mechanical or structural features.
c. Materials and Schedules:
As soon as practical and before starting installation of any material and equipment, the contractor shall submit to the Contracting Officer’s Representative (COR) for approval, a complete list in triplicate of materials and equipment proposed for installation. This list shall include manufacturer’s names and materials equipment identification such as styles, types, catalog numbers, etc., to permit ready and complete identification. The label or listing of the Underwriters’ Laboratories, Inc. will be acceptable as evidence that the materials or equipment conform to the applicable standards of that Agency.
3. Materials and Equipment:
a. Raceway 1605-1
1. All wiring exposed within the building shall be installed in raceways. Raceway shall be installed exposed in general. Conduit shall be concealed in finished areas.
2. Raceways exposed to weather, and any other area subject to damage shall be zinc-coated, rigid steel conduit. Conduit installed in the boiler room of Bldg. #17-24 shall be rigid steel.
3. Rigid steel conduit and steel electrical metallic tubing shall be hot dipped galvanized as manufactured by Allied Tube and Conduit Corporation, or approved equal. IMC conduit shall be as manufactured by Allied Tube and Conduit Corporation, or approved equal.
4. No raceway smaller than 3/4” shall be used unless otherwise noted. Flexible conduit may be used if permitted by the NEC.
5. All conduits shall be securely supported by means of approved conduit hangers.
Suspension of conduits by approved wire hangers and clips shall be permitted only for single conduits ¾” and smaller.
6. All conduit shall be run parallel with the lines of the building.
7. Existing conduit may be reused as approved by owner.
b. Boxes:
1. Boxes and outlets shall be hot dipped galvanized Raco or equal and shall be water tight.
2. Conduit fittings shall be as manufactured by T & B or Raco. Bushings on all conduits 1” and larger shall be the O.Z. Type “B” insulated type, with body, threads and conduit stop of malleable iron or steel, and with phenolic insulation molded on an irregular surface at the top so that it becomes an integral part of the bushing. Grounding bushings shall be the O.Z. Type “BL”.
3. Provide minimum NEC required size pull boxes unless larger box is noted.
4. Disconnect (fusible) for motorized damper shall be for 120v, 60 hz service.
Power for damper motor shall come from panel 17L9Q.
c. Conductors:
1. All conductors shall be copper.
2. Conductor insulation shall be of the following type:

a. THHN, unless otherwise noted.
3. No wire shall be smaller than #12 unless otherwise noted, except that wiring for signal and pilot control circuits may be #14.
4. Insulated ground wires shall be run with circuit conductors for all circuits.
5. All conductors shall be color coded in their entirety for wire sizes where color coding is commercially available. Phase wires of different multi-wire circuits in same raceway shall be of different color to provide identification.
6. Conductors in sizes which are not commercially available in color coding shall be taped with corresponding colors at all termination points and in all pull boxes, wireways, gutters, etc. All conductors found not to conform to these requirements will be directed to be removed and replaced as specified at no additional cost for the Owner.
7. Conductors shall be continuous from outlet to outlet and no splices shall be made except within outlet or junction boxes. Junction boxes may be utilized where required. All outlet, junction and pull boxes used with rigid conduit shall be water tight.
8. Splices and taps for smaller than #6 wire shall be made with 3M Ideal, or Buchanan twist-on insulated connectors. Connectors of the porcelain cup type, with or without metal inserts, shall not be used. Splices in wire #6 and larger, shall be made with approved solderless lugs. If any other type of connector is proposed for use in any size conductor, it shall be specifically submitted for approval prior to use.
d. Variable Frequency Drive: The variable frequency drives for the exhaust hood fan motors are to be ABB, part# ACS150-03U-07A5-2, or equal. They are to be in a NEMA 1 enclosure and are to be rated for a 1.5 hp, 3 phase, 208 V motor.
e. Any other electrical devices in addition to the receptacles and switches previously mentioned shall have Carlon, or equal cover plates.
4. Installation and Workmanship:
The installation of all electrical work shall be in accordance with the drawings, these specifications, and shall be accomplished by electricians with a minimum of a journeyman’s” license.
a. Conductors shall be continuous from outlet to outlet and no splices shall be made except within outlet or junction boxes. Conductor identification shall be color coded.

b. All conduit shall be interconnected for continuous electrical connection to ground. All raceways, etc., shall be grounded in accordance with Article 250 of the National Electrical Code. All exposed non-current carrying metallic parts of electrical equipment and raceway systems shall be grounded.
c. All motors and receptacles shall be grounded with a green ground wire extending from the motor or wiring device to the ground lug within the breaker panels.
d. Upon completion of the installation, make tests for operation with and to the satisfaction of the Owner.
e. Motor Wiring: Flexible conduit “runouts” shall be installed in conduit to each motor.
Conduit shall be of a liquid tight type.

g. Variable Frequency Drives: Install variable frequency drives (for exhaust and make-up air fans) just east of the exhaust hood as shown on the drawings. Power for drives shall come from electrical panel17L9Q. New breakers shall be provided.
1. Provide services of a factory trained representative at site to supervise installation and start-up.
2. Test machines under operation through full speed range and record data at full load, 75 percent load, 50 percent load, and 25 percent load, for a minimum of 1 hour at each load.
3. Field test according to ANSI Standards.
4. Start-up tech shall ensure drives are clean, trouble free, lugs tightened, and electrical connections torqued per manufacturer's recommendations.
