DIVISION 02 – EXISTING CONDITIONS

SECTION 024116.13 – STRUCTURE REMOVAL

PART 1 - GENERAL

1.1 This section includes the following:

a. This section specifies the removal and disposal of four existing restroom buildings.

1.2 Related Sections:

2.1 Not Used:

PART 3 - EXECUTION

3.1 The restroom vault(s) will be pumped by the Forest Service before removal of the buildings. The vault(s) are to remain in the ground. Break up the concrete slab into the vault(s). Knock down the top 12” or more of the vault walls to allow for a minimum 6” depth layer of soil to cover over the debris. Remove the remaining wood frame structure and other above ground components and dispose of legally off National Forest land. Shape the soil to conform to surrounding ground slopes.

PART 4 - MEASUREMENT AND PAYMENT

a. The method of measurement will be for completed structure removal, accepted; including all necessary labor, materials, equipment and incidentals.

b. Payment will be made for quantities and items listed below and in the Schedule of Items.

DIVISION 01 GENERAL REQUIREMENTS

SECTION 01200 – MOBILIZATION PAYMENT PROCEDURES

PART 1 - GENERAL

1.1 Description

a. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

4.1 Progress Payments Will Be Made As Follows

a. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

b. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

c. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

d. The total of all payments shall not exceed the original contract amount for this item.

SECTION 311106 - CLEARING AND GRUBBING

PART 1 - GENERAL

1.1 Description

a. This section specifies clearing, grubbing, removing, and disposing of all vegetation and debris within the clearing limits except objects designated to remain. Work includes preserving objects designated to remain. (Clearing includes snags and unstable trees outside the clearing limits.)

1.2 Clearing Limits

a. Clearing limits are within 5 feet of the building limits unless otherwise

SHOWN ON THE PLANS or staked on the ground.

PART 3 - EXECUTION

3.1 Clear trees designated for removal.

a. Clear trees, brush, and shrubs within clearing limits subject to irreparable damage by construction operations. Cut stumps to within 12 inches of the ground surface. Grub all stumps, brush, and roots within the clearing limits.

3.2 Tree Removal and Preservation

a. Tree Falling

1) Fall trees toward the center of the area within the clearing limits.

2) Use controlled falling to prevent injury or defacement to structures, other trees, or property.

3.3 Treatment of Trees and Shrubs Damaged by Contractor

a. Trim branches flush with tree.

b. Within 3 days of the damage, treat all cut or scarred surfaces of trees or shrubs designated to remain. Use a product prepared especially for tree surgery.

3.4 Tree and Snag Removal Outside Clearing Limits

a. Fell and leave all snags and unstable trees which are marked for removal outside the clearing limits.

3.5 Debris Disposal

a. Unmerchantable timber, brush and shrubs shall be scattered on the project at locations designated by the CO. Stumps shall be scattered for disposal.

b. Do not remove any trees or other vegetative material outside the grading limit lines without approval of the CO.

a. Work under this section is considered incidental to other work under the contract and no separate payment will be made.

SECTION 312216 – GRADING

1.1 Description

a. This section specifies grading requirements for the project.

1.2 Related Sections

PART 2 - PRODUCTS

2.1 Materials

a. Fill Material

1) Material free from frozen or organic material.

2) Suitable excess material from vault excavation, to be used for Item

024116.13-1.

b. Government Furnished Material

1) Government furnished crushed aggregate, as shown on the site plan.

PART 3 - EXECUTION

3.1 Construction

a. Smoothly grade and blend into existing contours. Grade to uniform levels or slopes between points where grades or contours are given. No public use areas shall exceed 5% grades (1' 3" in 25') unless shown differently on the plans, no walkway cross slopes shall exceed 3% grades unless shown differently on the plans. Round surfaces at abrupt changes in levels. Slope ground away from building walls and walks to facilitate drainage.

b. Hand rake areas within the grading limit lines or within 5 feet of the building limits. Remove all roots, brush, weeds and stones larger than 2 inches from the finish graded surface.

3.2 Grading around buildings

a. Grade all areas to produce uniform slopes and contours.

b. Control grading within 5 feet of buildings and all other structures to prevent water from running into excavated areas. Remove all water which accumulates in excavated areas.

c. Place Government furnished aggregate between top edge of new concrete slab and raked soil, and existing road surface as designated by CO and SHOWN ON THE PLANS, to provide for a smooth transition.

3.3 Excess Material

a. All excess or unsuitable excavation material shall be disposed of at designated waste area shown on Vicinity Map.

b. Grade surface uniformly between spot elevations or contours to match existing adjacent ground elevations. Slope surface to provide drainage away from structures.

SECTION 312316.16 – EXCAVATION & BACKFILL FOR STRUCTURES

1.1 Description

a. This section specifies excavation and backfill, including: excavation, furnishing, hauling and placing backfill material; disposing of excess or unsuitable backfill material; grading and incidental clearing and grubbing.

1.3 Material Classification

PART 3 - EXECUTION

3.1 General

a. Limit the disruption of existing landscape to the minimum required to complete the project.

b. Conform to the dimensions and elevations required by restroom building installation guide. If unsuitable bearing material is encountered, the CO may direct, by written order, that the excavation elevations be changed to the elevation where suitable bearing is encountered. Extend excavation a sufficient distance from walls and footings to allow placing and removal of forms. Undercutting will not be permitted. Prevent surface water from entering the excavation.

3.2 Over-Excavation Under Footings

a. Increase the depth of the footing by the amount of over excavation. Pour entire footing, including over excavated volume, in one continuous pour to rest on undisturbed soil.

3.3 Preparation for Backfill

a. Remove all forms from the structure, and clean the excavated area of all debris. Remove any standing water from excavation. Prior to backfill, obtain approval from CO to backfill excavated area.

3.4 Backfilling

a. Do not backfill in a manner causing point loads.

3.5 Excess or Unsuitable Excavation

a. All excess or unsuitable excavation material shall be disposed of at designated waste area shown on Vicinity Map.

b. Grade surface uniformly between spot elevations or contours to match existing adjacent ground elevations. Slope surface to provide drainage away from structures.

DIVISION 03 CONCRETE

SECTION 031010 CONCRETE FORMS AND ACCESSORIES

PART 1 - GENERAL

1.1 Description

a. This section specifies construction of concrete forms.

1.2 Related Sections

a. 032120 Concrete Reinforcement.

b. 033001 Expansion and Contraction Joints

c. 033114 Normal Weight Concrete.

PART 2 - PRODUCTS

2.1 Materials

a. Plywood: B-B Plyform.

b. Steel: Prefabricated.

c. Lumber: Standard grade (concealed surfaces only).

d. Form Ties and Spreaders: Snap-off type, galvanized metal, fixed length, cone type, with waterproofing washer and leaving no metal within 1 inch of the concrete face.

e. Form Release Agent: Colorless mineral oil which will not stain concrete, or absorb moisture, or impair natural bonding or color characteristics of coating intended for use on concrete.

f. Diesel or oil based release agents shall not be used.

PART 3 - EXECUTION

3.1 Construction

a. Construct forms to prevent leakage of mortar, and any shifting or deformation during the placement and finishing of concrete.

b. Wet forms to allow removal without damaging the concrete per manufacturer’s instructions.

3.2 Joints

a. Arrange joints vertically or horizontally.

3.3 Inspection

a. Obtain CO inspection and approval of forms at least 4 hours prior to placing concrete. Notify CO at least 24 hours in advance of concrete pour that forms will be ready for inspection.

3.4 Cleaning

a. Remove all sawdust, shavings, and other debris from within the forms.

b. Form Removal:

1) Do not disturb forms until concrete has gained enough strength to carry its own weight and such construction loads as may occur.

2) Loosen forms carefully. Do not wedge pry bars, hammers, or tools against finished concrete surfaces scheduled for exposure to view.

SECTION 033001 - EXPANSION AND CONTRACTION JOINTS

1.1 Description

a. This section specifies expansion joints in cast-in-place concrete.

1.2 Related Sections

PART 2 - PRODUCTS

2.1 Materials

a. Poured expansion joints.

b. Premolded joints - ASTM D1751 or ASTM D994.

PART 3 - EXECUTION

3.1 Construction

a. Do not extend reinforcement or other load-transfer devices through expansion joints unless shown on the plans.

3.2 Open Joints

a. Construct open expansion joints by insertion and subsequent removal of a wooden strip, metal plate or other material approved by the CO.

b. Saw cut joints with water lubricated diamond faced saw within 36 hours of placement of concrete and no earlier than 20 hours.

3.3 Filled Joints

a. Construct poured expansion joints similar to open joints.

1) Premolded Joints:

b. Fix premolded expansion joint material firmly against existing concrete so it will not be moved when new concrete is placed. Remove any concrete or mortar that has sealed across the joint. Fill any joint openings with sealant.

1.1 Description

a. This section specifies reinforcing bars and welded wire fabric.

3.1 Installation

a. Secure reinforcement against displacement caused by construction loads or placing of concrete. Tie all bar intersections with annealed iron wire of not less than 16 gauge. Hook or support wire mesh during placing concrete slabs to insure placement as detailed.

b. Field bending and cutting will be permitted if performed in accordance with the ACI code.

c. Keep reinforcement free of dirt, oil, paint, grease, mill scale, and loose or thick rust.

d. Place, support and secure reinforcement against displacement. Do not deviate from required position.

e. Accommodate placement of formed openings.

f. Conform to ACI 318 for concrete cover over reinforcement.

SECTION 033114 – NORMAL WEIGHT CONCRETE

1.1 Description

a. This section specifies cast-in-place concrete to be used for reinforced applications in the restroom pad and pier blocks.

1.2 Related Sections

1.3 Quality Assurance

a. Provide CO with a delivery ticket in accordance with ASTM C-94 for each load of concrete. Indicate batch time, maximum aggregate size, mix proportions, admixtures and amounts, and batch plant operator at a minimum.

1.4 Submittals

a. Submit mix design for approval prior to construction. Each mix design shall include, at a minimum, the location and identification of the aggregate source, batch quantities, test results on the proposed mix design, brand, type and place of manufacture of cement and admixtures, and aggregate test results.

PART 2 - PRODUCTS

2.1 Cement

a. Type I or Type II portland cement - ASTM C-150. Use only one brand of cement.

b. Type III Portland cement - ASTM C-150. For use at the Contractor's option and with the CO's approval under Cold Weather Concreting and Curing and Proportioning Concrete for Cold Weather.

2.2 Aggregate

a. ASTM C 33 - Specifications for Concrete Aggregate, Size Number 467, maximum size ¾".

2.3 Admixtures for Concrete

a. Air-entraining admixtures - ASTM C-260.

b. Water-reducing, retarding admixtures - ASTM C-494, Type D. Water reducing, retarding admixtures may be used when approved by the CO.

Use a quantity of admixture within the range of the manufacturer's recommendation. The amount of water may be reduced; other proportions shall remain the same. Furnish the following information to the CO for approval:

2. Brand name of the admixture.

3. Amount of admixture, per yd. of concrete to be used.

4. Reason for requesting the use of the admixture.

2.4 Water

a. Suitable for domestic consumption.

2.5 Proportioning Structural Concrete

a. The required average compressive strength (f'cr) shall be f'c + 1200 psi.

Proportion concrete in accordance with ACI 318-87, Chapter 5, Article 5.4 and within the limits below:

3. Water/Cement Ratio 0.46 max

2.6 Proportioning Concrete for Cold Weather

a. For concrete placed under Cold Weather Concreting and Curing condition, the Contractor may elect to alter the required proportions in one of the following ways:

b. Type III Cement - Type III cement may be substituted in equal quantities for Type I or II cement.

c. Additional Cement - An additional sack per CY of Type I or Type II cement may be added.

2.7 Temperature Limits for Cold Weather Concrete

a. Provide concrete having a minimum temperature of 50° Fahrenheit and a maximum temperature of 75° Fahrenheit at the time of placing. The temperature of the mixing water shall not exceed 140° Fahrenheit. If aggregates are heated, heat uniformly with steam or water coil. Aggregate temperature shall not exceed 95° Fahrenheit. Aggregate water mix temperature shall not exceed 80° Fahrenheit. Do not use materials containing frost or icy lumps.

2.8 Proportioning Grout Fill

a. Fine concrete aggregate with 3 sacks of cement per cubic yard and a 6-inch

(maximum) slump.

2.9 Mixing

a. Plant Batched and Transit Mixed Batch at a central plant and mix enroute to the project in transit mix trucks in compliance with ASTM C-94. (ASTM C 94 Sections 3 and 17 shall not apply).

b. Place concrete within a maximum of 90 minutes after introduction of cement into the batch. In hot weather or due to other contributing factors, a time less than 90 minutes may be required by the CO.

c. Time interval between placement of batches not to exceed 30 minutes. In hot weather the time interval shall not exceed 15 minutes.

2.10 Mix Adjustments

a. Water may be added once for purposes of acquiring minimum slump, provided the specified water-cement ratio is not exceeded or the maximum revolutions is exceeded. For all project mixed concrete, water shall not be added later than 15 minutes from start of mixing. For truck mixed or agitated concrete, such water may be added upon arrival at the job site.

Adding water beyond these conditions constitutes retempering which will not be allowed. When water is added, an additional 20 revolutions at mixing speed is required.

b. Air-entraining admixtures shall not be added after the start of mixing to obtain minimum air content.

PART 3 - EXECUTION

3.1 Concrete Placement

a. Notify CO a minimum of 48 hours prior to placement.

b. Place concrete in the forms as near final position as practical in a manner which will prevent segregation or loss of materials.

c. Immediately after placing, thoroughly compact concrete with mechanical vibrators. Provide minimum of two vibrators. Provide minimum of two power sources unless commercial power is available at site. Hand tamping or "spudding" when permitted, will be approved in writing by the CO.

d. Do not drop concrete freely more than 4 feet.

e. Do not place concrete in water or allow water to rise over freshly placed concrete until a set is sufficient to prevent damage.

3.2 Protection from Rainfall

a. Protect flat work during rainy periods with adequate waterproof covering.

Support covering so that finishing may be performed and initial set obtained without damage. Dragging of tarpaulins or other covering across unset concrete will not be permitted.

3.3 Curing

a. Commence curing and protection of concrete immediately after placing.

Cure Type I and Type II cement 7 days continuously and Type III cement 3 days continuously by one of the following methods:

1) Water Curing: Keep all surfaces of concrete and forms wet.

Shade concrete from sun with covering material, except during periods of required finishing. Sprinkling or flooding is permitted on slabs.

2) Membrane Curing: A liquid membrane-forming material may be used for curing at the Contractor's option, except on slabs receiving resilient floorings. Complete required surface finish prior to application of curing compound; use water curing during finishing period. Spray material on surface at the rate of 1 gallon per 300 square feet in two applications, resulting in a coverage of 1 gallon per 150 square feet. Apply first coat immediately after acceptance of finish.

b. Thoroughly wet concrete with water and apply material just as surface film of water disappears. Apply second coat after first application has set.

Recoat any rupture to the membrane seal immediately or use water cure method.

3.4 Cold Weather Concreting and Curing

a. When the descending air temperature at the project falls below 40°

Fahrenheit the Contractor may at its option, continue concreting under conditions stated below. Normal concreting operations may resume when the ascending temperature at the site exceeds 40° Fahrenheit.

b. Provide cover and heating equipment sufficient to maintain the temperature of the concrete at not less than 50° Fahrenheit for a period of 3 days for Type I and Type II cement. Maintain the temperature at not less than 50° Fahrenheit for a period of 2 days for Type III cement or when one additional sack of Type I or Type II cement is added.

c. Provide additional protection to prevent the concrete temperature from dropping more than 40° Fahrenheit in the 24 hour period following the required protection period.

d. Keep concrete and forms wet. Remove and replace any concrete damaged by frost or freezing when directed by the CO.

3.5 Tests

a. All tests will be performed by and at the expense of the Government.

Provide concrete for the samples at no additional cost to the Government.

Samples will be selected on a random sample basis in accordance with ASTM C-172. If the measured slump or air content falls outside the specified limits, a check test shall be made immediately on another portion of the same load. In the event of a second failure, the concrete will be considered to have failed the requirements of the specification. The following concrete tests will be taken:

b. Slump: Testing will be in accordance with ASTM C-143.

c. Air Content: Testing will be in accordance with ASTM C-231.

d. Compressive Tests: Compressive test cylinders will be molded, cured, prepared and tested in accordance with ASTM C-31 and C-39. Cylinders will be taken for testing at 7 and 28 days.

e. Test results of cylinders tested at 28 days will form the basis for acceptance or rejection of concrete strength.

SECTION 033401 – SLURRY FILL CONCRETE

1.1 Description

a. This section specifies slurry concrete to be used for backfilling around toilet vaults.

1.2 Quality Assurance

a. None required

1.3 Submittals

a. None required

1.4 Measurement And Payment

a. Work under this section is considered incidental to other work under the contract and no separate payment will be made.

PART 2 - PRODUCTS

2.1 Cement

a. Type I or Type II portland cement - ASTM C-150. Use only one brand of cement.

b. Type III Portland cement - ASTM C-150. For use at the Contractor's option and with the CO's approval under Cold Weather Concreting and Curing and Proportioning Concrete for Cold Weather.

2.2 Aggregate

3.1 Concrete Placement

a. Notify CO a minimum of 48 hours prior to placement. Fill vaults with water prior to placing concrete. Place concrete in the fill space as near final position as practical in a manner which will prevent segregation or loss of materials.

b. Immediately after placing, thoroughly compact concrete with mechanical vibrators. Provide minimum of two vibrators. Provide minimum of two power sources unless commercial power is available at site. Hand tamping or "spudding" when permitted, will be approved in writing by the CO.

c. Do not place concrete in water or allow water to rise over freshly placed concrete until a set is sufficient to prevent damage.

3.2 Tests

a. No tests required.

SECTION 033529 - CONCRETE FINISHING

1.1 Description

a. This section specifies finishing of concrete surfaces.

PART 2 - PRODUCTS

2.1 Grout

a. Patching Grout - 1 part Portland Cement, 2 parts sand.

b. Finishing Grout - equal parts Portland Cement and sand.

PART 3 - EXECUTION

3.1 Class I, Ordinary Surface Finish

a. As soon as forms are stripped, remove to a minimum depth of 1/4 inch, any projecting wire or metal devices used in forming. Remove fins caused by form joints. Patch all holes, depressions, small rock pockets, and form tie cones by first saturating with water and packing stiff patching grout into voids. Repair large holes, rock pockets, spalls, and honeycombs by chipping away all coarse or broken material until a dense uniform surface of concrete remains; saturate with water, apply thin layer of neat cement; pack stiff patching grout, and thoroughly tamp.

b. Preshrink patching grout by mixing approximately 30 minutes before using.

c. Float patches with wooden float before initial setting; provide a neat, well-blended patch.

d. Cure patches for 12 hours by continuous wetting.

3.2 Class II, Rubbed Finish

a. After forms are stripped and all patching grout has set, start the rubbed finish as conditions permit. Rub with rubber or wood float to remove form marks and irregularities. If the float cannot produce a smooth uniform surface, grind the surface and provide a sack finish as follows:

b. Thoroughly wet surfaces immediately before work. Rub or grind with medium-coarse abrasive stone, using small quantity of mortar.

c. Continue until form marks, projections, and irregularities are removed and voids filled.

d. Apply finishing grout with brush or burlap, completely filling pits, to provide a uniform texture and color.

3.3 Class III, Float Finish

a. Immediately after placing concrete for horizontal surfaces, vibrate, tamp, and strike off with screed, or templates if crowns are required. Hand finish to smooth, even surface with wood float. After excess moisture has dissipated but concrete is still plastic, check for proper grades, crowns, and uniformity. Fill or cut down incorrect surfaces; refloat for final finish. Use no mortar for leveling.

3.4 Class IV, Trowel Finish

a. Prepare surface as in a Class III, Float Finish. When water sheen has left surface, steel trowel to a smooth surface, free of blemishes. Trowel to a final finish after concrete has hardened sufficiently to prevent drawing moisture and fine material to surface. Trowel to produce a dense, smooth, impervious surface, free of defects and blemishes. Do not use mortar or other materials to facilitate finishing concrete.

b. Tool exposed edges with a slightly rounded edging tool.

c. Tool joints with a groover.

3.5 Class V, Broomed Finish

a. Prepare surface as in a Class IV, Trowel Finish. Lightly broom to a roughened finish of uniform pattern and texture.

b. Tool exposed edges with slightly rounded edging tool.

c. Tool joints with a groover.

3.6 Protection

a. Cure and protect concrete as specified in Section 033114.

b. Construct restroom building according to manufacturer’s written specifications and verbal instructions.

c. All contractor supplied items shall meet the building manufacturer’s requirements.

d. All contractor supplied items shall be installed according to the manufacturer’s written specifications and verbal instructions.

e. The item Pre-Engineered Building includes furnishing the restroom, all excavation, backfilling, finish grading, slurry concrete backfilling, concrete slab and assembly of structure.

PART 4 - MEASUREMENT AND PAYMENT

a. The method of measurement will be for Pre-Engineered Buildings, in-place and accepted; including all necessary labor, materials, equipment and incidentals.
