1) To provide detailed questions and answers and notes from 8/18/16 site visit as follows:
a) Question #1: Must a continuous water supply be maintained to the District? No. However, it should be address in the technical evaluation under technical approach how long the contractor plans on having no water supply to the District offices, bunkhouses, and residences. Section 011400 Work Restriction, 3.3 Scheduling, B. states, “Schedule and conduct operations to minimize down time of the water supply to facilities. Submit schedule to the Contracting Officer, outlining proposed construction sequence.”
b) Question #2: What type of fencing is expected for open trenches? Normal construction type fencing, orange plastic fencing, around open trenches is expected.

c) Question #3: Is the electric meter to the pump house being replaced? Yes. See drawing sheet 15, E2.0, Note 8. Surface mount meter base and the fusible switch on the back of the building.
Coordinate with Ravalli County Electric Cooperative to install this 200 AMP 120/240 single phase service.
d) Question #4: Will excess material be hauled off site? A disposal site will be identified within 1 mile of the project for all excess natural material, common borrow, soil, rocks, root balls, and untreated lumber. See Section 01400 Work Restrictions, 3.7 Waste Disposal Site, A-C.
e) Question #5: Is there known bedrock? No test excavation has been performed to identify depths to bed rock, etc. Expect large boulders to be hit during trenching. There is visual evidence of a rock outcropping at the top of the steep grade near the old helipad site. This was identified during the pre-bid tour.
f) Question #6: Does the Forest know when the distribution part of the water system will be solicited?
The answer given at the pre-bid meeting was that we hoped it would be sometime in the next year.
Since the pre-bid meeting, funding has been identified in next year’s budget for the distribution side of the project. We hope to have another solicitation out shortly to address the distribution side of the system
g) Question #7: QA/QC plan. What does it look like? What are the qualifications? See section 014000 Quality Requirements and Section 014030 Contractor Quality Control. Section 014030 under 1.2 Submittals lists what is required to be in the plan. Specific qualifications are not listed. The Contractor should provide information regarding employee’s past experiences, training, or certifications that they feel qualify the individual to perform the QA/QC duties being tasked with.
h) Note #1: Clearing and Grubbing. It was discussed at the pre-bid meeting that the requirement to remove merchantable material may be removed through an amendment in the solicitation. The amendment would require merchantable material be limbed and decked at a designated location near the bottom of the steep grade heading up to the water storage tank. Disposal of root balls and over-sized material will be in a designated disposal site within 1 mile of the project.
i) Note #2: Erosion Control. The contractor will provide an erosion control plan per Section 015100 Erosion Control and on drawing. SD-6, Erosion Control Details. The erosion control requirements on the drawings are for those particular control devices. The FS is not requiring any specific method, however, the Contractor will have to provide a plan outlining the locations and devices they plan on using
j) Note #3: Surface Finishing of existing roads. The first road/driveway northwest of the pump house will be finished with 4” of ¾” gravel. If the Contractor excavates through the old asphalt helipad, it can be resurfaced with 4” of ¾” gravel. The road between the old helipad and the water tank is native surfaced
k) Note #4: The existing water tank is a considered a confined space when employees need to enter to conduct work. Contractor shall follow confined space requirements when working in this area. All OSHA requirements apply
2) To include updates to the specifications. Division 31 – Earthwork – Section 311000 is revised and the attachment will replace this section in the original specifications.
