ADDENDUM NO. 1

DATE: March 29, 2024

TO: All Potential Submitters

FROM: City of Loveland

RE: Questions Related to RFP for Professional Engineering Services – COL BID NO. 2024-034

The following clarifications/revisions shall be incorporated into the RFP for Professional Engineering

Services as part of the City of Loveland’s Water Reclamation Facility Capacity Improvements project.

1) Question: Does the subject solicitation include geotechnical and materials testing? If not, will there be a separate solicitation for these services?

Answer: Materials Testing is not part of this particular RFQ. We will specifically address materials testing and other construction related scope items in a future RFQ when we solicit for 3rd Party

Construction Management Services. That RFQ will come out mid-2025 next year.

2) Question: Page 9, item N of the RFQ states “Minimum font size shall be 11 point.” Can graphics and tables use a smaller font size?

Answer: Reduction of font size below 11-point specifically for graphics and tables is acceptable so long as it is still clearly readable without having to zoom in excess of 100% to view. If the graphic or table is to convey important information that is tied to a proposal requirement, I’d use caution in font reduction to ensure that the reviewer can easily and clearly read what is being presented.

3) Question: Will the City conduct interviews or request an estimated fee as part of the selection process?

Answer: Our selection process is comprised of an excel based spreadsheet / scoresheet and tabulates the weighted scores for each scoring category. The firm with the highest score, after taking all review committee scores into account would be the selected firm. If, however, the highest score is shared between two firms, then we do have the ability to bring those two firms in for an interview if the review committee is stalled and unable to identify a clear winner. Cost/fee development is not part of the scoring criteria and would be negotiated with the selected firm during the scoping and contracting phase.

4) Question: Can you provide a copy of the sign-in sheet from the facility tour?

Answer: A copy of the site visit attendance record is attached and incorporated into Addendum 1.
