FAQ for Solicitation AG-024B-S-10-0031

1) Is this a new requirement? NO

2) How long has this support been in place? Currently the contract is a base plus two option years.

3) When was the contract awarded (month & year) and scheduled to end. The current contract option began February 1, 2010 and ends January 31, 2011

4) What is current contract number? AG-024B-C-08-0006.

5) Who is the incumbent? ATA Services Inc.

6) Is the incumbent eligible to bid again? Yes the incumbent is eligible to bid again.

7) If this position is covered by the Wage Determination/Service Contract Act

(SCA), will you provide the occupation code and title of the position? Pages 34 to 44 cover the wage determination, on page 35 of the solicitation this position is highlighted in yellow.

8) On the bid for the USDA Receptionist & Facility Support Services contract, do I add the $3.50 per hour Health and Welfare pay to the $11.51 base rate for

Receptionist from WD 05-2159 Wage Determination to determine a cost starting point of $15.01? YES

9) The wage in the RFP states $13.41 plus benefits. As stated in the RFQ, $13.41 is for information only, it is not a Wage Determination! (page 12 of 44).

10) Are we required to pay this wage ($13.41) +benefits or could we pay or employee less? The Wage determination is highlighted in yellow on page 35 of 44 and the benefits are on page 41 of 44.

11) Does each day include 9 hour or 8 hour days? 9 hour days

12) The RFP states the employee will work 9 Hours per day. Does that mean a 45 hour work week? YES

13) Also if it is a 45 hour work week are we required to play the employee 1 and ½ times their pay for overtime? With one employee, yes! However, generally this contract is staffed with two part time employees which does not require overtime for the standard contract!

14) In this RFQ you are requesting continuous 9 hr coverage, are you requesting a quote for a full time employee and part time employee? Currently two part time employees are used.

15) Since a staffing matrix is not included, it appears that the government is recommending two(2) part-time employees to collectively provide nine (9) hours of continuous coverage, Monday-Friday, excluding holidays and weekends (RFQ exception: “In the event of unplanned events such as wildland fire and facility staffing requirements, additional personnel may be required to perform services under this contract. Contract personnel may be requested to staff similar positions throughout NIFC beyond the 9 hour contract work day or during weekends). Is this correct? That is how the current coverage is provided.

16) What value are you asking for in the Additional Facility Support Services item? Is it one hour at the daily rate determined in the Receptionist Services for a nine-hour day, or is it one hour at time and a half derived from the daily rate for the same person to work one overtime hour each day? Statement of Work, part 6, section B, last sentence - "All additional facility support hours will be approved in advance by the COR and paid at the appropriate hourly rate and overtime rates listed in the schedule of items." identify both standard hourly rate and overtime rate, so it would be best to include both. This would also apply to the option years.

17) Would like more clarification as to why Aircraft Public and Passenger Liability insurance coverage is required for this position. We currently have coverage for all other insurances coverage except for the Aircraft and will the government allow us to submit without? or Does the contractor must have the coverage for

Aircraft Public and Passenger Liability before start its services to the goverment?

Any input is appreciated. This is a standard contract clause that only applies when aircraft are used in the contract and since this contract does not utilize aircraft this insurance is not required.

18) Will resume(s) be required with proposal submission? resumes are not required

19) Are there page limitations for any of the proposal sections? No

20) What is the cut-off date for questions? Offer due date is October 21, 2010 at

1610 MT

21) On the bottom of page 18 of the Statement of Work, under Technical Capability the text reads: “The three sub-factors for Technical capability listed below are of equal importance: a. Understanding the technical requirements, b.

Management Approach, staffing plans, scheduling, supervision, corrective action, etc)” What would the third be? It does not say. There are only two sub-factors.
