DIVISION 1 ‐ GENERAL REQUIREMENTS
SECTION 01010 ‐ SUMMARY OF WORK
A. GENERAL: It is the intent of these general conditions, specifications, together with the contract, to include all labor, materials, equipment, transportation, permits and fees, temporary protection and supervision necessary to complete the required work. All work shall be done under the direction of and completion to the satisfaction of the Contracting Officer.
1. Project Description:
Work includes: The USDA, ARS, Center for Aquatic Weed Research, located at 3225 College Avenue, Davie, FL 33314, requires the removal and disposal of an existing Electric Steam Generator (Primus ES100) and replace with a new Electric Steam Generator to supply steam to a Belimed model 11‐6‐12 HS2 autoclave. The contractor shall provide all labor, materials and equipment to furnish and install a steam generator as specified below.

Specifications for Electric Steam Generator:
The steam generator shall comply with the following:
1) Rated between 80 and 120kw
2) Operate on 208V, 3 phase, 100A electrical service
3) Ability to set pressure up to 85 psig, with 100 psig safety valves
4) Constructed of 316 stainless steel
5) Constructed to ASME Section 1 Pressure Vessel Stainless Steel code “M” standard
6) Boiler shall be UL rated
7) Include controls and gauges
8) Include heating elements (also stainless steel)
9) Include high pressure feed pump
10) Include low water cut‐off (and documentation showing this is appropriate for use with de‐ionized water supply)
11) Include automatic blow‐down
12) Contractor shall determine whether a blow‐down separator would help alleviate corrosion of nearby HVAC pump wiring and include separator if appropriate and include pricing as a separate line item.
13) Include connection to de‐ionized water supply (water pressure exiting this system is 78 psi)
14) Include installation; connections to water supply, drains, and steam lines; start‐up and testing.
15) Water quality should meet the following requirements (from Belimed user’s manual): The steam must be free of condensate and as close to 100 % saturated as possible. The recommended values for the quality of sterilizing steam are provided in the following table:

16) Provide independent lab test results to confirm that the steam exiting the boiler meets these requirements.
17) Remove and replace ship’s ladder if necessary to facilitate installation of new steam generator.
18) Remove and dispose properly of old steam generator (Primus ES100).
The contractor shall furnish all labor, tools, material, equipment, transportation to the job site, and supervision for the job indicated above.
2. Pre Bid Meeting/Site Visit: A site visit/pre bid meeting is scheduled for Thursday, July 12, 2012 at 2:00 p.m. Eastern Time at the site where the work will be preformed; for directions to the site please contact Allen Dray, Ecologist/Contracting Officer’s Representative (COR), (954) 475‐6556, Email:

Sue.Keusch@ars.usda.gov. The location of equipment and work is USDA, ARS, IPRL, Center for Aquatic Weed Research, located at 3225 College Avenue, Davie, FL 33314.
3. Codes and Standards: Construction shall comply with the requirements of ARS Facilities Design Standards Manual 242.1, ARS Energy Management Plan 134.2 and all other applicable federal, state and local code requirements as well as current industry standards, (ie. UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA. etc,) and health and safety codes, in effect at the time of contract award. ARS Design and construction manuals can be found on the website under “P&P and Manuals” at http://www.afm.ars.usda.gov/facilities/pplist‐FD.htm.
4. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the responsibility of the Contractor.
5. Installation: It shall be the responsibility of the Contractor to perform all work in accordance with the manufacturers’ recommendations and Industry Standards. If any item specified herein and/or on the drawings conflicts with applicable codes and recommendations, the contractor shall bring it to the attention of the Contracting Officer for immediate resolution.
SECTION 01050 ‐ FIELD ENGINEERING/INSPECTION OF SITE
A. The Contractor shall be responsible for verifying site conditions, making quantity take‐offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.
SECTION 01300 ‐ SUBMITTALS
A. Manufacturer's descriptive literature sufficient to determine conformance of the proposed product to the contract requirements shall be submitted to the CO for review and approval. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.
B. Installation procedures supplied by the manufacturer.
SECTION 01400 ‐ QUALITY CONTROL
A. GENERAL: To satisfy the requirement for Quality Control, the work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
B. FINAL ACCEPTANCE: Acceptance of the completed work will be based upon its conformance to the contract.
C. WARRANTY: The warranty period for workmanship shall be for one (1) year from the date the government accepts the work.
SECTION 01525 ‐ SAFETY REQUIREMENTS
A. The Contractor shall implement, and provide to the Contracting Officer (CO) for review, a site specific, SITE
SAFETY AND HEALTH PLAN in accordance with all local, state and federal regulations. The plan shall address, at a minimum all responsible parties by name, all safety/health hazards, personal protective equipment and other hazard controls, all required training, emergency procedures, and other required information to perform the work. The plan shall be implemented by contractor supervisor signature. Two copies shall be provided to the Contracting Officer and one copy will be maintained at the site. In the event of changing site conditions or hazards, the plan shall be appended in writing and a copy of the change provided to the CO and COR.
SECTION 01545 ‐ PROTECTION OF WORK AND PROPERTY
A. The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre‐damaged condition to the satisfaction of the COR.
B. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The
Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.
SECTION 01560 ‐ TEMPORARY FACILITIES
A. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through is own negligence.
B. Should the Contractor require any power or utility shutdown during construction, he shall receive approval for such shutdown from the COR three working days prior to this need.
SECTION 01600 ‐ MATERIALS AND EQUIPMENT
A. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer's latest standard design.
B. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and Contractor before, during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind whatsoever to the materials and equipment. All materials and equipment furnished by Contractor shall be subject to inspection and approval by the CO/COR.
C. EXECUTION:
(a) The Contractor shall provide the necessary tools, equipment, labor, shoring, scaffolding, coordination, and related materials necessary for the completion of work.
(b) Erection techniques employed by the Contractor must be in accordance with the manufacturing company's suggested erection procedures.
SECTION 01710 ‐ CLEANING
Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
SECTION 01711 – WARRANTY
Submit data concerning the standard one year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses and telephone numbers.
Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one‐year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
SECTION 01712 ‐ CONTRACT CLOSEOUT
A. SUBMITTALS REQUIRED PRIOR TO FINAL PAYMENT
(1) General and Subcontractors one (1) year warranty on work.
(2) All warrantees from manufacturers covering equipment.
(3) O&M manuals for any equipment.
(4) Digital plans and specifications (If Applicable).
