Questions for AG-024B-S-17-0016

1. Can you release a "not to exceed" budget for this RFQ? We do not intend to release a not to exceed. Before award we will secure funding needed.

2. 2. The line item Schedule of Supplies/Services indicates 3 different Workload Analysis. Do you want a separate Quantity, Unit and Unit Price for each of these? Similarly, do you want us to determine the actual separate number of Units required based on the various functions and/or Agency units being represented? I suspect the answer, based on the table under B2 or the RFQ, is "no" and you only want a single price estimate but I would like to confirm.

Overall we are looking for a bottom line price, however this does not mean an interested party cannot submit multiple offers for consideration.

3. Could you provide any additional information as to what current workload data are available as referenced in this sentence on page 3: "The contractor may use data collected from Forest Service Aviation Management office in Boise, Idaho." For example, which of the following functions does workload data currently exist:

The “data” does not exist in any system

4. Can the data be easily exported to MS Excel? What would the timeframe for delivery of the data be? There is no data to export.

5. Is there a current source for information regarding which functions can be performed by interagency partners and/or contracted out or would this information need to be collected through survey or other format? No there is not.

6. The Scope of Work states that the "analysis shall include Aviation staffing, Acquisition Management and Safety/Risk Management"; however, Acquisition Management and Safety/Risk Management are not focused fully addressed in the rest of the solicitation. Can you elaborate on the expectation for these two area, specifically from a Workload Analysis perspective? The analysis is focused on the Aviation workload. In the process of collecting data, conducting analysis, and generating options, the impact to Acquisition and Risk/Safety should be considered. An option that relies more heavily on contracting out functions would create more demand on the Acquisition staff. Also, does the expansion of the agency owned fleet of aircraft demand additional aviation safety personnel.

7. Does the scope of work include Workload Activities performed by other USFS Aviation contractors? Or is it exclusive to federal workforce? It is only federal.

8. Please confirm a fixed price quote. It is fixed price

9. Does any of this information already exist or will this be new data gathering? If it exists, can you provide a summary?

The data does not exist. The reference is related to data the contractor will generate through interviewing staff and conducting analysis. Currently, staffing requirements are addressed on an as needed basis. That has not been very successful and that is what has led us to this analysis
