USDA Forest Service Project Specifications
March, 2016 Horsfall Beach Septic System Replacement Statement of Work ‐ 1
STATEMENT OF WORK
Siuslaw National Forest, Central Coast Ranger District
Oregon Dunes National Recreation Area, Horsfall Beach Day Use Area
Septic System Replacement
1.01 CURRENT CONDITONS
A. The project is located at Horsfall Beach Day Use Area, located about 5 miles northwest of the
City of North Bend, Coos County, Oregon.
B. The Horsfall Beach Campground and Day Use Area consist of 37 RV camping sites, 15 day use area parking spots, and 1 camp host site.
C. The original wastewater system at Horsfall Beach Campground was developed and constructed in 1972. In 1984, the restroom was replaced with a new structure (Men’s: 2 toilets, 1 urinal, and 2 sinks; Women’s: 3 toilets and 2 sinks).
D. The building’s sewer line is connected to two 1,500 gallon concrete septic tanks via gravity.
The camp host site is also connected to the septic system.
E. The existing gravity fed drain‐field (approximately 180 lineal feet) is believed to be undersized. Because of that, and repeated breakdowns, the restroom was closed a few years ago, and they have been using portable toilets since then.
F. A site visit is strongly encouraged prior to bidding, to get a firsthand look at the existing infrastructure, terrain, soil conditions, and general site characteristics that will affect the work.
