STATEMENT OF WORK

1. SCOPE OF CONTRACT

The purpose of this contract is to perform routine maintenance on trails within and adjacent to the Eagle Cap Wilderness of the Wallowa-Whitman National Forest. The project area is composed of 7 line items, each of which will be awarded to a single offeror. Contractors may be awarded multiple items. Successful offerors shall complete all sub-items of each item awarded. Sub-items A-C include work that shall be completed in 2010 while sub-item D is an optional line item that may be awarded depending on the availability of funds. If sub-item D is awarded, the work shall be accomplished in 2011.

Wilderness line items include work within the Eagle Cap Wilderness area and shall be limited to non-motorized tools (crosscut saws, loppers, etc.). Motorized equipment shall not be permitted in these areas. Group size is limited to 12 people and 18 head of stock.

Non-wilderness line items are located within non-motorized travel zones. Motorized vehicles (ATVs, etc.) are prohibited; however, motorized equipment (chainsaws, hedge trimmers, etc.) will be allowed.

Trail maintenance activities have been broken into four categories listed below. Detailed specifications are listed under Project Location and Description.

D. 2011 Logout & Maintenance (Option Item) shall include clearing in excess of 40 downed and leaning trees exceeding 6” diameter per mile; cleaning existing drainage structures (waterbars, turnpikes, culverts, ditches and etc.) and clearing rocks and woody debris from trail beds.

The Contractor shall furnish all labor, supervision, equipment, transportation, materials, supplies, and incidentals in order to perform trail maintenance. The Contractor will be required to comply with all applicable rules and regulations pertaining to activities on the Wallowa-Whitman National Forest (Attachment 2), Minimum Impact Camping Techniques (Attachment 3), and attached specifications, and terms and conditions.

2. PROJECT LOCATION AND DESCRIPTION

This project area is located in the Wallowa Mountains of Northeast Oregon. Trails range between approximately 3000’ and 8000’ in elevation and seasonal snowfall is the primary factor affecting accessibility to the area. Lower elevations typically become snow-free in mid-April with higher elevations remaining closed until mid-July.

The Vicinity Map (Attachment 1) identifies the general location of the project area. All trails are located within or adjacent to the Eagle Cap in Northeast Oregon. A variety of trail conditions exist within the area with downfall ranging from light to heavy and generally light to moderate brushing. Drainage structures typically do not exceed 20 per mile. A detailed list of items, sub items and miles are included below. Project maps are included in the separate attachments.

Item 1: Bear Creek Vicinity (April 1 – September 13): SEE ATTACHMENT #4 The most direct access to the Bear Creek Vicinity is to turn off State Highway #82 at the west end of Wallowa, Oregon and follow the signs to Bear Creek and Boundary Campground. Bear Creek Trailhead is located nine miles south of Wallowa. From the Bear Creek Trailhead, take trail #1653 to the intersection with trail #1665, and continue south to access trail #1654 and #1671. From the trailhead, it is approximately 4 miles to trail #1665 and 5 miles to trail #1654.

Turn south and take Forest Road #8270 and then Forest Road #190 to the end of the road to the Cougar Ridge Trailhead. From the Cougar Ridge Trailhead, trail #1649 can be accessed by heading north. Trail #1668 can be accessed from the trailhead by heading south. Trails #1685, 1672, 1673, 1901, 1655, can be accessed from intersections along trails #1649 and #1668.

Trails #1901, 1673, 1672, may be better accessed through Rock Springs Trailhead which is located approximately 20 miles southeast of Highway #82, between Elgin and Minam Summit on Forest Road #62.

Item 3: Upper Minam Vicinity (April 1 – September 13): SEE ATTACHMENT #6 The northern portion of the Upper Minam Vicinity can be accessed by taking State Highway #237 from Island City 12 miles to Cove. Take Forest Road #6220 from Cove 8.2 miles. From the Moss Springs Trailhead, take Trail #1908 to the intersection with trail #1673 and continue south. Trails 1942, 1905, 1676, 1656, 1944, 1922, and 1947 can be accessed by continuing along trail #1673.

The southern portion of this vicinity can also be accessed from Two Pan Trailhead. Take State Highway #82 to Lostine and go south on the Lostine River Road #8210. The trailhead is located 17 miles south of the junction with State Highway #82. At the trailhead, take the West Fork Lostine Trail #1670 to Minam Lake where Trail #1670 will intersect with trail #1673.

Turn right on Tucker Down Road. Drive south on the Tucker Down road for approximately 4.6 miles. The McCully Trailhead is on the right. From the McCully Trailhead go south on trail #1812.

The southern portion of the McCully/Boner Flat Vicinity can be accessed by taking State Highway #350 from Joseph, Oregon. Drive approximately 8 miles, turn right onto Forest Road #39. Travel approximately 40 miles and turn right onto Forest Road #3960. It is approximately 10 miles to Indian Crossing campground and trailhead. From the Indian Crossing Trailhead, take the South Fork Imnaha Trail #1816 to the intersection with Boner Flat trail #1801. From the Indian Crossing Trailhead, it is approximately 10 miles to Boner Flat trail #1801.

Item 4.1 McCully Creek Trail #1812 (7.64 miles total) (Wilderness)

Item 5: Pine Creek Vicinity (April 1 – October 30): SEE ATTACHMENT #8 The most direct access to the Pine Creek Vicinity is to turn off Interstate Highway #84 at Baker City, Oregon and go East on State Highway 86 for 53 miles to Halfway, Oregon. Lake Fork Trailhead #1876 is located approximately fourteen miles Northeast of Halfway on Forest Road 39. Twin Lakes Trail #1874 is located approx 24 miles North of Halfway at Twin Lakes campground off of Forest Road 66. Deadman Trail #1869 is located approximately 21 miles North of Halfway on Forest Road 66. Blue Creek Trail #1865, Norway Basin Trail #1896, and Pine Lakes Trail #1880 are all located approximately 10 miles North of Halfway at the Cornucopia Trailhead.

Item 5.1 Lake Fork Trail #1876 (10.6 miles total) (Non-wilderness)

Description: Lake Fork trail is totally outside of the wilderness and chainsaws may be used for maintenance. The trail received general maintenance in 2009,; however, the upper 3 miles of the trail is located within a burn that occurred in 1994 and may have an above normal number of trees down on the trail. This trail is typically accessible by 7/13.

10.6 miles of the Lake Fork Trail will be maintained in 2010. The level of downfall will vary along the length of the trail for 2011. This trail is typically accessible by 7/13.

Item 5.2 Twin Lakes Trail #1874 (2.7 miles total) (Wilderness)

Item 5.3 Deadman Trail #1869 (6.1 miles total) (Wilderness / Non-wilderness)

Item 5.4 Blue Creek Trail #1865 (9.6 miles total) (Wilderness/ Non-wilderness)

Description: The first mile of the Blue Creek Trail is an old road bed. The approximate 5.5 miles of trail outside of the wilderness received heavy maintenance in 2009; however, a portion of these miles outside of the wilderness is in an area that was burned by a wildfire in 2006 so heavy downfall may be expected in this area as well as the lower portion of the trail within the wilderness. This trail is typically accessible by 7/13.

Item 5.5 Norway Basin Trail #1896 (4.4 miles total) (Wilderness/ Non-wilderness)

Item 5.6 Pine Lakes Trail #1880 (8.8 miles total) (Wilderness/ Non-wilderness)

Description: The first 3.5 miles of the Pine Lakes trail is outside of the wilderness and chainsaw use is allowed. A portion of this part of the trail is on an old road bed. The remainder of the trail is inside the wilderness and is not expected to have heavy downfall; however, a portion of the trail traverses a granite slide area and could have larger rock in the trail. This trail is typically accessible by 7/13.

8.8 miles of the Pine Lakes Trail will be maintained in 2010. The level of downfall will vary along the length of the trail for 2011. This trail is typically accessible by 7/13.

Item 6: Eagle Creek Vicinity (April 1 – October 30): SEE ATTACHMENT #9 The most direct access to the Eagle Creek Vicinity is to turn off Interstate Highway #84 at Baker City, Oregon and follow state highway #86 east 43 miles to Richland Oregon. Summit Point Trailhead is approximtely 12 miles Northeast of Richland. East Eagle Trailhead is approximately 17 miles North of Richland, Main Eagle Trailhead is approximately 20 miles North of Richland, and West Eagle Trailhead is approximatley 21 miles Northwest of Richland.

Item 6.1 Cliff River & Spur #1885 (11.3 miles total) (Wilderness/ Non-wilderness)

Ending Point:T6S, R45E, Sec. 28, NW¼; Jct. with Trail #1816

Description: Approximately the first 1.2 miles of this trail is outside of the wilderness, with the remainder inside. The trail, until it reaches Crater Lake, is usually in good condition with only a few trees needing removed. This portion was maintained in 2009. The portion of the trail from Crater Lake to the Imnaha River may have a lot of downfall on it and sometimes needs heavy log out; however, it was maintained in 2009. This trail is typically accessible by 7/13.

Item 6.2 Little Kettle Cr. Trail #1945 (7.0 miles total) (Wilderness/ Non-wilderness)

Description: Approximately 2 miles of the Little Kettle Creek Trail is outside the wilderness, with the remainder inside. This trail is normally very overgrown with brush. There is usually not a lot of downfall on it; however, expect a moderate number of trees in the trail. The part of the trail outside the wilderness was maintained in 2009. The remainder was logged out in 2008. This trail is typically accessible by 7/13.
