STATEMENT OF WORK
1. Scope of Contract
The Contractor shall furnish all labor, supervision, transportation, equipment, supplies (unless specified elsewhere as Government furnished) and incidentals necessary to provide temporary office services for the National Interagency Fire Center.
2. Location
The National Interagency Fire Center is located at 3833 S. Development Avenue, Boise, Idaho.
3. Technical Requirements The Contractor shall perform the following services:
A. Telephone:
1. Receiving incoming calls; screen and transfer calls to the appropriate persons or department.
2. In the absence of a Government employee, take appropriate message and leave in designated area.
3. Information requested by the general public via phone or in person shall be furnished in a professional manner.
4. Obtain name and phone number of caller and information to return call when requests for information cannot be answered at time of initial call.
5. Activating voice messaging system.
B. Greeting Visitors:
1. Conduct all business in a pleasant and professional manner.
2. Furnish information, pamphlets and brochures to general public upon request.
3. When a visitor requests to speak to an employee of NIFC, Contractor shall call employee via phone, stating name of visitor and have that employee come to the reception area to greet the visitor.
4. Visitors must sign in when coming into NIFC.
C. Front Desk Responsibilities:
1. Maintain supply of appropriate government furnished materials available to the public. Check supply of brochures and request quantities needed from the Public Affairs staff.
2. Keep reception and foyer areas neat, including brochure displays, desktops, bookcases and all storage areas.
3. Maintain a schedule of all conferences.
4. Clipping applicable newspaper articles and maintaining a file for Public Affairs office.
D. Typing, Word Processing, Database Entry, and Report Generation. – Contractor shall perform typing duties and data entry on the computer. This includes, but is not limited to:
1. Daily monitor the proposed word-processing projects (e.g. general correspondence, forms, and other related work). Requires basic knowledge of Microsoft Office 2000, including Power Point, Excel, Access, and Word.
2. Complete word processing and data input projects within given timeframes. Keep Contracting Officer’s Representative (COR) informed of conflicts.
3. Complete informational services, update databases, manipulate data, create reports, and complete all required records and documentation.
4. Receive all word processing, data input, and report generation assignments submitted via computer or hand written documents.
5. Transferring e-mail messages to appropriate parties via applicable mail application(s).
6. Finalize word processing documents in accordance with FSH 6209.12, Correspondence Handbook, as identified under Government-furnished property and in conformance with standard industry word processing procedures.
7. Finalized projects shall be submitted to the COR or Project Inspector or other designated individual(s) for review and acceptance.
8. Not disclose any written information that is proprietary or confidential in nature.
4. Contractor Obligations A. The Contractor shall also provide a planned work schedule with proposed staffing. If an employee cannot report for work, the Contractor shall provide a trained replacement automatically. Any proposed changes in personnel must receive advance approval by the COR prior to implementing such changes.
B. The contract is subject to internal controls, safekeeping procedures, and audits.
C. Contractor may provide services to the NIFC Employees Association relative to the selling of Association products. The agreement is between the contract employee and the Association, and the Association is responsible for ensuring all internal controls are in place and must conduct periodic audits.
D. The Contractor shall be required to ensure appropriate office attire is worn by all contract employees during performance of the contract.
5. Contractor Qualifications Contract employees must have performed a minimum of 6 months receptionist related duties or comparable which includes a minimum of typing, computer data entry, answering phones, dealing with the public on a one-to-one basis, filing, mail deliveries, and forms ordering. Experience should also include:
· Ability to communicate with diverse publics both orally and in writing.
· Professional attitude and appearance.
· Ability to handle potential confrontations in a professional manner.
· Be able to fluently speak, understand, and write in the English language.
Contract personnel shall not use or be under the influence of alcohol and/or illegal drugs at any time while performing obligations under this contract. Contract personnel shall not conduct personal business while on duty or solicit for other work.
The Government reserves the right to reject Contract employees not in compliance with the preceding requirements.
6. Performance Schedule
A. Work is to be performed during the hours of 0730 to 1630 (9 continuous hours per day), Monday through Friday, excluding Federal holidays. Contract personnel shall report punctually each working day at the office location specified above. The contract is for complete coverage of the receptionist desk, including lunch hour coverage and other absences. Since the Service Contract Act clause of this contract requires that overtime is paid over 40 hours per week, more than one Contract employee per office may perform this service (and is recommended).
B. In the event of unplanned events such as wildland fire and facility staffing requirements, additional personnel may be required to perform services under this contract. Contract personnel may be requested to staff similar positions throughout NIFC beyond the 9 hour contract work day or during weekends. All additional facility support hours will be approved in advance by the COR and paid at the appropriate hourly rate and overtime rates listed in the schedule of items.

52.217-8 -- Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 Days.

52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.

52.222-42 -- Statement of Equivalent Rates for Federal Hires (May 1989) In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

US Department of Agriculture Acquisition Regulations (AGAR)
452.228-71 Insurance Coverage (NOV 1996) Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
(b) General Liability. The Contractor shall have bodily injury liability insurance coverage written on a comprehensive form of policy of at least $500,000 per occurrence
(c) Automobile Liability. The Contractor shall have automobile liability insurance written on a comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and 500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.
(d) Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Item
Quote Preparation Instructions
1. These instructions are designed to ensure the submission of information essential to understanding and comprehension of the quote. There is no intent to limit the content of the quote. The instructions permit the inclusion of any additional data and/or information an offeror deems pertinent. Offerors are cautioned to follow the detailed instructions fully and carefully, as the government reserves the right to make an award based on initial offers received, without discussions of such offers.
2. After compiling all required information, reassemble the solicitation document in accordance with appropriate instructions and return the executed documents to the office address listed in the instructions.
3. To aid in the evaluation process, quotes shall be complete, comprehensive and clearly presented. Quote shall be neat, indexed (cross-indexed as appropriate) and assembled in an orderly manner. Elaborate artwork is neither necessary nor desired. All pages of each part shall be appropriately numbered and identified with the RFQ number. The offeror shall provide whatever other narrative or supporting materials (matrix, charts or other graphics) considered necessary for the government to fully understand the quote.
Quotation Format and Content. The quote shall consist of two physically separate and detachable parts as follows:
Part I – Executed Request for Quote (RFQ Documents) – Provide two copies*.
Part II –Technical Capability & Past Performance – Provide two copies*.
* Only one copy required if submitted electronically or via fax.

Evaluation factors (of equal importance)
1. Technical Capability
This factor is meant to address how the offeror plans to accomplish the work. It is made up of two (2) sub-factors as described below. In addition to the below sub-factors the Contractor’s technical volume must address the Contractor’s understanding of the SOW. Offerors shall demonstrate in sufficient detail a technical approach which will successfully meet the requirements of the SOW.
The three sub-factors for Technical Capability listed below are of equal importance:
a. Understanding of Technical Requirements
b. Management Approach (staffing plans, scheduling, supervision, corrective action, etc.)
Technical Capability evaluations shall be accomplished for all offerors, and each offeror shall be assigned one of the following overall ratings for technical capabilities:

2. Past Performance
Offerors shall submit a consecutive list of all relevant past and present performance for the last three years. Relevancy is defined as providing comparable services with respect to this type of service, this type of project and complexity. Past performance shall include the following:
1. Name of contracting activity/company
2. Contract number
3. Contract type
4. Total contract value (basic year and any options)
5. Contract Work
6. Contracting Officer and telephone number
7. Program Manager and telephone number
8. Administrative Contracting Officer and telephone number, if different than (6)
a. The offeror may provide information on problems encountered on the contracts and subcontracts identified above and corrective actions taken to resolve those problems. Offerors should not provide general information on their performance on the identified contracts. General information will be obtained from the references.
b. The offeror may describe any quality awards or certifications that indicate the offeror possesses a high-quality process for developing and producing the product or service required. Such awards or certifications include, for example, the Malcolm Baldrige Quality Award, other government quality awards and private sector awards or certifications (e.g. the automobile industry’s QS 9000, Sematech’s SSQA or ANSI/EIA-599). Identify what segment of the company (one division or the entire company) that received the award or certification. Describe when the award or certification was bestowed. If the award or certification is over three years old, present evidence that the qualifications still apply.
c. Offerors with no past experience in providing services/products similar to governments stated objectives shall state so.
Past performance shall be evaluated on the basis of the following subfactors of equal importance:
1) Contractor Responsiveness
2) Quality of Service
3) Contract Management
Past performance evaluations shall be accomplished for all offerors, and each offeror shall be assigned one of the following overall ratings for past performance:

A. A number of past performance references provided by offerors will be selected and investigated. Any derogatory past performance information obtained will be presented to the affected offeror and that offeror will have an opportunity to respond with any mitigating facts. The final determination of past performance ratings shall rest with the contracting officer.
B. An offeror with limited or no recent or relevant past performance will receive a rating of Neutral/Unknown Confidence, and will not be rated favorably or unfavorably on past performance.
Quotation Evaluation
Quotes will be evaluated based on technical merit relative to the Statement of Work. The Non-Price Evaluation Factors’ and sub-factors are of equal importance: Factor 1-Technical Capability with two (2) sub-factors of equal importance, Factor 2- Past Performance with three (3) sub-factors of equal importance. When combined, the Non-Price Factors are equal in importance to Price in the award decision. The Price Quote will be evaluated but not scored, and selection will be made on a best-value basis. Offerors should provide hourly and overtime rates for receptionist and facility support services for CLIN 002, 102, 202, 302 and 402.
Upon evaluation of factors 1& 2 (Technical Capability and Past Performance), each offeror will be assigned an overall technical rating factor from the following table:

The response meets all minimum requirements and generally is of high quality. Deficiencies are minor and easily corrected. Quote is acceptable as written. Satisfactory performance can be expected.
MARGINAL
The response fails to meet all minimum requirements. Unacceptable areas could become acceptable but discussions are required to correct marginal areas.
UNSATISFACTORY
The response fails to meet minimum requirements. Quote is lacking minimum technical detail and omissions are apparent. Soundness of technical approach is weak and lacks an understanding of the requirement. Major quote revision(s) required for minimum acceptability.
An “Unsatisfactory” rating in any factor or sub-factor may result in the entire quote being found unacceptable.
An award will be made to the offeror who represents the best value to the government in terms of technical capability, past performance and price, as outlined above. The government reserves the right to award the contract to other than the lowest priced offeror.
The Government may award a contract on the basis of offers as received, without entering into discussions with any offeror. Therefore, each initial offer should contain the offeror's best terms.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
