NEXT GENERATION LARGE AIRTANKERS 2.0

1. Question #20 of Amendment #3 requests additional information to the current load schedule chart. The bottom portion of the current chart has runway lengths on the left and field elevations on the top thus making it generic and not base specific. This additional chart has gallonage (2800 thru 5000) on the left and field elevation

(1,000’ thru 7,000’) on the top and asks us to “solve for minimum runway length for a balanced field”. We have a 3,000 gallon tank so are you asking what the balanced field length is for field elevations between 1,000’ and 7,000’ or do you want this calculation specific to each of the 59 bases? If that is the case this chart makes no sense.

Offerors should solve for 2800-3000 gallons at the ISA + "X" degrees for field elevations between

1000' MSL and 7000' MSL. This means there will be some field length that meets balanced and potentially some that won't.

They are not base specific, they are for the field elevations indicated. This will be a specific number for each field elevation.

2. For the new Exhibit 8 chart included in Amendment #3, are we correct in assuming that what is requested is the minimum runway lengths put in the blocks for 2800 – 3000 gallons for field elevations from 1000’ thru 7000’?

It would be clearer if the top of the chart said that instead of the current “Allowable Takeoff Payload Base”.

Here is the appropriate title: "Balanced Critical Field Length"

Here are the appropriate directions: Solve for "Balanced Critical Field Length" at any gallon capacity the aircraft tank is capable of carrying at increasing field elevations. Not all blanks are expected to be filled. (See updated chart below)

3. A question on Section L-5 (B)(1)(2); does the USFS want a ”back to birth” status for all of the items listed in

(B)(1) and (2)? Or do you want the most current complied with items and next due? Providing complete historical information is not a problem, however the page count will be high for each aircraft due to the complexities of the maintenance program and the in service history.

It doesn't mean back to birth. It means the current status of the aircraft usually contained in an aircraft status report produced by commercially available software. In this case the report should include all of the items from L-5(B)(1). L-5 (2) is a complete listing of all major repairs, alterations and STCs.

4. If you want the complete history for each aircraft, would the USFS consider this information to be provided on a CD or other electronic media as an addendum to the technical proposal?

If it takes that then that would be fine. (Supplement data may be submitted electronically or via compact disc for any requested or required data (from the RFP) that may exceed the 500 page technical proposal limit.)

5. Some of the offered aircraft will still be in work at the RFP response deadline. When a current report is run many items will show “out of date” or noncompliant since those aircraft are still in annual inspection/maintenance. Will the out of date items be counted against an operator or does the aircraft pre-award inspection address this issue?

If those out of date items are part of normal scheduled maintenance and will be completed by the pre-award inspection there will be no issue.

6. Does the Forest Service intend to keep the Operation Loads Monitoring (OLM) System requirement for the

Next Generation Large Airtanker 2.0 RFP and contract.

Yes, the OLM system requirements outlined in the RFP will be kept in place.
