C-6 TECHNICAL SPECIFICATIONS

General Examination Instructions

1. All measurements shall be made in accordance with the USDA Forest Service’s Common Stand Exam User guide, which describes procedures for measurements as specified for the contract. Where there are discrepancies between the contract and User Guide, the contract will have precedence.

a. The number of plots per stand will vary; sampling intensity will generally be one plot for every 5 acres of stand area with the following exceptions: All stands will have a minimum of 3 plots, and stands less than 150 acres will have a maximum of 12 plots to be examined per stand. Stands 150 acres or greater will have a maximum of one plot for every 10 acres.

The appropriate number of plots per stand will be measured as follows: stand acres / five, rounded to the nearest whole number, equals the number of plots for the stand. Example:

16/5 = 3.2 ; 3 plots are placed within the stand 18/5 = 3.5 ; 4 plots are placed within the stand

b. Plot locations may be selected by the Forest Service and GPS coordinates or a point shapefile provided to the contractor. If plots are not selected by the Forest Service, stands shall be examined on a systematic, grid basis. North/south, east/west directions shall be used whenever possible to establish the plot grid layout. The grid size for determining distance between plots shall vary between stands to allow the systematic, evenly distributed location of the specified number of plots throughout the entire stand. Plot intervals shall be in full or half chains (66 feet) and shall be equal between plots in each stand. Plots shall be evenly distributed throughout the entire stand and GPS coordinates recorded.

c. No plot center shall be closer than 1 chain from the stand boundary (even when plot locations are selected by the Forest Service). Plots must be offset accordingly and offset noted.

d. Vinyl or plastic blue/white candy-stripe ribbon shall be used to indicate the location of plots, and Brown’s transects in order to facilitate inspection of measurements. Ribbon shall be at least 12 inches long after tying. Three single blue/white ribbons shall be tied no less than 5 feet above the ground in a 120-degree pattern around plot center for ease of locating plot centers. A single ribbon will be placed at each of the 16-foot, 40-foot, and 80-foot points along a Brown’s transect.

e. Plot centers shall be clearly and securely identified with a wire flag with the flag at least 6 inches above the ground. Plot center is defined as the point where the wire or stake enters the ground. The plot and stand number shall be marked on the wire flag with a permanent waterproof ink. All plots and plot numbers shall be marked on the Sketch Map and Traverse Notes.

f. When not provided, the plot center’s latitude and longitude coordinates will be recorded, and values recorded in Degrees-Minutes-Seconds (DDDMMSS.S). Using a GPS unit, the data needs to be collected using the NAD83 datum, and to an accuracy of ± 66 feet.

g. The required field data shall be recorded at each plot using the Common

Stand Exam (CSE) Protocols as described within the contract and in the CSE Guides. The Contractor shall complete the required fields of the Setting Record, Sample Design, Plot, Tree, Vegetation Composition, and Down Woody Material data applicable for the Exams (.cse) file.

h. The Contractor shall illustrate and describe any and all appropriate stand boundary delineation changes on the Sketch Map and Traverse Notes;

recommendations will be based on the stand examination on the ground as aided by the aerial photos provided.

i. A stop work order may be issued by the COR at any time weather or road conditions prevent access to the work area, or if snow obscures the ground rendering it difficult to determine vegetation ground cover or accurately complete the Brown’s transect.

Survey Techniques

1. Locating Plots: Plot grid, locations, and travel routes shall be determined prior to field data collection. Plots shall be located on the ground according to the specified grid and at the respective point the Contractor identifies on the aerial photo and map or at the GPS points given, if applicable. Hand compass (adjusted to appropriate declination) and pacing methods or their equivalent shall be used to locate plot centers. To avoid the inadvertent introduction of bias in determining plot center location, the examiner will stop at the first instant an accurate location reading is within 15 feet of the determined plot center, if a GPS unit is used. It will be the contractor’s responsibility to be within the contract’s location tolerance regardless of method used. The Forest Service reserves the right to predetermine the plot locations for stands; plot densities would be minimally set at the densities described in the contract requirements (Section C-6, 1. a.).

2. Tree, Variable Plot (trees ≥ 5” dbh): - A variable plot will be taken for all trees

(live and dead) 5 inches and greater DBH. The BAF used will be recorded on the Sample Design Form (Sample Expansion Factor field) for the appropriate variable plot method line (Sample Selection Method of “BAF”).

a. An appropriate Basal Area Factor (BAF) of 20, 28, 34, or 40 will be selected for each stand. Regardless of instrument used a respective limiting distance for 20, 28, 34, or 40 BAFs will be used. Only one BAF per stand is allowed. A BAF will be selected that yields a minimum average of six live trees per variable plot in each stand (the average will be calculated for all plots within a stand).

b. Trees will be tallied starting at a north azimuth (+/- 2 degrees) and turning in a clockwise direction.

c. If two or more "in" trees are along the starting azimuth line, so that the bole of the near tree completely obscures the bole of the far tree (at breast height - 4.5 feet), then the tree nearest the plot center shall be recorded first.

d. The following measurements are required on all trees:

Tree Status (live / dead) Species Tree Count Diameter at Breast Height (dbh) Height (total tree height) Crown Ratio Crown Class Decay Class (dead trees) Damage Category (on specifies categories/agents) Damage Agent (on specifies categories/agents) Damaged Tree Part (on specifies categories/agents) Damage Severity (on specifies categories/agents)

3. Tree Fixed-area Subplot (trees <5” dbh or < 4.5ft tall) – A 1/100th acre circular fixed-area subplot will be taken from plot center to measure trees under

4.5 ft tall and small diameter trees (<5 inches dbh). The inverse of the plot size (e.g., 100 for a 1/100th acre plot) shall be entered in the Sampling Design Form (Expansion Factor Field) for the Sample Selection Method of FRQ (frequency).

a. Only live trees are measured.

b. The following measurements are required:

Tree Status Species Tree Count Dbh (dbh size-class) or Height (height size-class)

c. Un-merchantable stems should be measured to nearest 1-inch diameter class, such that:

0.1-0.99 inch dbh tallied as .5 1.0-1.99 inches tallied as 1.5 2.0-2.99 inches tallied as 2.5 3.0-3.99 inches tallied as 3.5 4.0-4.99 inches tallied as 4.5

d. Seedlings should be measured to nearest 1-foot height class, such that:

>0.5 ft tall no tally (not counted) 0.5-1.49 ft tallied as 1 1.5-2.49 inches tallied as 2 2.5-3.49 inches tallied as 3 3.5-4.49 inches tallied as 4

4. Vegetation Composition Fixed-area Subplot (for respective bid items only)

– A 1/10 acre circular, fixed-area subplot (37.2 ft radius) from plot center will be inspected to determine vegetation composition cover. The inverse of the plot size (e.g., 10 for a 1/10 acre plot) shall be entered in the Sampling Design Form (Expansion Factor Field) for the Sample Selection Method of FRQ (frequency).

a. Data collected is based on ocular estimates.

b. Only one form is completed on these subplots: Form 3 (Cover by Species)

c. Data is only collected on the top 3 shrubs and top 3 forbs (a total of 6 potential species)

d. An ocular estimate on the distribution (% cover) for each of the top 3 shrubs and each of the top 3 herb/forbs is required

5. Down Wood Transect subplots (for respective bid items only) – A 40-feet Piece Count Transect of Down Wood will be taken west from plot center and recorded in the Down Woody Material Form.

a. Two duff depth measurements (to nearest 0.1 inch) will be taken at 4 feet and 8 feet distances from plot center.

b. The total vertical fuel depth (to nearest inch) will be measured at 4 and 8 feet along the transect. The average of these measurements will be recorded for the fuel depth.

c. Pieces equal or greater than 3 inches in diameter at transect intersection will be counted over the entire length of the transect (40 feet).

d. Diameter at intersection, piece length, and decay class will be determined for each piece

6. Exams (.cse) File Input Instructions

a. Setting Record - The following fields must be completed for each stand exam on the appropriate Exams (.cse) file and setting. Information on necessary procedures to complete these fields is available in the User Guide.

Some of the data for these fields will be provided by the COR. A Sketch Map of the stand and Traverse Notes with relevant information must also be provided for each stand.

Inspection on re-work will not necessarily take place on previously inspected stands, and may occur on any subset of the Inspection Block.

C-8 BASIS FOR PAYMENT

Evaluation of Work for Payment

Inspection Blocks will not be inspected until all data is turned in to and accepted by the Forest Service. Files with data entry errors, missing data, or that are not readable will not be accepted and will be returned to the contractor for correction prior to any inspection.

If plots inspected in an Inspection Block receive a rating below 90 percent, the work will not be accepted and payment will not be made for that Inspection Block. Evaluation and validation of all data within the inspection block will be necessary, and rework necessary will have to be completed to bring the Inspection Block up to the 90 percent minimum limit. No payment will be made for Inspection Blocks inspected which are unsatisfactory. Rework will be re-inspected on a Block basis to determine if it meets the 90 percent minimum limit, and no new Inspection Blocks will be opened until any unsatisfactory ones are corrected.

If total deductions (for work outside of allowable tolerances) are not greater than 5 percent, then the work is satisfactory and payment will be made at the offered amount.

E-3 DETERMINATION OF ACCEPTABLE WORK

Acceptable work includes presentation of field data in Exams (.cse) files using correct coding. Coding errors found will be subject to Contractor correction prior to inspection and payment for satisfactory work. Data must be presented using most current version of the software available at the time a Task Order is submitted.

All field data submitted by the Contractor shall be complete, readable, and free of marginal notes or any other notation not called for in the contract. Letters and numbers will be written distinctly to avoid confusion with similar appearing letters and numbers.

Unacceptable forms are subject to Contractor correction prior to inspection or payment.

The Government will not be liable for lost or incomplete data or unreadable (.cse) electronic files. In addition, in the event of lost or incomplete electronic data (regardless of reason, including but not limited to software failures), the Contractor will be required to provide the requested plot information within the contract period. The Government is under no obligation to extend the contract period.

Authority for final acceptance under the contract lies with the Contracting Officer.

The following measurements and data entries will be inspected to evaluate acceptable work and payment amount. Tolerances for all measurements and data entries and the error value for each entry outside of allowable tolerances are listed below.

Tolerances listed in the contract supersede those found in the User Guide if differences are found.

Exams (.cse) File

NOTE: Some of this data will be provided to the Contractor by the COR. All data provided must be accurately transferred to the electronic (.cse) file regardless of source.

Tree Errors will be rounded to the nearest whole percent.

NOTES

No Missing Items Re-work

SKETCH MAP No Missing Items Re-work

* If data in these fields is adjusted from the plots’ mode or mean then an explanation must be entered into the setting remarks in order for no error to apply.

Examiner’s judgment on such adjustments will be given reasonable priority. If the data entry is not based on the plurality or average (depending on field) of plot data, a reason must be given in the setting remark.

**Penalty for any missed instance visible from plots and along travel routes is a ¼-Tree Error. Total possible penalty for missed instances is a ½-Tree Error per setting. The tolerances above will be used to determine missed instances in the damage categories.

All visible mortality pockets regardless of category must be entered and will be counted as a missed instance. Occurrences must be marked on the Setting Sketch Map.

Some of the information for the Setting Data Fields is either provided, constant, or is a summary of the plot data. Such data can be corrected by a recalculation of plot data (mean or mode depending on the Field) or the correct transcribing of provided data, and may either (at the discretion of the Forest Service) be corrected by the Forest Service (under which case the appropriate penalty and pay will be assessed) or returned to the contractor for corrections prior to any field inspections of an Inspection Block.

Location, Stand ID, Setting remarks, Sketch Map, and having the correct number of trees per plot are critical requirements and will earn the stated penalties if outside of the given tolerance.

The successful completion of the Damage Fields within tolerance limits will earn a 0.5-

Tree Credit. A total of 1-Tree Credit will be given for all of the other Setting Data. This will result in a total of 1.5-Tree credits earned for setting-level fields and information provided.

*Damages at the stand-level are inspected for those damages that fall within the stated tolerances and are visible from plots or travel routes described on the sketch map.

E-4 FATAL ERRORS

The following errors are considered 'fatal' errors and will result in the affected Inspection Block being returned to the Contractor for rework. Inspection Blocks deficient in the following specifications are unacceptable on a "pass-fail" basis and the entire Inspection Block shall be returned to the Contractor for rework. The determination of noncompliance with these items may be made during the office review or during field inspection.

1. Electronic file is not readable or data entry errors prevent loading data to FSVeg database. Data is missing or incomplete.

2. Any plot where the plot center location cannot be located because of improper labeling of the plot center or starting point, or for any other reason attributable to noncompliance with Specifications.

3. Any plot with a discrepancy in the Setting (stand) ID and Setting Fields.

Siuslaw National Forest

4. Contractor has not provided a legible, descriptive stand map (Sketch Map and Traverse

Notes) showing all of the following:

a. Current stand boundary

b. Appropriate stand boundary changes

c. Plot location and number, each plot and any plot offsets

d. Reference point, plot line azimuth, plot interval distance

e. North arrow & map scale

f. Major features such as roads (with rd #), streams, rock outcrops, springs, fences, unique botanical/biological feature, etc.

5. The total number of incorrect Tree Error/Penalties divided by the total number of trees tallied plus any percent errors on the inspection will determine the percentage of unsatisfactory work. 100% minus percentage unsatisfactory work = % satisfactory work.

# Incorrect Tree Errors/Penalties

# Tallied trees x 100 = % unsatisfactory work

100 - % unsatisfactory work = % satisfactory work

E-5 UNSATISFACTORY STAND EXAMINATION

If the percentage of satisfactory examinations falls below 90 percent within any Inspection Block, the COR will immediately notify the Contractor in writing and order him or her to improve the quality of the stand examination. The COR will also order the Contractor to revisit all plots of the unsatisfactory Inspection Block submitted to bring them up to the 90 percent minimum acceptable standard within 10 consecutive workdays after receipt of notice in writing of unsatisfactory work, or the Contractor's right to proceed may be terminated and the contract considered in default. Repeated failure to perform work at 90 percent acceptable work shall also be considered reason for contract termination and default action.

E-6 RE-EXAMINATION UPON CONTRACTOR'S REQUEST

If the original inspection results are not acceptable to the Contractor, a re-inspection may be requested in writing. The same inspection procedures will be followed, and the same or different plots may be measured. If the re-inspection confirms the original inspection results as not acceptable, the Contractor shall reimburse the Government for actual costs incurred for performing the re-inspection.

Siuslaw National Forest

E-7 REWORK AND RE-EXAMINATION OF REWORKED STANDS

Upon notification to the Contractor of a failed Total Score that is below 90 percent within an Inspection Block, the Contractor shall be required to review & validate all data within the Inspection Block and complete rework as necessary before beginning work on any additional Inspection Blocks. This will be at no cost to the Government.

At the Governments option, during a rework the Contractor may be required to use a different colored ribbon at each plot center. The COR shall specify the color of the ribbon.

The Government is not required to provide more than 2 inspections on any single Inspection Block. If a second assessment is required, the same inspection procedures will be followed and different plots may be measured. Results of the last inspection will supersede any prior results for determining acceptability and payment.

The Government will assess the Contractor the actual costs of conducting any additional inspections. Items that may be included in the actual damages include but are not limited to: wages of the COR and Government inspector(s), costs of vehicles, meals and lodging.
