DESCRIPTION OF SERVICES
1. DESCRIPTION OF WORK
Item 1 - Cultural Resource Survey
One, 2,413 acre survey unit, Unit EH-47, needs to be covered by a cultural resource survey (Attachment
A). In addition to EH-47, there are four optional survey units; EH-25, 40, 42 and 54 (Attachments B-E).
Prior to survey, existing archaeological, historical, and ethnographical information relevant to the project area shall be reviewed. This material shall include, but is not limited to, past Forest Service survey reports.
Professional cultural resource survey techniques shall be employed. Transect spacing shall be no more than 20 meters except as noted below. Coverage may use, where appropriate, meander, contour, or compass oriented transects. Areas more likely to contain archaeological sites (for example; adjacent to streams, prominent ridges, rock overhangs, etc.) shall be investigated more intensively using transects spaced ten meters apart. Contractor shall make a reasonable effort to locate sites in areas with minimal mineral soil visibility by closely examining mineral soil exposures such as the back dirt of rodent burrows and root-wads.
Avoid areas of extreme health hazard (i.e.; hazardous materials, burning fires, etc.), note the location of such areas and make their location known to the Forest Service. Changes in survey strategy due to environmental conditions shall be discussed with the COR. Significant changes shall be approved by the Contracting Officer (CO) prior to making the change.
Recommendations shall be made by the contractor as to areas requiring further examination, including subsurface testing. However, no subsurface testing is to be conducted under this contract.
Contact with the COR and Project Inspector (PI) shall be maintained consistently throughout the cultural resource survey.
When cultural sites are found, a buffer shall be flagged. The buffer shall extend 30 meters out from the site boundary. Each flag shall be readily visible from the adjacent flag, using designated color flagging provided by the COR. Isolates shall not be flagged.
Central or off-site datums shall be established at each cultural site found. Each datum tag shall be inscribed with the date of documentation and the assigned agency site number. Datums shall be identified by the Contractor using two aluminum tags supplied by the COR. The Forest Service site number and date of documentation shall be scratched into the aluminum datum tags. A Forest Service site number will be assigned to each newly found site. The COR will provide a list of numbers to be used. If a tree is used as a datum point, then one tag shall be nailed to the base (no more than 6" from the ground) and one tag shall be nailed to the trunk at eye level. The site form shall contain a description of the datum and the cardinal direction the tag is facing.
A UTM coordinate shall be taken from the cultural site datum and isolate location using Global
Positioning System (GPS) equipment capable of being downloaded and post-processed. A minimum of
30 points shall be collected at the datum using a maximum PDOP of 8. For sites larger than about 30m diameter, a GPS polygon representing the area of the site shall also be collected.
A data dictionary provided by the Forest Service shall be used to collect specific site and GPS data for each newly recorded and updated known site.
The Contractor shall maintain a survey notebook with draft copies of site records. The notebook, or a readable copy of the notebook, shall be provided to the Forest Service upon completion of the field survey.
All cultural site records shall contain information suitable for processing in Forest Service database(s) and shall meet USFS and SHPO standards. The format to be used is presented in Section 3. Each site record shall include at a minimum: a cultural site form, sketch map, location map, photographs and a photographic log.
Each cultural site record shall contain a statement giving directions to the site, as part of the site location information. Directions to the site shall be specific, giving road names and/or numbers, distances, and direction. Directions shall be sufficient for someone to navigate from either the Bly or Chiloquin
Ranger District office as appropriate to the site without prior knowledge of the area.
Descriptions of the cultural site environment shall include ecological data as well as detailed descriptions of disturbances to the site (i.e. vandalism, erosion).
The cultural site data should provide a detailed description of the site, including an overall description of the site, artifact and feature descriptions, artifact densities, artifact and feature sketches or maps, and whatever other information is pertinent and necessary to characterize the site. If diagnostic artifacts are present, an appropriately referenced date range for each artifact shall be indicated on the site form. If looting or vandalism is present the length, width and depth of disturbance shall be recorded for each disturbance.
Cultural site sketch maps shall be to scale, with legends identifying symbols used. The site datum, site boundaries, site buffer, notable ecological features, cultural features, diagnostic artifacts, non-diagnostic tools (bifaces, hammerstones, groundstone, etc.), looted/vandalized disturbance areas and pertinent cultural data shall be included on the site sketch maps. All attachments shall be clearly labeled and identified.
A minimum of two pictures (35 mm format) shall be taken of each cultural site including at least one picture of the general topography showing the site datum. Additional photographs (digital format would be acceptable) showing pertinent site characteristics, features, and diagnostic artifacts (with scale) may also be included. A photographic log shall be kept of the photographs taken of the cultural sites.
An isolate form shall be completed for all isolates. Accompanying the form should be a USGS 7.5’ topographic map showing the isolate location. All diagnostic artifacts shall be sketched. Non-diagnostic isolates may be sketched if necessary to fully describe the artifact. All isolate sketches shall be included with the isolate form. Photograph isolates only if the isolate is a diagnostic artifact or a photograph is necessary to fully describe the artifact. Do not flag or establish a datum for isolates.
Sites located during the survey that are found to extend outside of the survey area shall be documented in-full unless the site is found to extend onto private property. If the site is found to extend onto private property, the sketch map and site description shall indicate that the site continues for an unknown distance.
A draft report and final report, including all specified documentation, shall be submitted to the COR.
The report shall meet SHPO specifications for format and content. The report shall include as appendices survey maps, complete cultural site forms, photographs of the cultural sites, complete isolate forms for isolates, photographs of isolates as appropriate, and complete revisited cultural site condition assessment forms with associated maps, sketches and photographs.
The report shall include a management summary, summary of work accomplished and a list of all cultural sites recorded in the project area (both previously and newly recorded cultural sites). Included in this list shall be the site # (both agency number and trinomial if assigned), site type (i.e., lithic scatter, can scatter, etc.), and post-processed GPS coordinates (UTM). Include in the final report a brief description of noted but not formally recorded cultural items (i.e. items which do not meet cultural site and isolate definitions, or which are not more than 50 years old).
Survey coverage maps shall be made employing USGS 7.5 minute series quads. A unit area map depicting location of units, an area surveyed map depicting transects, and a cultural site location map
(including new and previously recorded sites) shall be made for each unit. For cultural sites that are less than about 30 meter diameter, plot the site as a point. For cultural sites that are larger than about 30 meter diameter, plot the site as a polygon. Each site shall be clearly labeled on the location map. All maps shall list base map, scale, township and range. On photocopies of USGS 7.5' series quadrangle maps, the section lines and section numbers shall be clearly visible or highlighted.
Provide the Forest Service with: four copies of the final report (cultural site and isolate forms included);
a compact disc (CD) with report and site data, feature forms, isolate forms, original and post-processed
GPS data files, ArcMap 10.1 shapefiles for each site and isolate, and original contractor field notes. All reports and forms shall be neatly formatted and typed (in Microsoft Word format). At least one copy of the final report shall be unbound and shall be printed on acid-free paper (including cultural site and isolate forms)
Provide both the raw and post-processed GPS data files as well as ArcMap 10.3.1 shapefiles to the COR with the final report.
Item 2 - Known cultural site condition assessments
Condition assessments need to be conducted for 15 previously recorded or known cultural sites in
Survey Unit EH-47 (Table 2). See Attachment A for known site locations in Unit EH-47. Only one known site exists within the optional survey units. The site lies in Unit EH-25 (Table 3). See
Attachment B for the known site within Unit EH-25.
