ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS
- COMMERCIAL ITEMS
1.0 GENERAL INSTRUCTIONS
This is a Lowest Price Technically Acceptable conducted In Accordance With (IAW) Federal Acquisition Regulation (FAR) 13.3 as supplemented.
*Delivery for this shelter is to Joint Base Elmendorf-Richardson. The Government will handle any subsequent shipping needs. Exact address to be provided upon award.
1.1 Proposal Compliance. To ensure timely and equitable evaluation of quotes, each Offeror must follow these instructions and the Offeror's proposal shall include all data and information requested by this Instructions to Offerors (ITO) and shall be submitted IAW these instructions. The Offer shall be compliant with the requirements as stated in the Request for Quote (RFQ) Letter, WI Shelter Specifications, Solicitation Standard Form (SF) 1449, and all other parts of this solicitation. If a proposal fails to conform to the instructions provided in this ITO, it may be deemed non-responsive and the Offeror may be deemed ineligible for award. Offerors are NOT permitted to take exception to any terms and conditions within the RFP.
1.2 RFP Discrepancies. If an Offeror believes that any portion of this solicitation contains a perceived error, omission, or is otherwise unclear, the Offeror shall immediately contact the
Procuring Contracting Officer (PCO) via e-mail, clearly describing the portion of the solicitation in question and the impact the discrepancy or ambiguity has on the Offeror’s ability to prepare their proposal. Questions pertaining to the proposal shall be submitted no later than the date and time identified in section 1.3 below.
1.3 Point of Contact. The PCO is the sole point of contact for this acquisition. Offerors shall address any questions and concerns to the PCO as soon as possible, but no later than 0900 AKDT, 15 Sep 2023. The subject of the email shall be “Questions – FA521523Q0010”.
Questions shall include a reference to the specific solicitation element to which they pertain.
The Government will take into consideration all questions submitted by the deadline set forth above and will answer them via posting to beta.sam.gov. Written requests for clarification and questions shall be sent to the PCO, Erick Shriver at erick.shriver.1@us.af.mil.
2.0 PROPOSAL INSTRUCTIONS
2.1 Proposal Due Date.
Proposals are due by 1000 Alaska Daylight Savings Time, 21 September
2023. Proposal submissions for this solicitation will be delivered electronically via email or the DoD SAFE site (https://safe.apps.mil/); no paper copies are required or will be accepted. Timely receipt of quotes is the sole responsibility of the Offeror. Quotes received after the proposal due date & time will be considered late and may not be considered.
2.2 Price. Offeror shall provide “unit price” and “total price” in the blank spaces for Contract Line-Item Number (CLIN) 0001. Please include in this price any & all shipping costs (FOB Destination) associated with the quote. On the cover letter or on a separate attachment, the offeror must include a breakout of shipping and shelter price to ensure balanced pricing.
2.3 Fully Assembled. The price submitted as described in Sections 2.2 shall be for a fully assembled unit. Attachments/parts to structure which are susceptible to break during shipment may be left unattached & the Government will attach. Such attachments/parts must be able to be attached by someone who is not a subject matter expert (SME). The offeror must specify any & all parts that they are shipping that will not be attached/assembled with rationale as to why.
2.4 Technical. Offeror shall submit Shelter Specifications mirroring Attachment 1 Wake Island Fiber Optic Shelter Specifications. If the item meeting the specifications is an “or equal” item, a short explanation stating how the “or equal’ item should be included if not clear.
2.5 Past Performance. Offeror shall submit one (1) example of fulfilling a requirement to the Government or Commercial Marketplace that is recent & relevant to this requirement.
