SCOPE OF SERVICES:

The United States Department of Agriculture, Agricultural Research Service (USDA ARS) located in Pendleton OR is seeking opportunities to collaborate with a solar energy project developer for the purpose of developing an on-site solar electricity generation infrastructure. This project includes the equipment selection, permitting and installation of a USDA-owned and operated photovoltaic system on Federal Land.

The final system configuration shall allow automatic operation with minimal operator intervention. System design and equipment specifications shall minimize maintenance requirements. The system shall be capable of providing 3-phase power. The proposal shall describe how solar power is delivered into the existing power distribution system.

3.1 Background: The campus has plans to purchase solar photovoltaic infrastructure over time, incrementally adding to the system. As such the inverter(s) for the subject solar PV infrastructure is envisioned as being modular in nature. The interconnection and net metering arrangement shall, however, include sufficient design consideration for the long-term capacity of the infrastructure.

3.1.1 Current annual energy use of the campus is approximately 275,000 kWh.

3.1.2 Winter demand: kW tends to fluctuate between 20KW (night) and 50KW (day)

3.1.3 Summer demand: kW tends to fluctuate between 15KW (night) and 60KW (day)

3.2 Intent: The provided solution shall incorporate the following elements, where preference will be given to the products and strategies which achieve these goals to the greatest extent feasible while remaining cost effective: 3.2.1 Lowest cost 3.2.2 Minimize system footprint 3.2.3 Continuous commissioning through embedded diagnostics and continuous trending of key parameters

3.2.4 Near-unity power factor through VAR generation at the inverter.

3.3 Item 001, Solar Photovoltaic System with Modular Inverter Assembly and AC output power monitor: Turnkey supply and installation of an expandable solar PV infrastructure including all necessary inverters and cabling to the proposed solar array location(s). The designed infrastructure shall be sized for 100kW (DC), where the first phase purchase will be limited to an initial deployment of a single 7kW inverter installed. The initially installed photovoltaic panels and associated mounting shall generate 7kW (DC) and connect to the single 7kW (DC) inverter. Full coordination with the Utility is required in the accomplishment of this project, including all permit/rebate applications. The design/permit set shall reflect the full infrastructure, noting that which is “planned” for a later phase, including physical location of all planned panels.

3.3.1 Modular Inverter Assembly shall include the following features during the initial phase, at a minimum:

3.3.1.1 Initial assembly shall include a single 7kW DC inverter on the modular assembly, with expansion ability to provide 100kW DC in the future

3.3.1.2 CEC weighted efficiency of the inverter, operating at 208V, shall be 95.5% minimum 3.3.1.3 Power consumption of the modular inverter assembly at night, shall be 0.6W maximum 3.3.1.4 UL 1741 Certified 3.3.1.5 Minimum 10-year warranty. 3.3.1.6 NEMA 3R outdoor rated

3.3.1.7 Web-monitoring ready

3.3.2 All cable and conduit used in the solar photovoltaic infrastructure deployment shall avoid penetrating an existing roof system, to the degree possible. In the event that rooftop mounting is proposed and cable routing requires roofing system penetration, full coordination is required with the roofing system manufacture to maintain the existing warranty.

3.3.2.1 If proposing rooftop mounting on low sloped roofing or southward facing standing seam metal coping, the mounting shall be non-penetrating and/or self-ballasted.

3.3.3 If proposing ground-based mounting, the trenching and digging shall avoid penetrating existing buried electrical conduit and water piping. Ground racks shall mount PV panels at a fixed angle, though mounting systems that automatically track the sun are preferred.

3.4 All available renewable incentives from the Utility, Energy Trust of Oregon, or others shall be captured by the solar integrator, on behalf of the Federal Government. Incentives returning the REC credits to the Utility or others shall not be included, though an equivalent sum of REC credits (wind or otherwise) may be provided to USDA upon project completion. As a result of any renewable incentives captured by the solar integrator, a net price shall be provided to USDA. USDA shall not be required to receive and process any incentive/rebate checks.

3.4.1 Indicate how these rebates/incentives would be passed along to the Government through a net price, after all rebates are accepted by the installing third party.

3.4.2 Full assistance with the following forms is required, at a minimum:

3.4.2.1 Capacity Reservation Application
