Second set questions for AG-024B-S-17-0016

1) Our view of the desired outcome is: Provision of a tool for reliably predicting future staffing requirements in the face of evolving technology impacts. Is this an accurate observation? We are not looking for a ”tool”. We want an analysis that gives us a few options for known workload and the workload that we have in our sights. The deliverable should be a few alternative org charts and a description of the analysis and conditions that go with them.

1. Could you confirm that this study is confined to the Aviation Division? Yes Aviation only

2. Can an organization chart be provided? Yes, it is attached

3. What workload "drivers" are operative in the Division? How well can these be predicted?

Drivers are number and type of contracted aircraft, number and type of cooperator aircraft, number and type of agency owned aircraft, and legacy programs. Projected projects such as parachute transition, aircraft modernization, short haul program development, rappel program management, aerial supervision modernization, water scooper program development. Expect the contractor to ferret out what else we do through a series of interviews and other analysis based on industry best practices.

4. Are historical records maintained of the "man" hours used over time for Aviation Division programs and support activities? No, not that we are aware of.

5. Can you tell us the updated size of your fleet, both owned and leased/contracted? Also how many pilots? We will have 45 agency aircraft after NDAA (up from 23 pre-NDAA). We have contracts and agreements for up to 700 additional aircraft. We have 7 Pilots in the WO Aviation Staff. The rest of the pilots (approx. 50) are in the regions and are outside the scope of this effort.

6. How many interagency agreements does the Forest Service have? How many functions are contracted out to vendors? I do not know exact numbers, but approx. 10 IAA’s for WO Aviation. None of our functions are currently contracted out, but we are interested in seeing what functions could be contracted out. We do have service contracts for operations such as large airtankers operations, smokejumper aircraft operations, helicopter operations, etc.
