Concrete Sidewalk Replacement
USDA-ARS
Aberdeen, Idaho
1.0 Scope of Service:
The Contractor shall provide all professional services necessary and such required services shall be in accordance with the requirements as described herein and on attached contract documents. All bids shall include Davis Bacon prevailing wages for Bingham County. Top of sidewalk shall be level with surrounding grade of curbs and lawn.
| 1.1 | Remove existing concrete and materials; dispose at a site meeting all Federal, State and Local Regulations. |
| (a) | Areas of sidewalk to be replaced are indicated on Sidewalk Attachment 1. |
| 1.2 | Dimensions (total lengths) of sidewalks to be replaced are: |
| (a) | 3’ x 132’ |
| (b) | 3 ½’ x 84’ |
| (c) | 4’ x 371’ |
| (d) | 5’ x 25’ |
| (e) | 5 ½’ x 197’ |
| (f) | 6’ x 15’ |
| (g) | 6 ½’ x18’ |
| (h) | 8’ x 89’ |
| (i) | 9” x 10’ |
| (j) | 13 ½’ x 20’ |
| (k) | 14’ x 22’ |
| (l) | Steps 4 ½’ x 10’ |
| (m) | Triangular shaped piece approximately 450 square feet. |
| 1.3 | Contractor shall replace four sections of sidewalk with a box trough to provide storm water piped from the building roof to flow through to the parking area. Box shall be 12” wide x 4” deep, box shall match concrete daylight box elevation and have a minimum of 1% slope to allow water to drain to parking lot. Pictures and engineered plan are provided in the attachments. Dimensions of the finished section of sidewalk area are: |
| (a) | 4’ wide x 8’ long (see picture 1.3a) |
| (b) | 4’ wide x 4’ long (see picture 1.3b) |
| (c) | 6’ wide x 4’ long (see picture 1.3c) |
| (d) | 6’ wide x 4’ long (see picture 1.3d) |
| 1.4 | After removal of existing sidewalk the subgrade shall be excavated to the required depth and the subgrade upon which the concrete is to be placed shall have a firm and even surface. Then the subgrade shall be compacted to a minimum of 95% of maximum density as determined by AASHTO T-99. |
| 1.5 | A minimum of 4 inches of ¾” aggregate base shall be used as a base under sidewalk if soil is found not to be permeable. Then the base shall be compacted to 95% of maximum density as determined by AASHTO T-99 is required under the sidewalk. |
| 1.6 | Forms for sidewalks shall be installed level and top of form shall be such that top of finished sidewalk is a minimum of ½” and a maximum of 1”above surrounding grade of soil or grass and level with curbs. |
| (a) | Sidewalks shall not have any more than a maximum slope of ¼”/ foot. |
| (b) | Forms shall be wet by spraying water or using a release agent prior to pouring concrete. |
| 1.7 | Concrete Proportioning: |
| (a) | Maximum aggregate size – ¾”. The proposed aggregate for the mix shall be tested for expansion and Alkali-Silica Reaction (ASR) in accordance with ASTM C1260. Where testing indicated aggregates are reactive, the contractor shall use fly ash to produce a concrete mix that successfully mitigates ASR. Contractor shall provide test results of successful mitigation, using ASTM C1567 with results showing a linear expansion at 14 days not exceeding 0.10 percent when tested. |
| (b) | 6.5 bags Cement per cubic yard (611 lbs). Use a minimum of 20% certified fly in the mix as a substitute for the cement. Use Portland cement conforming to the requirements of ASTM C150 Type II for low alkali cement. |
| (c) | Minimum 28 day strength – 4000 lb psi based on ACI-318. |
| (d) | Maximum water cement ratio – 0.45. Water reducer may be used but in no case shall the water cement ratio exceed 0.45. |
| (e) | Maximum slump is 3” without water reducer. Water reducer certified by ASTM C494 is required for concrete with a slump greater than 3”. A low to mid-range water reducer (depending on the amount of increased slump) may be used to increase slump up to 5”. |
| (f) | Air content – 6.5% +1.5%. |
| 1.8 | Sidewalks shall be a minimum of 4” thick. |
| 1.9 | Concrete sidewalks shall be troweled and finished with a light broom finish. |
| (a) | Sidewalks shall be scored at a length to match the width of the sidewalk not to exceed 5 feet. |
| (b) | Expansion joint material shall be placed at a maximum of 30 lineal feet. |
| (c) | Edges of sidewalk shall be finished with a 1/8” minimum radius. |
2.0 Project Requirements:
The Contractor shall be responsible for verifying site conditions, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.
| 2.1 | The Contractor shall remove and dispose of all concrete as indicated in section 1.2 in areas indicated on attached site map. |
| 2.2 | Forms shall be installed as needed to acquire a straight and even finished sidewalk. |
| 2.3 | Before any concrete is poured, all ice, snow, and frost shall be completely removed and temperature of all surfaces to be in contact with the concrete shall be above freezing during cold weather. |
| 2.4 | All surfaces where new concrete meets existing concrete shall be cleaned. |
| 2.4 | Concrete shall be delivered on site with temperatures between 50 degrees F. and not more than 80 degrees F. at the time of placing. |
| 2.5 | The temperature of the concrete shall be maintained at a minimum of 50 degrees F. for 7 days or 70 degrees F. for 3 days. Where unformed surfaces are involved the surface temperature shall be maintained at the temperatures and time listed above. If the use of heaters is required the Contractor shall supply at no additional cost. |
| 2.6 | The Contractor shall protect the concrete sidewalks from freezing by covering with a protective covering for at least 7 days. The covering shall be supplied at no additional cost. Any concrete allowed to freeze shall be replaced at Contractors expense. Use approved curing compounds and/or moisture on surface to allow concrete to cure slowly. |
| 2.7 | Concrete shall not be allowed to exceed 80 degrees F. at time of placement. |
| 2.8 | Protect concrete from premature drying, excessively hot weather or cold temperatures, and mechanical injury for 7 days. |
3.0 General Requirements:
The Contractor shall be responsible for verifying site conditions, obtaining accurate measurement of existing conditions, and performing all services necessary to complete the work necessary for this project.
| 3.1 | Inspection of work: All work shall be inspected by the COR. |
| 3.1 | Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The cost of such permits, licenses, inspections etc., is the obligation of the Contractor. |
| 3.2 | Installation: It shall be the responsibility of the Contractor to complete work in accordance with industry standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution. |
| 3.3 | The Contractor shall submit if applicable: |
| (a) | Contractor’s construction schedule |
| (b) | List of subcontractors |
| 3.4 | Protection of Work: The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR. |
| 3.5 | Safety Requirements: Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security. |
| 3.6 | Temporary Facilities: |
| (a) | Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if available and if requested. Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through his/her own negligence. |
| (b) | All other temporary facilities (telephone, office trailer, restroom etc.) are the responsibility of the contractor. |
| 3.7 | Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR. |
4.0 Project Schedule:
4.1 60 Calendar days from Notice to Proceed.
