Combined Synopsis/Solicitation Facilitator Services USDA NRCS South Carolina
AG-2B46-S-17-0056
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request for Quotes are being requested and a written solicitation will not be issued.
The USDA NRCS has a requirement to obtain facilitator services to provide producer and landowner workshops. The purpose of these workshops shall be to introduce Historically Underserved (HU) producers, specifically socially disadvantaged, new and beginning, limited resource, veteran farmers/ranchers and landowners to NRCS programs and services to include NRCS eligibility requirements, Environmental Quality Incentives Program (EQIP), conservation easements, Conservations Stewardship Program (CSP), area applicable Landscape Conservation Initiatives, and to engage these producers and landowners so they are more knowledgeable and more likely to participate in NRCS programs.
(ii) This solicitation number AG-2B46-S-17-0056 is issued as a Request for Quotation (RFQ) and the acquisition procedures at FAR Part 13 are being utilized. The Government anticipates the award of a firm fixed price contract with a one year option period. The estimated award date is August 7, 2017.
Quotes are due by 3:30 p.m. Eastern Time on Friday, July 21, 2017. Quotes will be submitted by mail, USPS Priority Mail, UPS, Federal Express or hand-delivered to the following location:

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 2005-95 / 01-19-2017.
(iv) This is a 100% set aside for Small Business. The applicable NAICS code is 541690 Other Scientific and Technical Consulting Services which has a size standard of $15.0 million. For more information on size standards visit http://www.sba.gov/size.

Prices quoted must include all costs and services associated with this request. Provide a breakdown of the proposed cost for the services as described in the SOW.

(vi) Description of Requirement: Refer to Attachment 1, Statement of Work for Facilitator Services.
Documents include Attachment 1, Statement of Work; Attachment 2, Pricing and Certification Sheet; and Attachment 3 Wage Determinations, are incorporated and made a part of this Solicitation.
(vii) Date(s) and Place(s) of Delivery and Acceptance. Acceptance of product will be at the USDA NRCS South Carolina State Office in Columbia, SC.
(viii) The provision at 52.212-1, Instructions to Offerors—Commercial, as tailored below applies to this acquisition.
(a) North American Industry Classification System (NAICS) code and small business size standard.
However, the small business size standard for a concern which submits a quotation in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of quotations. Submit quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 18, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must show-
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of quotations;
(3) The name, address, and telephone number of the quoter;
(4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) “Remit to” address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the quotation is not submitted on the SF 18, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(e) Multiple quotations. Quoter’s are encouraged to submit multiple quotations presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each quotation submitted will be evaluated separately.
(f) Late submissions.
(1) Quoter’s are responsible for submitting quotations so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on
3 | P a g e the date that quotations are due.
(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotations by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotations will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(g) Issuance of purchase award. Your quotation should contain your best technical and price terms.
The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a purchase award to other than the quoter with the lowest priced quotation. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoter’s of the Government’s choice before issuing any purchase award. The Contracting Officer will not negotiate with any quoter’s other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.
(h) Multiple awards. The Government may issue a purchase award for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quotation.
(i) Availability of requirements documents cited in the solicitation. Referenced standards not physically attached to the solicitation or contract document may be accessed by web link imbedded in the SOW.
(j) Unique entity identifier. (Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM) database.) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “Unique Entity Identifier” followed by the unique entity identifier that identifies the Offeror’s name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.
(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.
(l) Requests for information. The contracting officer will not notify unsuccessful quoter’s that responded to this solicitation. Quoter’s may request information on award(s) resulting from this solicitation from the contracting officer.

The following addenda also apply. Quoter’s must read and follow these additional instructions to receive consideration:
a. System for Award Management (SAM) Registration
All Contractors must be registered in the System for Award Management, or SAM prior to award of a Federal Contract. However, due to the need to promptly award a contract after receipt of quotes, registration in SAM, to include completion of the Representations and Certifications, and having a status of “Active” is required BEFORE submitting a quote. For information regarding registration visit www.sam.gov.
b. Pricing and Certifications.
Offerors shall utilize Attachment 2 to this solicitation to submit pricing quotations and to complete the following two required certifications: 52.209-5 CERTIFICATION REGARDING RESPONSIBILITY MATTERS (OCT 2015) and 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (FEB 2016). The offeror must complete the two certifications by reading and checking the appropriate box(es). Prices quoted must include all costs and services associated with this request. Provide a breakdown of the proposed cost for the services as described in the SOW.
c. Technical Proposal and Past Performance Information.
Offerors should submit a written narrative that thoroughly addresses specific qualification requirements to meet the work required in Attachment 1 SOW. The Contractor must have at least 5 years experience providing similar workshops to the USDA NRCS. Offerors must ensure their narratives adequately describe the offeror’s plan for executing the work, including resources and personnel available. The narrative should be supported by evidence that gives credibility to the statements made by the offeror and in turn gives the Government enough information to understand and gain confidence in what the offeror is stating. The narrative should be no longer than 6 pages and should include 3 professional references with contact name, address, e-mail, and phone number.
The Government intends to make an award to the offeror who provides the Lowest Price after meeting the following technical factors.
1. Attachment 2 – Price and Certifications
2. Attachment 3, Vendor Information
3. Technical Proposal and Past Performance Information.
FAR provision 52.212-2, Evaluation-Commercial Items applies to this solicitation.
52.212-2 Evaluation—Commercial Items. (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical capability. FAR Part 13.106-2 is being used to evaluate quotes.
(2) Price.

(3) Past performance IAW FAR Part 15.305.
Technical capability and past performance, when combined, are equal as compared to price. Pricing that is unrealistically low may be considered an indication that the quoter does not possess adequate understanding of the requirement or the requisite technical capability to successfully perform the work.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(ix) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items. This must be completed at SAM.gov and the registration in an “Active” status.
(x) The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition and addenda are not attached.
(xi) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to this acquisition.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within the period specified in the Schedule.

FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 1 years (one (1) base period, plus four (1) one-year option periods.)
