ATTACHMENT TO STANDARD FORM 30, (BLOCK 14 CONTINUED)

This amendment provides the following questions received and the Government response per question.

Questions 1. Do all of the stands have drivable road access? If not, which stands will require walk in time?

Response: Central Coast Ranger District has conducted little or no activity within the Smith River watershed since the plantations were last commercially thinned. Roads have not been recently maintained and are expected to be brushy and in some cases inaccessible. Contractors shall examine the provided maps to determine road designations and accessibility. Hebo Ranger District roads are in a similar situation – Forest Roads 1004, 1106, and 1136 are high clearance roads open to the public, all other spur roads are heavily brushed in, require a high clearance vehicle, and must be driven very slowly or walked. Site by site analysis of the roads may need to be performed upon arrival to determine if a road is open and safe to pass. If an identified open road becomes blocked, contact the Contracting Officer regarding options for proceeding.

Changes will be negotiated on a case-by-case basis.

Question 2. Which stands have been commercial thinned?

Response: Some of the Smith River units have been commercially thinned, and others have not.

This designation can be determined by looking at the unit maps; the layer labeled commercial thin units have been commercially thinned. None of the Hebo stands have been commercially thinned in the past 20 years.

Questions 3. Are all of these stands old plantations? If not which stands are "wild"?

Response: All units are established Douglas-fir or Douglas-fir/western hemlock plantations; no natural stands are included in the contract. The Forest Service will provide contractors with a stand table that will include stand locations, plantation dates of origin, acres and number of plots to be conducted.

Questions 4. BAF's listed are not those commonly used with a relascope. Can we choose our own BAF that will result in 6 trees per plot average?

Response:

BAF’s 20 and 40 are commonly used by our team here and should work for most stands. Although, contractors may use basal area factors (BAFs) of their choosing to collect plot tree data.

However, Forest Service employees must be able to replicate the plot data using a Spiegel Relaskop Tool. BAFs can change from unit to unit, but the selected BAF shall be used consistently on all plots throughout individual units.

Questions 5. Does the government anticipate that they will establish the plot locations and provide us with the coordinates?

Response: The Forest Service will determine plot locations for each unit. A point shapefile with plot locations and plot UTMs will be provided to the contractor after the contract has been awarded. Also, plot locations are shown on the unit maps provided.

Questions 6. Are all of the Mapleton stands in the Smith River drainage?

Response: The Smith River units, located near Mapleton Oregon, are within the Smith River watershed. However, a few units may have been included that are within close proximity of the watershed. Most of the contracted units are located in steep and brushy terrain near the southern portion of the watershed.

This amendment adds the following description of when walk-in mileage is paid:

Item 1d & Item 2d Walk-in: Any mileage over ¼ of a mile from the nearest road access point to the unit boundary will be paid at the unit price shown in the schedule of items. Mileage will be rounded to the nearest ¼ mile. Mileage is paid once for the crew access and not per person. The Contractor shall keep track of walk-in mileage. Final mileage totals will be negotiated once work is complete, if the Contractor’s total walk-in mileage is different than the mileage shown in the Schedule of Items.

Known walk-ins for Hebo Stands are shown below:

309029 – ½ mile paid mileage = ¼ mile 309036 – ½ mile paid mileage = ¼ mile 309038 – 1 mile paid mileage = ¾ mile 309039 – ½ mile paid mileage = ¼ mile

This amendment makes the following changes:

Adds a revised Schedule of Items as shown in this amendment. Contractors shall use the revised Schedule of Items to submit a quote. This replaces the original Schedule of Items of the solicitation (page 2 of 59). Mileage has been added to compensate for any walk-ins. Central Coast Ranger District plots has been increased from 300 plots to 303 plots.

Deletes Attachment 004 (Central Coast Maps)

Hebo Ranger District - Deletes stand 309051 and stand 309053. Each stand had three plots.

Total plots for Hebo R.D. is reduced from 418 plots to 412 plots.
