1. Paragraph C-2 Location and Description. The last sentence of Paragraph C-2 is replaced with the following:
“Task Orders issued under this contract will include specific information regarding the project worksite location and description, access to the areas, work items ordered, size of units and other information pertinent to each Task Order. The contract specifications found in Section C of this contract may be supplemented or changed in the individual Task Orders issued under this contract. (Also see Paragraph
G-3(c))”
2. Paragraph C-6(c)(2). The following is added:
“(xviii) Bulldozer
(xix) Road Grader”
3. Section F, Paragraph F-3(e)
Add the following sub-paragraphs:
“(3) Modifications. The Contractor shall submit a revised Work Plan and Schedule whenever a modification to the Task Order is issued by the Contracting Officer, unless the Contracting Officer waives the requirement (in writing) for that specific modification.
(4) Prior to each Operational Period for the Task Order. After the initial Work Plan and Schedule is submitted for the first applicable Operational Period, the Contractor shall update the Work Plan and
Schedule, and submit the updated Work Plan and Schedule to the Contracting Officer at least 10 calendar days in advance of each applicable, subsequent Operational Period for the Task Order. The
Contracting Officer may waive this requirement in writing.”
4. Section G, Paragraph G-3 Ordering Procedure: Issuing Task Orders. Add the following subparagraph
(c):
“(c) Task Orders issued under this contract may supplement, change, or replace the Schedule
(including, but not limited to Sections B, E, F, G, and H), the documents, exhibits and attachments
(Section J), and/or the specifications (Section C) for the purposes of any specific Task Order issued under this contract. Any such supplements or changes will be described in the Task Order.”
5. Section H, Paragraph H-3, AGAR 452.236-77 Emergency Response (NOV 1996) is deleted, and replaced with the following Paragraph H-3:
“H-3 (Reserved).”
6. Section H, Paragraph H-4 Fire Control. The following notation is added immediately following the title of this clause:
“(In accordance with Paragraph G-3(c), The Government desires to note that this is one of the many contract clauses that the Government may supplement, modify or replace in specific Task Orders at the time they are issued.)

7. Section H, Paragraph H-10(d) is replaced with the following:
“The Contractor shall locate and flag skidder and/or forwarder trail locations, and obtain Contracting
Officer approval of those locations prior to starting work in a unit. Trees located in approved trails will be designated for removal by the Contracting Officer.”
8. Section H, Paragraph H-10(f) is replaced with the following:
“Forwarder trails shall be 50’ or greater feet apart. Task orders may require a greater distance or more specific language.”
9. Section H, Paragraph H-10(l) is replaced with the following:
“The Contractor shall locate and flag skyline corridors, and obtain Contracting Officer approval of those locations prior to starting work in a unit. Trees located in approved skyline corridors will be designated for removal by the Contracting Officer. Corridors shall average 100’ at the widest point unless otherwise specified in a Task Order.”
10. Section H, Paragraph H-10. The following sub-paragraph (q) is added:
“(q) Equipment shall not be operated when ground conditions are such that excessive damage will result.”
11. Section H, Paragraph H-10. The following sub-paragraph (r) is added:
“(r) Task Orders under this contract may replace or add other Erosion Control and/or Erosion Control
Timing requirements to specific Task Orders issued under this contract.”
12. Section H, Paragraph H-13(a) is replaced with the following (some text from the original version is removed):
“(a) The Contractor shall preserve and protect all vegetation (such as trees, shrubs, and grass), structures, equipment, utilities and improvements (including, but not limited to fences, property lines, water tanks and natural or developed springs) on or adjacent to the worksite, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The
Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place.”
13. Section H, Paragraph H-13(f) is replaced with the following:
“Road damage as a result of the Contractors operations shall be repaired by the Contractor at no expense to the government. The Contracting Officer will determine the extent of the repairs to be done as a result of the Contractors operations.”
14. Section H, Paragraph H-16. No change to requirement.

15. Section H, Paragraph H-21. Replace with the following:
“H-21 Product Removal
(a) All trees cut under this contract shall be yarded to and decked at the location specified by the
Contracting Officer.
(b) All trees and other products cut or generated under this contract remain the property of the U.S.
Government and may not be removed from the Task Order contract area or transferred to any other party under the terms of this contract.”
16. Section I, Paragraph I-1. The following FAR clause and notation is added:
“52.211-18 Variation in Estimated Quantity (APR 1984) (This clause is applicable to Task Orders issued under the contract)”
17. Section J. Exhibit J-6, Sample Task Order. The Sample Task Order is replaced in its entirety with the attached.

1. Description of Work: Whole Tree Removal, Skidding, Decking, Slashing, Landing Preparation and Clean-up, Excavator Piling and Mastication in accordance with the requirements of the R1 Mechanical Thinning IDIQ parent contract. The requirements outlined in this Task Order are specific to this Task Order, and supplemental to the requirements of the parent contract. 6. Task Order Contract Time and Required Rate of Progress.
a. Estimated Start Work Date: The estimated start work date is June 1, 2017.
b. Contract Time. The Contractor shall complete work on this Task Order in accordance with the following requirements (Also see Silvicultural Summary Prescriptions for additional restrictions), unless otherwise approved, in advance, in writing, by the CO:
i. All Sub Items shall be completed no later than September 30th, 2018.
ii. Summer & Winter Project ref. F-3(f) Operational Periods.
7. Attachments.
a. Attachment 01: 2017 Summary Information Chart, 1 page.
b. Attachment 02: Silviculture Summary Prescriptions, XX pages.
8. Task Order Evaluation Criteria - Instructions.
a. As allowed by Paragraph G-2(c) of the parent contract, the Government will evaluate quotes in accordance with the evaluation criteria set forth in Paragraph 8 “Evaluation Criteria and Award Statement.”
b. Quoters shall submit their quote(s) by submitting the following:
i. 1 copy of completed, signed SF-18 Request for Quotations form;
ii. 1 copy of completed Schedule of Items; and
c. Price Quote instructions. Quoters must submit a price quote on Item 01, Item 02, and Item 03. These prices will be used to evaluate price reasonableness, and demonstrate your understanding of the work to be completed under this contract. Please provide a short rationale with your price proposal including any supporting documentation or calculations.
9. Evaluation Criteria and Award Statement.
a. Technical / Non-Price Evaluation Factors.
i. The Government will evaluate Technical/Non-Price Evaluation Factors in accordance with the evaluation criteria set forth in Paragraph 8 “Evaluation Criteria and Award Statement” within the
Parent Contract.
b. Price Quote. The Government will evaluate the Quoter’s proposed price(s) for each Item quoted (Item 01, Item 02, and Item 03) for price reasonableness.
c. Award Statement. No Task Order awards will be made from this solicitation. Prices obtained from this
Fictional Task Order will be considered as one of the evaluation criteria for award of the R1 Mechanical
Thinning IDIQ, with Task Orders for actual work issued at a later date.
The Government may reject any or all quotes if such action is determined to be in the best interest of the
Government.

SILVICULTURE SUMMARY PRESCRIPTION / STATEMENT OF WORK

EXISTING CONDITION: Fuel loads within the unit are moderate ranging from 15-20 tons per acre throughout the unit. Leave trees are tightly spaced and may hinder movement of the machine and limit pile locations. Slopes are flat to rolling. See Unit Photo 1 and 2 for representative conditions throughout the unit.
SOIL: The dominate soils in the project area are typified by the following characteristics:
Rocky subsoil horizons
High rates of infiltration
Moderate relative productivity
Locally, these soils are chartered by a bright brown “cap” of volcanic ash six inches or more in thickness.
EXCAVATOR PILING:
Slash shall be accumulated into piles that are compact and relatively free of soil and decomposed duff. Piles shall be constructed to facilitate full consumption when they are burned.
Piles shall be located outside of residual/leave tree driplines where possible, in openings or areas of low tree densities to minimize damage to residual trees when the piles are burned. At the discretion of the Contracting Officer, some areas of slash may be left unpiled due to tight tree spacing and limited access for the machine.
Retain 5-12 tons per acre of course woody debris (downed logs and boles of trees) greater than
6” small end diameter scattered as much as practical throughout the unit for microsite conditions and nutrient cycling. Material to be left as course woody debris shall be relatively free of limbs and needles
Piles shall be a maximum of 8-12 feet in diameter, minimum of 8-10 feet in height. Piles shall be constructed compact, have a good base to prevent the pile from toppling, be free of soil and duff, and shall not be made on down logs, rotten stumps or rocks. Material shall be piled in a parallel configuration, similar to pencils in a box. Once a pile meets the minimum diameter and height; slash may be added vertically on the edge of a pile to prevent the pile from toppling. Material used to build piles shall not exceed 10 feet in length. All objects which extend more than 2 feet in any direction from the pile profile shall be cut off and returned to the pile. No stumps shall be placed in piles.
Refer to Section H of the Parent IDIQ Contract for pertinent protection clauses including, but not limited to erosion prevention and soil protection, weed free equipment, fire control, protection of existing vegetation and all other pertinent clauses to this Task Order.

The proposed treatment unit is a relatively flat stand of mature mixed conifer timber with shade tolerant Douglas-fir, alpine fir, grand fir and spruce growing into the understory and mid-story. Since the stand is in the wildland urban interface it is desirable to remove the understory and some co-dominate trees to reduce the likelihood of a crown fire impacting the adjacent private property. We estimate needing to remove an average of 1000 stems per acre, however the stand is not uniform. Approximately 50% of the unit is relatively dense and the other 50% of the unit is more open. Some trees greater than 7” diameter at breast height will need to be removed to accommodate skid trails, decking locations and landings. Some of these trees could be up to 16” DBH, but this will be relatively rare. Anticipated excavator piling needs will be 5-10 piles per acre of natural and activity generated slash.
TREE SIZE: Average diameters and heights are as follows: Over story 19” DBH, 100’; mid story 8” DBH, 40’ height; under story 4” DBH, 25’.
SOIL: The dominate soils in the project area are typified by the following characteristics:
Rocky subsoil horizons
High rates of infiltration
Moderate relative productivity
Locally, these soils are chartered by a bright brown “cap” of volcanic ash six inches or more in thickness.

DBH in approved skid trails, decking and landing locations.
SLASHING: Slash all GF, DF, AF, ES, LP <4” DBH and >2’ in height not meeting the minimum size to process.
WHOLE TREE YARDING: Remove any felled or slashed material meeting the minimum piece size to process to designated landings.
PROCESSING: Minimum size to process is a 2 1/2” top diameter and no less than
16’ in length. Whole tree lengths are preferred to facilitate different desired processing lengths by the purchaser of the decks at a later date. In the event large trees need to be bucked for handling or decking purposes buck them into 33’ lengths.
Sorting by length, diameter or species is not required.
SKIDDER/FORWARDER TRAILS: Skidder or forwarder trail locations shall be agreed upon by the Contractor and Contracting Officer prior to starting work in this unit. Trees >7” DBH located in approved skidder or forwarder trails shall be designated for removal by the Contracting Officer. Skidder trails shall be >75’ apart center to center, forwarder trails shall be >50’ apart center to center when working on a slash mat. When not working on a slash mat, forwarder trails shall be >75’ apart center to center. Trails may be less than the required distance apart where they converge at a main trail or landing.
DECKS & LANDINGS: Landing and decking location(s) and trail access to deck location(s) shall be agreed upon by the Contractor and Contracting Officer prior to starting work in this unit and may lie outside of the unit boundary. Decks shall be located along Forest Road
XXXX in a way that makes them accessible by a self-loading log truck and doesn’t inhibit road drainage features or vehicle access. A landing is considered a place where any logs or products are gathered for loading. All slash accumulated at landings shall be piled. Piles shall be reasonably compact and free of soil to facilitate burning. Piles shall be of a size and location which will not impair road use or result in damage to residual timber.
MACHINE PILING: Excavator pile all existing fuel and activity generated slash 1”-
9” diameter and all slashed material not meeting the minimum size to process. Piles shall be constructed in openings or at least 15’ from leave trees. Piles shall be a minimum 8-12 feet in diameter, 6-8 feet in height, shall be constructed compact, shall have a good base to prevent the pile from toppling and shall not be made on down logs or rotten stumps. Material shall be piled in a parallel configuration, similar to pencils in a box. Once a pile meets the minimum diameter and height; slash may be added vertically on the edge of a pile to prevent the pile from toppling. Material used to build piles shall not exceed 8 feet in length. All objects which extend more than 2 feet in any direction from the pile profile shall be cut off and returned to the pile.

DAMAGE: Road damage as a result of the Contractors operations shall be repaired by the contractor at no expense to the government.
DOWN WOOD & WILDLIFE TREES: Leave all Down Wood >9” diameter on the large end intact and in the unit. All down wood >9” diameter on the large end shall be placed back to its original location/orientation and only disturbed to the extent necessary to complete the work. Do not cut any dead trees >7” DBH unless they create a hazard.
TIMING: When soils are dry, ground is frozen or over settled snow as determined by the Contracting Officer.
Refer to Section H of the Parent IDIQ Contract for pertinent protection clauses including, but not limited to erosion prevention and soil protection, weed free equipment, fire control, protection of existing vegetation and all other pertinent clauses to this Task Order.

EXISTING CONDITIONS/TREATMENT OBJECTIVES
The proposed treatment unit is a relatively flat, 45 year old plantation, comprised of ponderosa pine and intermixed with lodge pole pine, Douglas-fir, western larch with incidental amounts of other species. This unit missed its last thinning rotation and is too advanced for a standard pre-commercial thin and not advanced enough for a commercial thin. Since the stand is in the wildland urban interface, heavy slash loads are not desirable. The treatment will also improve the health and vigor of the remaining trees, trending the stand toward providing a commercial product in the future. The stands are relatively uniform in trees per acre, size class, and species composition. Average stocking is 850 trees per acre. There are areas with smooth bed rock outcroppings, scattered large boulders and thin topsoil most likely left over from glacial activity. The road access is really good with drivable trails and/or the main road intersecting the unit. Existing down wood in the unit is few and far between as a result of the past harvest and subsequent dozer piling. Occasionally trees greater than
7” DBH will need to be masticated to create operating space and/or access isolated portions of the unit. Damage to leave trees is not desirable.
TREE SIZE: Average DBH 6”, average height 25’.

Do not masticate any aspen, cottonwood or birch.
