Statement of Work (SOW) PMC Lighting Project

Upgrade lighting in the shop and adjacent equipment storage shed at the USDA-NRCS PMC located at—

Jamie L. Whitten Plant Materials Center 2533 County Road 65 Coffeeville, MS 38922

PMC is located seven miles west of Coffeeville on Highway 330 West, Yalobusha County, Mississippi.

Scope of Work

The Contractor shall furnish all goods and perform all services expressed on this SOW which includes removal of existing infrastructure, site preparation, installation of new replacement items and site cleanup. The Contractor’s Firm, Fixed-Priced shall include all reasonable costs for labor, personnel, expertise, project oversight, contract administration, travel, transportation, storage, disposal, shipping, freight, packaging, handling, tools, equipment, consumable materials, goods, administrative expenses and profit/fee. Services identified on this SOW shall be performed inside or on the interior and outside or on the exterior of Government-owned buildings and on Government-owned land only. Contractor will be responsible for attaining all applicable permits and all work must be done in accordance with all applicable building codes.

The Contractor shall prepare all work locations identified by the Government by taping or covering areas accordingly and by performing any necessary tasks to mitigate incurrence of the following: spills, drops, accidental application and overspray on any part of a Government-owned building other than the identified space(s) to be painted; painting on the newly installed light fixtures; damages to walls, floors and ceilings; damages to Government-owned property;

theft of Government-owned property; accidents; and hazards.

Renovation includes contractor’s responsibility for complete cleanup and disposal of garbage and old materials (not to be dumped in PMC disposals). Contractor is responsible for measuring and verifying dimensions of lights, number of lights, and feasibility. The brand, appearance, and grade is subject to final approval by the Contract Officer’s Representative (COR) prior to installation by contractor. The contractor shall identify the make, model, manufacturer and part number for all new replacement light fixtures which the contractor proposes to acquire/install if selected to perform the prospective contract award. However, such product offering shall, at a minimum, meet all requirements and product specifications expressed herein on this SOW.

Specific renovations include:

1. Retrofit T8 fluorescent lights in equipment bays (5) and in shop (8) into light-emitting diode (LED) fixtures.

2. Repair conduit line that carries compressed air and electricity to end of equipment shed and add new hose and reel. Replace electrical outlets if needed.

3. Replace bathroom bulbs with LED troffer lights (3).

4. Replace exterior lights (2) with LED dusk/dawn automatic lights outside shop office.

5. Replace flood lights (mounted on front of bays and one in front of shop office) with LED dusk/dawn automatic lights outside equipment storage shed (2).

Light fixture details

All light fixtures shall be energy efficient (compliant with EPAct 2005); LED; safe; high-performing; capable of comfortable and even light distribution that fully illuminates the intended location; compatible with existing wiring/infrastructure/circuits; durable; consistent in color to match any existing décor; cost-effective when replacing bulbs; and non-obtrusive to existing space. Lighting color temperature for all replacements will be equivalent or better to existing. Contractor is responsible for proper disposal of old fixtures. Electrical work will be done by a licensed, qualified electrician. Replacement of all existing lights with the appropriate LED fixtures will be of premium grade manufactured by a reputable vendor and must be Energy Star Certified. The brand, appearance, and grade is subject to final approval by the Contract Officer’s Representative (COR). As appropriate, the contractor will attempt to replace as many of the existing lights and fixtures with LED style lights of the same type to minimize the types of replacement bulbs needed. The contractor will also provide the exact specifications of each different type/style of light that is used to replace the existing, to allow for ease of later purchase of replacements.

Specific items:

1. Retrofit T8 fluorescent lights in equipment bays (5) and in shop (8) from T8 into LED.

Lighting color temperature will be Daylight (5000k). Existing troffers should be used (if feasible). Existing light switches should be examined and replaced if necessary. Lights will be sized appropriately to completely light each area at or exceeding level of existing light fixtures.

2. Repair conduit line that carries compressed air and electricity to end of equipment shed and add new hose and reel. Replace electrical outlets if needed.

Repair damaged conduit line to make compressed air and electrical outlets functional throughout equipment shed. Add air hose line and new 50ft reel. Reel and hose should be of premium commercial quality.

3. Replace single bulbs with LED troffer lights in two bathrooms (3 fixtures).

Replace bathroom bulbs with LED troffer lights (3). Lighting color temperature will be Daylight (5000k).

Existing light switches should be examined and replaced if necessary. Lights will be sized appropriately to completely light each area at or exceeding level of existing light fixtures.

4. Replace two exterior lighting fixtures with LED dusk/dawn automatic lights outside shop office.

Existing fixtures will be replaced with downward-facing lights to limit light pollution and be equipped with automatic sensors that will engage during periods of low light (dawn/dusk or sundown sensors). Lights will be sized appropriately to completely light each area at or exceeding level of existing fixtures.

5. Replace three flood lights (mounted on front of bays) with LED dusk/dawn automatic lights outside equipment storage shed.

Existing fixtures will be replaced with downward-facing lights to limit light pollution and be equipped with automatic sensors that will engage during periods of low light (dawn/dusk or sundown sensors). Lights will be sized appropriately to completely light each area at or exceeding level of existing fixtures.

Performance Period

Upon execution of the purchase order/contract, the Contractor shall be allowed 30 total calendar days to mobilize and perform all contractual requirements (i.e. all line items). The Contractor is advised to plan resources accordingly so the schedule identified herein under Paragraph 5.0 can be accomplished successfully.

Business hours for the PMC are weekdays from 8:00 am 4:30 pm Central Standard Time, excluding all Federal Holidays. Contractor may not be permitted onsite without PMC Manager (or designated representative) present.

PMC Manager and/or COR will verify work has been done satisfactorily prior to contractor submitting official invoices.

Safety and Health

At all times, even during inclement weather, the contractor shall ensure that all personnel maintain safe working conditions within the vicinity of the worksite while performing the requirements of the contract in a manner that safeguards adverse incidents against Contractor and Government employees including mitigation of damage, loss or theft of Government Real Property, Equipment, Buildings, Tools, Machinery and other Personal Property. The contractor shall also extend the same oversight to any documented NRCS Mississippi Partners that enter the general work area.

Permits, Licensure, Insurance, Professional Certifications and Federal Contract Requirements

The contractor shall be responsible for obtaining and maintaining federal, state or local permits, licensure, insurance and professional certifications as it pertains to successful performance of all SOW and contract requirements expressed herein, as commensurate with commercial practices and recognized industry standards. If required, the Contractor shall obtain this documentation prior to starting contract performance and must maintain such records in current status while performing the contract until all work is complete. Also, the Contractor shall perform all SOW/contract requirements in accordance with (IAW) the other compliances and laws unique to Government contracts as required by FAR 52.212-4(q) and FAR 52.212-4(r).

Worksite Cleanup

The contractor shall be responsible for all site cleanup which leaves the work location secure and free from all debris, materials, tools, equipment and obstructions at the end of each day and at the completion of all contract requirements. PMC waste facilities may not be used for disposal.

Pests, Acts of God and Other Liabilities

Following the completion of all contract requirements and at the end of each workday, the contractor shall leave the worksite in a condition free from all pests, rodents, animals, etc., protected from Acts of God such as rain, snow, wind, water seepage, moisture, etc., in a manner which does not promote other catastrophic events such as fire, water damage, loss of property, accidents, etc.

Storage and Product Deliveries

Government storage facilities shall not be available. Inspection, Acceptance and Freight On Board (F.O.B.) for all line items is Destination, regardless of whether the line item acquires a commodity or service. Pursuant to FAR 52.212-4(n), the Government shall not assume title to any good or service provided by the contractor until actual acceptance from an NRCS Contracting Officer is granted in writing, which shall occur only after all SOW/contract requirements have been successfully fulfilled by the contractor. The Government shall not be assuming liability (risk) for any product deliveries sent to the PMC prior to the contractor’s arrival to start actual performance of the SOW/contract requirements. Therefore, the contractor is hereby advised to plan delivery of goods/materials and performance of services.

Other Available Government Facilities

Government bathroom facilities at the project worksite during performance of the contract/SOW will be available for contractor use in the shop building only (not main office). Drinkable water, running or well, and indoor air-conditioned rooms will not be available for use by the Contractor.

Site Visit The Government has scheduled a one-time only site visit so Interested Parties can visually observe the actual project location(s) where all requirements identified on this SOW would be performed. Interested parties are highly-encouraged to attend this event and no exceptions shall be granted or honored by the Government to any Entity which requests to view the project location(s) separately following the conclusion of the firm, scheduled, one-time site visit. If interested, prospective Contractors shall use the following information to attend the site visit.
