R1 Mechanical Fuels Treatment IDIQs

U.S. Forest Service, Northern Region

Solicitation No. AG-0343-S-17-0027

May 16, 2017

Questions regarding the following topics were asked at the Pre-proposal Conference on

May 3rd, and are addressed here:

1. Bonding. There is no requirement for Performance or Payment Bonds in this service contract.

2. Actual Damages. Paragraph F-3(i) indicates that the Contractor will be assessed actual damages when the Contractor fails to complete work within contract time and is allowed to work beyond that period. If the Government incurs actual damages because of the

Contractor’s failure (and there is no excusable delay, etc.), the Contractor is liable for those damages.

3. Workman’s Compensation. Contractors are required to comply with all State laws concerning Workman’s Compensation.

4. Fire Liability. Paragraph H-4 explains fire liability under this contract, and the requirements of H-4 will apply to all Task Orders issued under this contract unless the

Government supplements, modifies or replaces this clause in specific Task Orders. Also, see Amendment No. 01.

5. Order of Precedence. Section I, Paragraph I-1 includes FAR 52.215-8, Order of

Precedence – Uniform Contract Format (OCT 1997) in the contract. Also, see

Amendment No. 01 for additional language that clarifies the Government’s ability to supplement, modify or replace language found in the parent contract with requirements specific to individual Task Orders.
