Addendum No. 1 Summary

This is Addendum No. 1 to SEPTA (Southeastern Pennsylvania Transportation Authority) RFP No. 26-00036-ACAC for Actuarial Services, issued June 12, 2026, by Senior Contract Administrator Carolyn Cotton. The proposal submission deadline has been extended from Wednesday, June 17, 2026, at 3:00 PM to Wednesday, June 24, 2026, at 3:00 PM. This addendum provides answers to 83 questions received from potential proposers, with responses to remaining questions to be provided in a separate addendum. The contract seeks actuarial services for five SEPTA defined benefit pension plans with total assets of approximately $3.1 billion and covering 7,618 active employees, 1,116 terminated vested participants, and 7,081 retirees in pay status. Services include annual pension valuations, GASB 67/68 and 74/75 financial disclosure reports, OPEB valuations, development and maintenance of web/cloud-based pension calculation and administrative tools for staff use, general actuarial consulting, assumption reviews, contribution projections, and workforce planning tools projecting retirements, terminations, disabilities, and deaths over 10-year periods. The trustee for the plans is BNY Mellon Bank. On-site support typically does not exceed once per month for staff collaboration, with consultants visiting approximately twice per year and analysts 8-10 times annually.

The addendum addresses numerous proposer requests for contract term modifications, with SEPTA denying most requests to revise indemnification provisions, warranty terms, limitation of liability clauses, intellectual property ownership, assignment restrictions, dispute resolution procedures, and payment terms. SEPTA accepted modifications to Section 13 regarding proprietary information and deliverables ownership, Section 23 limiting indemnification to negligence and willful misconduct, Section 28 adding jury trial waiver, Section 42 removing inspection prior to shipment, Section 64 regarding interest of contractor, and Section 67 clarifying warranty periods. Fixed fee pricing is required for annual valuation and financial disclosure reports (including GASB 75 OPEB reports), while ad-hoc services will be billed separately with advance fee quotes. The web-based administrative tool requires weekly data updates for pension calculations, retirement estimates, survivor options (50%/75%/100% joint and survivor; 10-year and 5-year certain and life), and indefinite document retention. SEPTA declined to provide current incumbent fees, prior pricing proposals, recent actuarial valuation reports, or information regarding incumbent performance, stating such information is not pertinent to proposal submission.

A. General

The due date for the submission of Proposals has been changed from Wednesday, June 17, 2026, at 3:00 PM to Wednesday, June 24, 2026 at 3:00 PM.

B. Questions and Answers (83)

Q1: There was quite a bit of discussion around the web based administrative tool. As I understood, the system in place is proprietary to the current actuaries and it is used exclusively internally by SEPTA staff. There was discussion around a system for participant use as well. This appears in the “as-needed” section of services. Can you elaborate on the timing needs for each use case? When do you anticipate needing a web-based tool for administrative needs vs. for direct participant interaction?

A1: As of now, there is no timeframe.

Q2: Can you split out information on the plans for which services are requested, including the asset size, participant counts, benefit structures, and regulatory structures? Ideally, valuation reports for each plan will be provided. This will assist with understanding the size and complexity of the Scope of Work and therefore pricing.

A2: Asset and counts split across the five plans below:

Q3: How has the current actuary historically provided advice on assumption setting and contribution projections? How is the board involved in these decisions?

A3: The Scope of Work includes periodic review of assumptions and contribution projections. A committee of the board reviews all assumptions which are then taken to the board for a vote.

Q4: Please provide the most recently completed actuarial reports associated with this opportunity.

A4: This information is not pertinent to submitting a Proposal.

Q5: Please also provide the most recently completed management summary associated with this opportunity.

Q6: What has been the frequency of on-site visits by the prior actuary over the past three years?
