AG-04M3-S-16-0087 Page 1 of 3 Solicitation No. AG-04M3-S-16-0087 Hells Canyon Boat Launch Design Posted Date: June 30, 2016 Response Date: August 1, 2016, 4:30 PM PST Set Aside: Small Business Classification Code: C—Architect and Engineering Services NAICS Code: 541 – Professional, Scientific, and Technical Services/541330 – Engineering Services
This is notification to provide Architectural and Engineering Services for design of the Hells Canyon Boat Launch and related site work on the Hells Canyon National Recreation Area, Wallowa Whitman National Forest.
Estimated start date is within 5 days from award with a project completion date of February 28, 2017.
This prospectus presents project criteria and functional needs for the design of the Hells Canyon Boat Launch Facility and other related site improvements at the Hells Canyon Visitor’s Center.
The Hells Canyon Creek Visitor’s Center is located ½ mile downstream of Hells Canyon Dam in the Hells Canyon National Recreation Area and includes several recreational improvements such as outbuildings, parking areas, a raft slide, an accessible elevator, a boat launch, and a self-adjusting boat dock. In addition, a concrete boat ramp was completely reconstructed and includes a raft staging area.
The goal of this project is to produce a design that will address damage to 3 major components of the site; the Boat Dock, the Boat Launch, and the gabion retaining wall adjacent to the launch access road.
Boat Launch: Over the last 25 years, complex hydraulic forces associated with Hells Canyon Dam have eroded riprap armoring around the boat launch. This erosive action has led to the launch being cantilevered on its steel substructure.
Boat Dock: Access to the launch has also been hindered by damage to gabion retaining walls on the approach road. In 2012, a rain on snow event caused Hells Canyon Creek to overflow its banks. The resulting debris jammed up the boat dock and caused considerable damage to the self-adjusting dock support structure. Because of this damage, the dock was removed from the substructure in 2013.
Gabion Retaining Wall: At this same time, the forest began engaging partners to assist with the long term assessment for the site. The Forest received a grant from the Oregon Marine Board to assess the structural integrity of the boat launch, perform a hydrographic analysis of the area immediately adjacent to the boat launch and dock, perform a structural review of the boat dock and submit recommendations for future repairs. This process was completed in May of 2015. With the survey and reports that were generated, the Wallowa-Whitman National Forest is now moving forward with design and construction plans for improvements to this site.
DESCRIPTION OF WORK
1. Design and produce plans for repair of boat launch.
2. Design and produce plans for boat dock replacement.
3. Design and produce plans for replacement of gabion retaining wall.
