About this file
Addendum No. 2 is issued by the City of Grand Junction Purchasing Division for the Four Canyons Parkway Phase 2B Project (IFB-5692-25-DD). The addendum provides clarifications and modifications to the original bid documents, specifically addressing questions about irrigation services, fiber optic installation, fence resetting, and sign relocations. Key changes include removing Bid Items #256 and #258 related to fiber optic cable, adjusting the quantity for Bid Item #145 regarding fence resetting, and clarifying the status of various signs and irrigation connections along 25 Road.
The addendum does not introduce significant pricing changes but provides technical clarifications that may impact bidding contractors' approaches and cost calculations. Notably, the document specifies that only conduit and boxes for fiber optic infrastructure will be installed, not the fiber optic cable itself. For the fence resetting at 623 25 Road, approximately 450 linear feet will be handled under a separate contract or change order. The addendum also addresses potential confusion about duplicate bid items and provides guidance on sign relocations, emphasizing the need for contractor coordination with property owners and the city.

Purchasing Division
ADDENDUM NO. 2
DATE: June 24, 2025 FROM: City of Grand Junction Purchasing Division TO: All Offerors RE: Four Canyons Parkway Phase 2B IFB-5692-25-DD
This addendum shall be a part of the Contract Documents for the above project and is hereby made effective on the date shown above. All other terms and conditions of the contract documents not addressed in this addendum shall remain unchanged.
The bidder shall acknowledge receipt of this addendum in the space provided in the Bid Form. Failure to do so may subject the bidder to disqualification.
Please make note of the following questions/answers/clarifications:
1. Question: Will Insert-A-T fittings be allowed for the 4” irrigation services on the 18” ADS pipe instead of using a standard tee fitting and several reducers.
Answer: Insert-A-T fittings shall not be allowed for the 4” irrigation services. Standard tee fittings are acceptable.
2. Question: Several questions were received regarding fiber optic installation.
• Fiber Splicing
• Splice Cases
• Termination Panels
• Testing and Acceptance
• Material Ownership and Supply
• Fiber Slack Requirements
• Labeling and Documentation Answer: Phase 2B of the Four Canyons Parkway project does not propose the installation of Fiber Optic cable. Only conduit and boxes are proposed to be installed and are noted in the construction plans. Bid Items #256 & 258 have been removed from the Final Bid Schedule.
3. Question: I would like to request clarification regarding Bid Item 145, which lists 800 LF of Reset Fence. I’ve been unable to locate the corresponding locations on the plans. I’m assuming this work pertains to 25 Road, where existing fences may need to be relocated to the new property line. Could you please confirm if this is correct or provide additional details?
Additionally, regarding the chain link fence at 623 25 Road with the automatic gate opener, we would like to request that this be listed as a separate line item for clarity and accurate pricing.
Answer #3: Your assumption is correct that Bid Item #145 pertains to resetting existing fences for several properties along 25 Road, to the new adjusted property alignment. The quantity for fencing to be reset is approximate and could be adjusted depending on several factors of the existing fencing.
Fencing to be relocated for 623 25 Road, including the coordination for resetting the automatic gate opener shall be completed under separate contract, or change order. The existing fence for 623 25 Road accounts for approximately 450 LF. This amount shall be deducted from Bid Item #145 and will be reflected in the updated Final Bid Schedule.
4. Question: Looking at Bid Items 146 and 163, are these duplicates as that is the same address as the Gastroenterology building. Also, is the City aware that the bottom portion of the sign isn’t working properly now due to some electronic issues. Is the contractor going to need to repair that portion of the sign or are we going to reset as-is?
Answer: Bid Items 146 & 163 are not duplicate items. Item 146 is the small sign at the 25 Road driveway; Item 163 is the large electronic sign at the intersection. The Contractor must coordinate with the property owner and inform them of the sign’s non-functioning panel before relocation. The Contractor is only responsible for relocation, but coordination with the owner and City may be needed to determine if repair is required at that time.
ADDENDUM #2 CLARIFICATIONS:
1. Please see attached revised Final Bid Schedule, reflecting the clarifications to question #2, with the removal of Bid Items #256 & #258. A description of “N/A” now fills Bid Item #256 & #258.
2. Please see attached revised Final Bid Schedule, reflecting the quantity change for Bid Item #145. The 450 LF of existing fencing to be reset for 623 25 Rd shall be completed under separate permit or change order.
3. Please see attached revised Final Bid Schedule, reflecting the quantity change for Bid Item #310 & #311. The quantities for these Bid Items have been reverted to the quantities prior to Addendum #1
(17,173 LF).
4. The updated sheet E4 of the Electrical Plans included in Addendum #1, reflecting the quantity change to Bid Item(s) #310 & #311, is no longer valid. Sheet E4 of the Electrical Plans included in the original Bid Package is correct.
The original solicitation for the project noted above is amended as noted. All other conditions of the subject remain the same.
Respectfully, Dolly Daniels, Senior Buyer City of Grand Junction, Colorado
