Required documents should be submitted via electronic email with the requirement title. Each proposal shall include a cover page with the requirement title, Offeror’s name, address, CAGE Code, and DUNS number. All proposals shall clearly be marked good for 90 days.
The response shall consist of two (2) separate parts:
Part I – Technical Capability

(End of Clause)
FAR Provision 52.212-2 Evaluation – Commercial Items (January 1999)
The Government will award a contract resulting from this solicitation to one responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
This is a Lowest Price Technically Acceptable (LPTA) acquisition. Technical Capability will be evaluated and given ratings of acceptable or unacceptable. Unacceptable offers are not eligible for award. Offerors shall use the Government-provided Performance Work Statement (PWS) to develop their technical approach. Offerors shall specifically explain how their approach will meet the key requirements of the PWS.
To be determined responsible, a prospective contractor must --
1) Demonstrate adequate financial resources to perform the contract, or the ability to obtain them;
a) Acceptable evidence normally consists of a commitment or explicit arrangement, that will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel.
2) Express ability to comply with the required performance schedule, taking into consideration all existing commercial and governmental business commitments;
3) Demonstrate a satisfactory performance record. A prospective contractor shall not be determined responsible or nonresponsible solely on the basis of a lack of relevant performance history.
a) Recent and Relevant Contracts. The prospective contractor is encouraged to submit recent and relevant past performance information the prospective contractor considers most relevant for demonstrating the Offeror’s ability to perform the proposed Scribes effort. The prospective contractor shall describe contract(s) deemed recent and relevant to the proposed effort and identify the related contractual elements (i.e., what parts of the past performance contracts relate to the current proposed effort). The prospective contractor shall include supporting rationale that states why each selected past performance contract is considered relevant to the Scribes effort. Note: the Government is not bound to the Offeror’s relevancy assertions.
b) “Recent” is defined as performance occurring within 5-years from the date of issuance of the solicitation. Only past performance information that satisfies this recency condition will be evaluated.
c) “Relevant” is defined as efforts that include on-site administrative support services similar to those stated in the PWS, and/or management of services across multiple geographic locations. Each prospective contractor will be allowed to submit up to five references.
d) Multiple references may be cumulated to meet the Government’s definition of relevancy; in these instances the combined references must have at least 12-months of continuous, overlapping performance. The references may include joint venture, teaming and/or proposed subcontractor(s).
4) Have a satisfactory record of integrity and business ethics (for example, see FAR Subpart
42.15);
5) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them. (See FAR 9.104-3 (a).); and
6) Be otherwise qualified and eligible to receive an award under applicable laws and regulations
(see also inverted domestic corporation prohibition at 9.108).
The following factors shall be used to evaluate offers:
Technical Capability Proposals will be given a rating of Acceptable or Unacceptable based on the below Evaluation Standards.
Evaluation Standards Determination Definition
Acceptable
ALL of the technical sub-factors are clearly met by the proposal. The offeror’s proposal meets the performance and technical capability requirements defined in the PWS.
Unacceptable
Not all of the technical sub-factors are clearly met by the proposal. An unacceptable proposal contains one or more deficiencies. The proposal fails to meet specified minimum performance and technical capability requirements defined in the PWS.
A technically acceptable proposal shall have a sound technical approach that meets all technical factor(s):
Part I – Technical Capability – the contractor will provide the services and meet the requirements outlined and detailed in the Performance Work Statement (PWS). Contractors who fail to meet the factor(s) listed below will be deemed technically unacceptable. Contractors shall provide supporting rationale on the ability to perform the requirements in the PWS by addressing the following technical sub-factor(s):
Part 1 – Technical Capability
Sub-Factor 1. Technical Approach
Technical proposals will be reviewed and critiqued according to their ability to meet the tasks of the PWS.
Sub-Factor 2. Personnel
The Contractor shall address how the personnel qualifications and work experience of the PWS will be met.
Sub-Factor 3. Quality Control Plan
The Contractor shall address and provide a Quality Control Plan which will provide a plan for the quality control (QC) procedures of all work accomplished during the performance of the contract.
Specifically, the proposal must address how the Contractor will correct identified deficiencies, and report the outputs/outcomes of the performance requirements.
Part II- Price
The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price. Contract award shall be made using Lowest Price Technically Acceptable (LPTA). The Government will review the proposals for lowest price first.
Then the Government will review the lowest priced proposal for technical acceptability. If the lowest priced proposal is technically acceptable then award shall be made and no other technical evaluations shall be performed. If the lowest priced proposal is not technically acceptable then the Government will review the next lowest priced proposal for technical acceptability and if found technically acceptable the second lowest priced proposal will receive the contract award. This process will continue until a lowest priced proposal is deemed technically acceptable for contract award. IAW FAR Part 15 the price proposal will be evaluated for reasonableness based upon a comparison of the Offeror’s price to the proposed prices received in response to the solicitation.
