ADDENDUM NO. 01

Your reference is directed to RFx Number 3000024861 for the Invitation to Bid (ITB) for the State of Louisiana – Referral Lab Testing for ELMHS, which is currently scheduled to open at 10:00 A.M. CT on 07/15/25.

The following are the Vendors’ Inquiries received by the deadline date of 07/01/25 and the State’s Responses:

Vendor’s Inquiry #1: The bid states that you need to be in the lab service for a minimum of 10 years. Clinical Diagnostic laboratory is less than 1 year old, however, the staff and the current owner, who has had previous labs in Louisiana successfully have many years of clinical laboratory experience. Our lab is located in Monroe, LA. With that being known, are we still able to offer a bid for the services requested? We are able to perform the services requested in the bid.

State’s Response #1: The vendor must meet all requirements included in the specifications.

Vendor’s Inquiry #2: Our Lab is CLIA & COLA certified but is not CAP certified. Is this a deal breaker?

State’s Response #2: Per Attachment B – Specifications, the laboratory must have an accreditation certificate from the College of American Pathologists (CAP).

Vendor’s Inquiry #3: What are the components of 'Panel 083935'? (Line Item #146 on Document 8820700-03) State’s Response #3: HIV p24 Antigen/Antibody with Reflex to Confirmation.

Vendor’s Inquiry #4: What are the components of 'Panel 083955'? (Line Item #147 on Document 8820700-03) State’s Response #4: This panel assumes that submitted specimens were positive on initial HIV antigen/antibody screening performed by the submitter. Specimens will be tested using a HIV-1/HIV-2 antibody differentiation assay. HIV-1 antibody negative/indeterminate and HIV-2 antibody negative/indeterminate samples will reflex to qualitative HIV-1/HIV-2 RNA nucleic acid amplification testing.

Vendor’s Inquiry #5: Who is the current contract with? Can you provide a copy of current pricing?

State’s Response #5: There is not a current contract in place. For information regarding the previous contract pricing please submit a public records request to:

Vendor’s Inquiry #6: How many requests did LA make for phlebotomy support? Was it 40 draws, or 40 hours?

State’s Response #6: Per Attachment B – Specifications, the phlebotomy service is on an as needed basis. The unit of measure for line 225 is for each item/product description rather than hours.

All else remains as on original Invitation to Bid.

THIS ADDENDUM IS HEREBY OFFICIALLY MADE A PART OF THE REFERENCED SOLICITATION.

ACKNOWLEDGEMENT: If you have already submitted your bid and this Addendum does not cause you to revise your bid, you should acknowledge receipt of this Addendum by identifying your business name and by signing where indicated. You may return this Acknowledgement by mail or delivery by hand or courier to: Office of State Procurement, 1201 N. 3rd Street, Ste. 2-160, Baton Rouge, LA 70802, or by fax to: (225) 342-9756. The State reserves the right to request a completed Acknowledgement at any time. Failure to execute an Acknowledgement shall not relieve the bidder from complying with the terms of its bid.
