Notes: All Job Orders will be for work at or near one of these Alaska communities/locations or at one of the listed remote and mountain top sites.

Offeror may submit Contractor Coefficient factors for any or all of the main Groups (Item No.

1-9) listed in the Schedule of Items. For each Group to which the Offeror chooses to respond, Contractor Coefficient factors must be provided for all of the locations within that Group. Offers must be supported by a detailed breakdown explaining how each coefficient factor was developed. Attention is directed to Provision L.12, Instructions for the Preparation of Technical and Business Proposals, paragraphs (c)(2) and (c)(3). Offerors are reminded of the requirement to provide their assessment of the accuracy of the RSMeans unit price book and to explain the basis for any assumptions made with respect to that guide. Additionally, offerors are reminded to provide a detailed explanation of how each coefficient was developed.

Flat Fee Schedule: Use of Items 10.01 through 10.04 and 11.01 through 11.08 in the Schedule of Items will be identified in each Job Order Request. (See section B.5).

B.1 NUMBER OF AWARDS

The Government contemplates awarding multiple contracts as a result of this solicitation.

B.2 BASIS OF AWARD

Award will be based on evaluation in accordance with the factors and sub factors described in Section M.

The weighting estimate figures are only rough estimates and are not guaranteed. The sole purpose of these figures is to provide a means of evaluating offers. Each offeror’s coefficients will be weighted using these figures as part of the price evaluation portion of the best value selection process.

B.3 COEFFICIENT (for “Pre-priced Work)

(a) Pricing for this contract will be based upon the RS Means Facility Construction Cost Data, (hereafter referred to as RS Means Book).

• The RS Means Book versions for each year will be used during that calendar year as follows:

• The Bare Cost of a unit of work will be determined by the RS Means column identified as:

(b) The Contractor Coefficient is the coefficient listed in THE SCHEDULE for the location in which the Job Order work is to be performed.

(c) The offeror’s Contractor Coefficient must be all inclusive and must include the following costs:

(d) The Contractor Coefficient is to be applied to that work anticipated to be accomplished during normal working hours, Monday through Saturday (0800 to 1800 Hrs) excluding Federal holidays.

(e) The Contractor Coefficients shall be represented in the Contractor’s proposal as follows:

An offer of "net" would be represented by "1.0". An example of a decrease from the prices listed in RS MEANS ® CONSTRUCTION COST DATA would be "0.98". An example of an increase above the prices listed in RS MEANS ® CONSTRUCTION COST DATA would be "1.10".

(f) The Contractor Coefficient will remain unchanged throughout the term of the contract.

B.4 NON-PRE-PRICED WORK

(a) Non-pre-priced work is categorized as follows:

(i) Facilities maintenance or construction activity that is not specifically included in the RS Means Book but is within the basic intent and general scope of the contract.

(ii) Facilities maintenance or construction activity that is included in the RS Means Book but requires substantial adjustment due to unusual site conditions which differ materially from those typically encountered in the cities listed in the Schedule.

(iii) Facilities maintenance or construction activity that is included in RS Means Book but requires material of significant different quality than represented in the RS Means Book.

(b) Non-pre-priced work will be negotiated by the Contracting Officer and may be added at any time during the contract term.

(c) Previously non-pre-priced work items may be added to the contract as pre-priced work items and will be available for use on subsequent Job Orders.

(d) Non Pre-Priced Prime Contractor Material and Equipment Costs. Materials for non-pre-priced work performed directly by the prime contractor shall be based upon competitive quotes, typically three or more, as approved by the Contracting Officer. This cost shall then be adjusted by the Contractor Coefficient identified in the Schedule. Such material costs will not be adjusted by the RS Means Ketchikan City Cost Index.

(e) Non Pre-Priced Prime Contractor Labor Costs. The labor rate for the prime contractor for non-pre-priced work shall be the bare labor cost from RS Means Book for the particular trade involved. This information is available from the “Crews” section of the RS Means Book.

Productivity (the number of man-hours required) shall be based upon RS Means Book for work of a similar nature whenever possible. This cost will then be adjusted by the Ketchikan City Cost Index and the Contractor Coefficient.

(f) Non Pre-Priced Subcontractor Activity. Non-pre-priced subcontractor costs shall also be based upon competitive quotes, typically three or more, taking the contract Davis-Bacon wage rates and all local conditions into consideration, as approved by the Contracting Officer. This cost shall then be adjusted by a factor of 1.25 to compensate the prime contractor for all costs associated with subcontract management. No other adjustments to subcontractor costs will be considered. Subcontractor quotes must be in sufficient detail for the Government to evaluate costs associated with labor, materials, and equipment.

B.5 FLAT FEES

(a) Flat Fees shall be as listed in the Schedule.

(b) Flat Fees will not be paid for Modifications when existing line items are being adjusted.

(c) Flat Fees amounts are paid as shown on the top of the Job Order Price Proposal; Flat Fees are not to be marked up.

(d) If the government supplies any of the amenities listed in The Schedule Part 5 for Transportation and Per Diem, or if the contractor has an office within 50 highway miles from the location where the work is being performed, the contractor shall not be eligible for those flat fees.

(e) Standby time for helicopters is considered incidental to the transportation to and from the mountain top communication sites and will not be included in the hours for the Flat Fees.

B.6 CONTRACT WORK AT UNLISTED REMOTE SITES

If work is proposed at a location other than identified within the Schedule the Community Cost Coefficient for that location will be negotiated as a Contract Modification.

(a) During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $25,000.00 but not in excess of $4,500,000.00.

Section C—Description/Specifications/Statement of Work

SECTION C—DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

SECTION 01010 General Requirements

PART 1 - GENERAL PARAGRAPHS

1.01 SCOPE OF WORK

The purpose of this contract is to provide real property facility design, maintenance, repair and minor construction support, including buildings, grounds, roads, ancillary facilities, utilities, and systems, to promote energy and water conservation, and to provide a full range of support for construction activities.

The contractor shall provide all labor, materials, supplies, equipment, and management necessary to perform the Job Order Contract (JOC) for the U.S.

Forest Service. The services are for minor construction and real property maintenance and repair, including Design-Build and incidental HAZMAT mitigation. The work may consist of demolition, earthwork, utilities, site work, concrete, precast concrete, masonry, pre-engineered structures, masonry, metals, woods, thermal and moisture protection, finishes, specialties, furnishings, plumbing, mechanical, electrical, communications, fire alarm, fire protection system, doors, windows, hazardous materials abatement and other items defined in the Contract Documents.

The work shall include the preparation of Job Order Proposals to include project scoping, cost estimating, and development of Job Order specific specifications/requirements.

Refer to Section B.3 for RS Means Book line items that are excluded from the scope of this Contract.

1.02 LOCATION

Work shall be accomplished in one of the communities/locations identified in Section B. Work will be in occupied and unoccupied residences, multi-occupant housing units, offices, warehouses, other miscellaneous types of facilities, and mountaintop communication sites. The location of the mountaintop communication sites are contained in Section J.

1.03 CONTINUITY OF FACILITIES OPERATION AND HOURS OF OPERATIONS

Schedule all work to minimize interference with any on-site housing residents and the facilities normal operations. Notify the Contracting Officer 72 hours in advance of any shutdowns. The contractor shall coordinate with the Contracting Officer to make all appropriate notifications to residents or building occupants of anticipated utility outages. Perform all on-site work between the hours of 8:00 AM and 6:00 PM, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the Contracting Officer.

1.04 SITE MANAGEMENT

Maintain walkways, driveways, and project site to be free of all construction debris on a daily basis. Maintain site free of hazards at all times.

1.05 NOTIFICATION OF START AND COMPLETION OF WORK

For each Job Order the Contractor shall notify the Contracting Officer in writing, five calendar days in advance of the date he intends to commence work, and five calendar days prior to the date that work will be ready for final inspection.

1.06 RECYCLING AND DISPOSAL OF REFUSE

With the exception of materials specifically indicated or specified to be salvaged for reuse in construction, or turned over to the Government, all refuse, excess or waste materials resulting from construction operations shall become the property of the Contractor and shall be recycled and/or disposed of. All disposals shall be in accordance with federal, state, and local laws and regulations. No disposal, viewing or sale of materials and/or equipment shall be allowed on Government property.

1.07 SAFETY

During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction. Additional safety requirements are contained in Section H of the solicitation. Smoking will not be permitted in any building or structure.

1.08 TEMPORARY FACILITIES

(a) STAGING AREA: The Contracting Officer shall arrange the location for exterior stockpiling of materials. The Government will provide adequate staging area as close to the Job Order site as practicable. In most cases, the Government will not provide covered storage/staging areas to the Contractor. The Contractor shall be responsible for protecting materials stockpiled against adverse weather, damage, theft, and other risks of loss.

The Government assumes no responsibility for material or equipment left in the storage area.

(b) SANITARY FACILITIES: Toilet facilities will not be provided by the Government at Job Order sites unless specifically identified in the Job Order.

(c) WATER AND ELECTRICITY: Water and 120V electricity may be available at no cost to the Contractor, depending on the location of the Job Order.

Should water and electricity not be readily available, the contractor shall provide these services as needed to perform the required work.

(d) TELEPHONE: The Contractor may elect to hook-up commercial phone services using the local telephone service provider, at no cost to the Government.

1.09 EXISTING UTILITIES

The contractor shall field verify all utility locations before digging or trenching. This shall include but not be limited to the use of sonic, electronic or magnetic detection devices, by noting pull box and utility box

Section C—Description/Specifications/Statement of Work locations at the surface, use of locator services, and by potholing.

Contractor shall be responsible for repairing any utilities damaged during construction at no additional cost to the Government.

1.10 SPECIFICATIONS

The work shall conform to these specifications and any supplemental specifications and/or scope of work issued in conjunction with each individual Job Order. All work shall be performed in compliance with the most recent International Building Code, Uniform Plumbing Code, International Mechanical Code, National Electric Code, National Fire Protection Association (NFPA), International Fire Code, Architectural Barriers Act, and local ordinances and regulations.

1.11 DRAWINGS

The work shall conform to the drawings when provided with a Job Order.

1.12 REMOTE SITE WORK

(a) COORDINATION: Contractor is required to coordinate with local contacts listed in individual job order requests.

(b) TRANSPORTATION FROM DOCK TO CAMP: Contractor is responsible for their own transportation to the camp site. Forest Service vehicles will not be provided for contractor use at the administrative sites.

(c) INCLEMENT WEATHER CONTINGENCIES:

In the case weather prevents timely transportation back the nearest Ranger District City from camp, contractor will be allowed full use of camp facilities until such time transportation is available. Contractor is responsible to leave camp and facilities clean and in the same condition as found. Contractor must remove and take garbage back to town.

When weather causes a delay in contractor’s timely return back to town, reimbursement of wages will be allowed for each person on site.

Reimbursement will not be allowed to extend employees pay to more than a total of 8 hours per 24 hour period. Any cost beyond the executed job order will require a contract modification.

(d) SAFETY ITEMS:

Bears: Contractor shall take all precautions necessary for their own safety while working at any Remote Site, including providing bear safety, guns, bear spray, etc. Contractor shall manage food and garbage so as to not attract bears to the site.

SAT Phones: Contractor shall provide communications for all personnel while on site. Contractor shall check in with Contractor’s home office at a minimum once in the morning and once in the evening, and upon arrival and upon departure. Contractor may use base station radio located in the cookhouse while in camp.

Cell Phones: Cell phone coverage may not be available at some of the communities/locations listed in Schedule B.

(e) KEYS AND BUILDING ACCESS: Keys for all Remote Site Buildings may be obtained at the Ranger District Offices from the contact listed in the job order request. Contractor must “sign” and return keys to at camp opening and at camp closing.

(f) LEAVING CAMP: Contractor shall lock all doors and have generators shut down before leaving camp. Turn propane tanks off.

(g) HAZMAT: In case of a HAZMAT spill (fuel/oil), Contractor shall contract the Contracting Officer’s Technical Representative (COTR) immediately.

SECTION 01300 SUBMITTALS

PART 1 - GENERAL

1.01 GENERAL

(a) Definition: Submittals - Product literature, catalog cuts, product samples, shop drawings, as-built drawings, Quality Control Plans, and other documents submitted to the Contracting Officer for information or for review and approval when required by the Job Order.

(b) Submittals shall be presented in two copies unless indicated otherwise. The Contracting Officer will return one copy of the submittal to the Contractor, whether approved or rejected.

(c) All submittals shall be accompanied with a transmittal sheet signed by the Project Site Superintendent. Salient characteristics of the materials proposed for use shall be clearly identified in the submittal. The Project Site Superintendent shall certify that he has reviewed the submittal and has determined that the submittal is in full compliance with the requirements of the Contract and Job Order. Illegible, incomplete, or uncertified submittals may be rejected.

(d) Submittals shall be approved by the Contracting Officer prior to any work being performed on the Job Order or materials being delivered to the job site.

(e) Review of submittals, and corrections or comments made during the review, does not relieve the Contractor from compliance with the requirements of this Contract.

(f) Allow 14 calendar days for government review of submittals. Review time shall commence upon receipt of a satisfactory submittal certified by the Project/Site Superintendent containing all information required to completely and thoroughly evaluate the submittal. Time shall start anew for each submittal and any required resubmissions.

1.02 JOB ORDER QUALITY CONTROL PLAN

The contractor shall develop a Quality Control Plan for each Job Order. The plan should identify each major task to be performed. For each major task the plan should identify a quality standard that can be used to determine that the task has been successfully accomplished in full compliance with the requirements of this contract. For larger projects the plan may require periodic inspections, tests, or certifications.

The proposed Job Order Quality Control Plan shall be signed by the Project Site Superintendent prior to being submitted for review and approval. At the completion of the Job Order the Plan should be signed by the Project Site Superintendent and submitted with the Job Order Invoice. See section G.3 for requirements for submittal of the Job Order Quality Control Plan with requests for payments.

1.03 CATALOG CUTS

Catalog cuts shall contain manufacturer's description, specifications and sketches of the material and equipment provided. The catalog cut shall

Section C—Description/Specifications/Statement of Work contain sufficient information, which can be used to determine compliance with these specifications. Submit catalog cuts as required by a negotiated Job Order. Clearly indicate selected item and components being proposed.

1.04 SAMPLES

Product samples shall include color, pattern, style, and other information required to fully describe the items being proposed as required by the Job Order.

1.05 SHOP DRAWINGS

Submit shop drawings when required by the Job Order. Drawings shall indicate layouts, dimensions, materials, and other information required to fully describe the items being installed.

1.06 TEST RESULTS

Submit test results as required by the Job Order.

1.07 PERMITS AND CERTIFICATES

Submit copies of all permits and certificates as required by the Job Order.

Where permits are required they will be reimbursed as identified in Section B.

1.08 HAZARDOUS MATERIAL IDENTIFICATION

Submit Material Safety Data Sheets (MSDS) for any materials defined as hazardous under the most current revision of Federal Standard 313. Two copies of each MSDS shall be submitted to the Contracting Officer no later than the delivery date of the product.

1.09 AS-BUILT DRAWINGS-(FLAT FEE)

When Shop Drawings are required by a Job Order, the Contractor shall maintain at the job site one set of contract drawings marked in red to show any deviations which are found to exist or have been made from the contract drawings. Upon completion of the work, the marked set of drawings shall be delivered to the Contracting Officer. Request for final payment will not be approved until the marked drawings are delivered to the Contracting Officer.

1.10 OPERATION AND MAINTENANCE MANUAL-(FLAT FEE)

When required by Job Order, furnish an electronic Adobe pdf file operation and maintenance (O&M) manual for each system (discipline) identified. The manual shall contain, as a minimum, the following:

• The manufacturer and local representative's name, address, and telephone number.

• Legible catalog sheets, model numbers, and other descriptive literature for each system component.

• Instructions for installation, connection, start-up, operation, shutdown, troubleshooting, maintenance, lubrication, and overhaul

Section C—Description/Specifications/Statement of Work for the items specified in the Job Order. Exploded or other detailed views of all components shall be included with complete parts list and ordering instructions.

1.11 INSTRUCTION TO GOVERNMENT PERSONNEL

When required by the Job Order, the contractor shall furnish the services of a competent instructor to give full instructions to designated government personnel in the adjustment, operation/maintenance, and safety requirements of all equipment/systems installed. Submit a proposed outline and time requirements for approval. Training shall include hands on experience whenever necessary to ensure full understanding by participants.

Instructions shall cover installation, connection, start-up, operation, shutdown, troubleshooting, maintenance, lubrication, overhaul operations, and emergency procedures at a minimum and include any other topics required to provide personnel with a full and complete understanding of the equipment/systems.

Each instructor must be thoroughly familiar with all parts of the installation and trained in operating theory as well as practical operation and maintenance work. Use manufacturer's representatives where practical.

Instructors will use approved O&M manuals as reference material during training.

Coordinate scheduling of instructions with the Project Manager (PM) and Facilities Engineer (FE). Unwitnessed instructions or instructions given to non-designated personnel will not constitute compliance with these requirements. Provide all instructions in conjunction with the Final Inspection and submit the attendance list immediately following instruction.

1.12 JOB ORDER WORK SCHEDULE

A Job Order Work Schedule shall define the overall time required to perform the identified work. Each major task, including beginning time and ending time, shall be identified within the schedule. Notify the Contracting Officer whenever there are significant departures from the approved Job Work Schedule. Submit any requests to modify the Work Schedule, in writing to the Contracting Officer with an explanation for the deviation.

1.13 PROJECT MANAGER

It shall be the responsibility of the contractor to provide a responsible project manager to represent the contractor in all matters pertaining to work under this contract. The project manager shall have the responsibility of overall supervision, quality control, cost estimating and be responsible for the management of all ongoing work. S/he shall be available in person, by telephone, or radio to respond to any and all problems during normal working hours.

The contractor shall provide a detailed resume of project manager for review and approval by the Contracting Officer. If during the term of this contract, the contractor changes or replaces the project manager, approval by the Contracting Officer is required.

Within 2 months of contract award the contractor shall submit an RS Means Cost Estimating Certificate certifying that their employee who will be

Section C—Description/Specifications/Statement of Work performing cost estimating has attended and passed an RS Means Unit Price Estimating Seminar or a Facilities Maintenance & Repair Estimating Seminar.

1.14 SITE SUPERINTENDENT

It shall be the responsibility of the contractor to provide a responsible site superintendent to represent the contractor in the field in all matters pertaining to individual Job Orders under this contract including, but not limited to construction, day-to-day coordination of activities, control over employees and subcontractors, and coordination with local Government personnel. The site superintendent may also be designated the project manager. S/he shall be available on site in person, by telephone, or radio to respond to any and all problems during normal working hours. The skills and qualifications of the designated site superintendent for each Job Order will be part of each Job Order submittal and negotiations. The site superintendent shall be responsible for on-site Quality Control and shall sign all Job Order submittal transmittal sheets.

Site superintendent shall maintain on site a file containing the following project documents.

Executed Job Order (Job Order Request, Price Proposal) Contract Drawings Contract Specifications Quality Control Plan – (up to date) As-Built Drawing – (up to date) if required Work Orders Modifications

This file shall be maintained and available to the Contracting Officer upon request. If the Site Superintendent is replaced, the existing Superintendent shall review all documents and ongoing issues with the new Superintendent.

The Contracting Officer shall be invited to participate in the review.

The Government issued contract number is to be referenced on all official communication starting upon notice of award.

(a) A Multi-Trade Construction Contract is a fixed price, indefinite-quantity contract which consists of a collection of negotiated specifications encompassing most aspects of facilities maintenance and construction work. Contractors submitting an offer for the Multi-Trade Contract are required to submit a separate coefficient for the communities identified in Section B.

(b) The RS Means Book serves as the basis for establishing the values of the work to be performed on a unit price bare cost basis.

F.4 PROJECT SCOPING/COST PROPOSAL PROCEDURES

(a) As the need exists for performance under the terms of this contract, the Contracting Officer, or his authorized representative, will notify the Contractor of an existing requirement and provide the Contractor with a Job Order Request; an example is provided in Section J.

Additional specifications will be provided with the Job Order Request, as the Government deems necessary.

(b) Upon the receipt of a Job Order Request form from the Government, the contractor shall within 15 work days, or such other period as may be mutually agreed upon, prepare a Job Order Proposal containing the following documents and information:

(1) Copy of the initial Job Order Request form with notation as to any items changed through negotiation (this will become the description of Work defining the quality and scope of work).

(2) Job Order Price Proposal (a blank form is provided in Section J)

(3) Product Submittals as appropriate

Site visits, if necessary in the development of a Job Order Price Proposal will be considered as incidental to the work and included in the Contractor’s Community Coefficient as offered.

(c) Each Job Order Price Proposal shall be prepared using the RS Means Facilities Construction Cost Data. The Job Order Price Proposal shall include all costs, including subcontractor costs (refer to Section B). The Contractor’s Job Order Price Proposal shall be prepared in sufficient detail to allow the Contracting Officer to conduct a thorough review and evaluation. Single total, lump-sum cost estimates for a project will not be accepted. Major, significant components of work and all non-pre-priced items shall be identified in the Job Order Price Proposal. The Job Order Price Proposal shall be assembled into specific salient features of the work with each line item given a unique line number and sufficient comment to clearly portray the specific work associated with that line item.

(d) Non-pre-priced work to be included in a Job Order must be proposed by the Contractor in a format acceptable to the Government. (refer to Section B).

(e) Upon receipt of the Contractor’s Job Order Price Proposal, the Government will review the proposal for completeness, use of the proper RS Means line items of work, and review non-pre-priced line items. The Government will negotiate with the Contractor when the proposed quality or level of work varies from what the Government desires. After agreement is reached, the Contracting Officer will issue a Job Order for performance of work.

F.5 JOB ORDER/TASK ORDER

(a) A Job Order is the contractual instrument issued by the Government to the Contractor to order work. The Job Order is issued upon agreement between the Government and the Contractor on the scope of work, performance time, and the fixed price for the work. Each individual numbered Job Order becomes a fixed priced contract. The terms Job Order and Task Order are synonymous under this IDIQ MATOC contract.

(b) Modifications to Job Orders may be required due to differing site conditions, increased scope of work or a decreased scope of work, which are beyond the control of the Contractor or the Government. Modifications are issued pursuant to specific standard clauses contained in the basic contract. If a modification to a Job Order is required, the Contractor shall submit a detailed cost proposal in the same manner and form as required for the initial scope of work.

(c) All Job Orders are deemed to include and be subject to the terms and conditions of this contract. In the event of conflict between a job order and this contract, the contract shall control.

(d) The Government reserves the right to issue Job Orders unilaterally if prior negotiated agreement to the terms of that order cannot be reached before the date that the Contracting Officer determines that prosecution of work must begin.

F.6 JOB ORDER NOTICE TO PROCEED, JOB ORDER TIME, AND JOB ORDER

PERFORMANCE PERIOD

(a) Notice to Proceed. Each Job Order’s Notice to Proceed will be the date that the Order is signed by the Contracting Officer or the date that it is post marked if mailed.

(b) Job Order Time. Job Order Time is a broad window of time identified within the job order during which the work must be performed. The Government will allow as much time as possible to permit the contractor to efficiently schedule the work.

(c) Job Order Performance Period. The Job Order Performance Period is the specific time period allowed to perform the work. Once activity has begun on a Job Order it must be completed within the specified Job Order Performance Period.

F.7 AGAR 452.211-74 PERIOD OF PERFORMANCE (FEB 1988)

The period of performance of this contract is from date of contract award through three years from date of award.

F.8 CONTRACTOR LIABILITY

If the Contractor fails to complete the work within the time specified, or any extensions thereto, the Contractor shall be liable for the total amount of actual damages incurred by the Government due to any inexcusable delay caused by the Contractor until actual contract/ Job Order completion. The above actual damages are in addition to any other contractual, regulatory, statutory, and Federal Common Law remedies, protection and damages.
