This is addendum number #2 to RFP 25-CDTP-002 EPA Brownfield Grant Application and

Implementation Assistance. It consists of thirteen (1) questions.

Question 1: On page 13, line 3.9, the requirements call for “The proposer should discuss their approach, preference, or recommendation relative to the Services described herein. The proposer should identify if they can or would offer these services, and/or if there would be any implications to either their proposed fee or basic services depending upon the owner's decision in this regard.”

Do we have to include this section?

Answer 1: If it is addressed in Section 6, there is no need to reiterate or expand upon the approach to the services provided.

Question 2: Will the County be applying for an FY25 Brownfield Assessment Grant, Cleanup

Grant, or another specific EPA brownfield funding stream?

Answer 2: Initially, Oswego County plans to apply for the US EPA Brownfield Assessment Grant.

Additional grant applications may be necessary based on the County’s brownfield program needs.

Question 3: Are target brownfield sites already identified, or will the selected firm assist in site identification and eligibility?

Answer 3: Yes, there are brownfield sites already identified.

Question 4: Has Oswego County received previous EPA brownfield funding, and is there an existing

EPA-approved program structure or QAPP?

Answer 4: Oswego County has received previous EPA Brownfield Assessment Grant funding and there is an existing EPA approved work plan.

Question 5: Will the selected firm be responsible for writing site eligibility requests to EPA?

Answer 5: Yes

Question 6: Will subcontracting with environmental consultants be part of the firm’s responsibilities, or will the County manage those contracts separately?

Answer 6: We anticipate that one contract will be granted to write the grant application for the US

EPA Brownfield Assessment Grant and if awarded, implement it. In the past the county has independently solicited bids for waste characterization and disposal firms; as needed and contracted directly.

Question 7: What is the expected level of community engagement—how many meetings or outreach activities should be proposed?

Answer 7: The County anticipates that the consultant will work directly with the landowners for which the site assessments are being completed. Outreach activities will be indicated in the work plan approved by EPA.

Question 8: Does the County have an established list of community stakeholders or organizations that should be involved in the project?

Answer 8: Yes, the county does.

Question 9: Are there any formatting or page count restrictions for the technical proposal?

Answer 9: 10 pages, see section 2.3. in RFP. This does not include the Section 1 forms outlined in section 3.1.

Question 10: Can the County clarify how it weighs cost relative to technical qualifications in the selection process?

Answer 10: The County’s proposal scoring system is based on a 100 point scale as follows: 40 points for Experience and Capabilities, 30 points for Management Outline and Project

Approach, 10 points for Business/Organization and 20 points for Cost.

Questions 11: Will proposals from out-of-state firms be considered if they demonstrate strong experience and local engagement strategies?

Answer 11: Out-of-state firms will be considered if they demonstrate strong experience and are competitive with the in-state firms.

Question 12: Is there a maximum budget or not-to-exceed amount for the scope of work if the grant is awarded?

Answer 12: Yes

Question 13: Can travel costs or other reimbursables be listed separately, or must they be included in the hourly rates?

Answer 13: The budget format is specified in the RFP, please see section 2.4. d.
