About this file
Addendum No. 5 to SEPTA's RFP No. 26-00036-ACAC for Actuarial Services, issued July 8, 2026, modifies the contract documents for the procurement of comprehensive actuarial consulting services for SEPTA's five defined benefit pension plans and OPEB plans covering approximately 7,618 active employees, 1,116 terminated vested participants, and 7,081 retirees with total assets of approximately $3.1 billion. Services include annual pension valuations, GASB 67/68 and 74/75 financial disclosure reports, OPEB valuations, development and maintenance of web/cloud-based pension calculation and administrative tools hosted on vendor's infrastructure using AWS or Microsoft Entra/Azure cloud providers, general actuarial consulting, assumption reviews, contribution projections, and workforce planning tools with integration to SEPTA's mainframe systems via SFTP and SSO authentication through Microsoft 365. The proposal submission due date remains unchanged at Wednesday, July 15, 2026 at 3:00 PM. The contract term is five years with BNY Mellon Bank serving as the trustee.
This addendum accepts a previously denied contract modification from Addendum No. 3, Question Number 2, which establishes a limitation of liability clause capping the contractor's total liability at five million dollars ($5,000,000) per occurrence and ten million dollars ($10,000,000) in the aggregate, regardless of the theory of law under which a claim is brought, including negligence, tort, or contract. The limitation excludes lost profits and any incidental or consequential damages but does not apply in cases of gross negligence, intentional fraud, or willful misconduct by the contractor. Proposers must acknowledge Addendum No. 5 by signing the Addendum Acknowledgement Form and submitting it with their Technical Proposal, with inquiries directed to Carolyn Cotton at (215) 580-7599 or cCotton@SEPTA.org.
