1.2 SUBMITTALS
Government approval is required for submittals with a "GA" designation;
submittals not having a "GA" designation are for information only. When used, a designation following the "GA" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 DEPARTMENT OF ARMY MANDATED SECURITY REQUIREMENTS
The Contractor shall be required to comply with the following security requirements mandated by the Department of the Army:
Short-term employees (working on site less than or equal to 6 months): If a criminal history is found, the employee MAY not be allowed to work at the project site at the sole discretion of the Government.
Long-term employees (working on site more than 6 months):
ALL of the following is required WHEN REPORTING FOR WORK -
a) A completed OMB Form No. 3206-0182 (also designated as Optional Form 306).
b) A completed OMB Form No. 3206-0191 (also designated as Standard Form 85P).
c) A resume.
The Government will use all provided information to perform a National Agency Check and Inquiries (NACI) check and will pay the required fee.
The Contractor shall be responsible for furnishing to each employee and for requiring each employee engaged on the work to display such identification as may be approved and directed by the Contracting Officer or his/her designated representative. All prescribed identification shall immediately be delivered to the Contracting Officer or his/her designated representative for cancellation upon the release of any employee.

1.4 PROGRESS PAYMENTS
Progress payments made pursuant to the Contract Clause "PAYMENTS UNDER FIXED PRICE CONSTRUCTION CONTRACTS" for an item of work in the Bid Schedule shall be based on the Contract unit price or lump sum amount set forth in the Schedule for that item of work. If the amount of the unit price or lump sum bid for an item of work is in excess of 125 percent of the Government estimate for such item, the Contracting Officer may require the Contractor to produce cost data to justify the price of the bid item. Failure to justify the bid item price to the satisfaction of the Contracting Officer may result in payment of an amount equal to 125 percent of the Government estimate for such bid item upon completion of work on the item and payment of the remainder of the bid item price upon final acceptance of Contract work. With the possible exception of progress payments for mobilization and demobilization, invoices are due by the third day of each month.

1.5 PERFORMANCE AND PAYMENT BONDS
Each bidder shall include his premiums for performance and payment bonds under the "Performance and Payment Bonds" contract line item of the Bidding Schedule. Payment to the Contractor therefore, shall not exceed the bid price and shall be made in accordance with the Contract Clause entitled "PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS". Any additional amount bid in excess of the actual bond premium will be included in the final pay estimate for this contract.

1.6 SHOP DRAWINGS AND MATERIALS SUBMITTAL
(a) Five (5) days prior to the preconstruction conference (see paragraph REQUIRED CONSTRUCTION MEETINGS), the Contractor shall complete and submit to the Contracting Officer or his/her designated representative, in duplicate, Submittal Register, listing all submittals and dates. In addition to those items listed on the Submittal Register, the Contractor will furnish submittals for any deviation from the plans or specifications. The scheduled need dates must be recorded on the document for each item for control purposes. In preparing the document, adequate time (minimum of l5 days) will be allowed for review and approval and possible resubmittal. Scheduling shall be coordinated with the approved progress schedule ( Progress Chart ). The Contractor's Quality Control System Manager shall review the listing at least every 30 days and take appropriate action to maintain an effective system. Copies of updated or corrected listings shall be submitted to the Contracting Officer or his/her designated representative at least every 60 days in the quantity specified. Payment will not be made for any material or equipment which does not comply with contract requirements.
(b) Contractor submittals required by the Technical Provisions are indicated in those provisions and are listed on the Submittal Register furnished in Section 01 33 00 SUBMITTAL PROCEDURES. The list does not relieve the Contractor from furnishing submittals required elsewhere in the specifications, those inadvertently omitted from the listing; or from furnishing other submittals that the Government may deem necessary as the work progresses.
(c) Normal review levels for required approvals are indicated by letter designations as follows:

The Government reserves the right to vary the review levels for (R) and
(E) to its convenience.
(d) The Contractor shall use ENG Form 4025, furnished in Section 01 33 00 SUBMITTAL PROCEDURES, to transmit Shop Drawings, Equipment Data, Material Samples or Manufacturer's Certificate of Compliance to the Government.

1.7 ACCOMMODATIONS AND MEALS FOR INSPECTORS
(a) The Contractor shall furnish regularly to inspectors, for office purposes and sleeping purposes, when applicable, a suitable separate room onboard the dredge or other craft upon which they are employed. If no suitable office space is available thereon, the Contractor shall furnish suitable alternate accommodations ashore at a location approved by the Contracting Officer or his/her designated representative and furnish suitable transportation between the alternate accommodations and the dredge or other craft upon which they are employed.
(b) If the Contractor maintains an establishment for the subsistence of his own employees, he shall, when required, furnish to inspectors employed on the work, and to all Government agents who may visit the work on official business, meals of a quality satisfactory to the Contracting Officer or his/her designated representative. The meals furnished shall be paid for by the individual consuming the meal at a rate of: $5.00 Breakfast; $8.00 Lunch; $13.00 Dinner.

1.8 RETAINAGE FOR UNTIMELY SUBMISSION OF SUBCONTRACTING REPORTS
(a) In accordance with Contract Clause 52.219-9, Small Business Subcontracting Plan, and 52.219-16, Liquidated Damages - Subcontracting Plan, retainage will be withheld from progress payments in an amount sufficient to protect the Government's ability to assess liquidated damages in accordance with Clause 52.219-16 for the contractor's failure to timely submit Standard Form 294, Subcontracting Report for Individual Contracts, and Standard Form 295, Summary Subcontract Report, reports.
(b) The retainage will be determined in accordance with the following formula:
Total dollar amount for subcontracting to small business multiplied by percentage of actual progress on the contract shall be withheld from the next progress payment due after the Contractor fails to submit a required report. If one or more reports have been submitted before such failure, formula for determining the amount of retainage will be adjusted by deducting any amounts reported as subcontracted to small business from the total dollar amount proposed to be subcontracted and the difference multiplied by the percentage of actual progress.
(c) Subcontracting plans are not required--
(1) For contracts or contract modifications that will be performed entirely outside of any State, territory, or possession of the United States, the District of Columbia, and the Commonwealth of Puerto Rico; or
(2) For modifications to contracts that do not contain the clause 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns (or equivalent prior DAR, FPR, or NASA clauses); e.g., contracts awarded before Pub. L. 95-507 and which are within the scope of the contract.

1.9 REQUIRED CONSTRUCTION MEETINGS
(a) In addition to meetings required elsewhere in the specifications, the Contractor and any Subcontractors identified by the Contracting Officer or his/her designated representative shall be required to attend a preconstruction conference (after award of the contract but before Commencement of Work) and a post construction meeting (after final acceptance of the work but before final payment is made). The Contractor and identified Subcontractors shall meet with Corps of Engineers personnel at a time and place determined by the Contracting Officer or his/her designated representative.
(b) At the preconstruction conference, the Contractor shall be oriented with respect to Government procedures and line of authority in contractual, administrative, and construction matters. Additionally, a schedule of required submittals will be discussed.
(c) Five (5) days prior to the preconstruction conference, the Contractor shall submit the following items:
Certificate of Insurance Quality Control Plan (see Section 01 45 00.00 10 QUALITY CONTROL, for additional information) Certificate of Completion of Corps CQC Course Preliminary Submittal Register (ENG Form 4288 exclusive of Contractor submittal dates) Letter Appointing Superintendent (see Contract Clause entitled Superintendence by the Contractor, 52.236-6) List of Subcontractors
(d) The letter of record will be written documenting all items discussed at the conference and a copy will be furnished by the Contracting Officer or his/her designated representative to all in attendance.

1.10 BULLETIN BOARD
Within one (1) calendar day after commencement of work under this contract, the Contractor shall provide at the job site a weatherproof, glass-covered bulletin board for displaying the Fair Employment poster, wage rates, posters and safety bulletins as noted in Section 01 35 26 , paragraph DISPLAY OF SAFETY INFORMATION.
The bulletin board shall be located in a conspicuous place, easily accessible to all employees, and legible copies of the aforementioned data shall be displayed until work under the contract is complete. No direct payment will be made for the bulletin board.

1.11 IN-WATER LINES
In order to minimize the risk of sea turtle entanglement, in-water lines (rope, chain, and cable, including the lines to secure turbidity curtains) must be stiff, taut, and unable to loop or tangle. Examples of such lines are heavy metal chains or heavy cables that do not readily loop and tangle. For flexible in-water lines, such as nylon rope or any lines that
SECTION 01 10 00.10 Page 7 could loop or tangle, care must be taken to ensure that all lines are rigged properly, utilizing the correct amount of line to best prevent the line from looping and tangling. In all instances, no excess line is allowed in the water.
1.12 NAVIGATION AIDS AND PERMITS
1.12.1 Navigation Aids
There may be aids to navigation within the project boundaries. Some, or all, of such aids to navigation may need to be removed for the accomplishment of the contract work. Before the commencement of dredging, it is the responsibility of the Contractor to provide the U.S. Coast Guard (USCG) and any other responsible parties notification 5 weeks prior to needing a navigation aid moved. The USCG may need to bring vessels from out of state to move larger aids to navigation and the Contractor should request this service as soon as practicable, but in all cases, at least 5 weeks from the start of dredging. Failure to notify the Coast Guard within the required timeframe may result in project delays.
The Contractor shall not remove, change the location of, obstruct, willfully damage, make fast to, or interfere with aids to navigation without express direction from the USCG. If the USCG determines they cannot respond to the Contractor's request, and if the Contractor has appropriate equipment onsite the USCG may request the Contractor to relocate the navigation aid(s) for dredging. The Contractor shall only relocate the navigation aid(s) and place the navigation aid(s) back to its charted position under the direct supervision of the USCG. If the USCG and the Contractor are unable to relocate navigation aids, the Contractor shall dredge as close to the navigation aids as the dredge captain determines to be safe.
The point of contact for the relocation of navigation aids in Wilmington and Morehead City Harbors is the USCG North Carolina Aids to Navigation Officer at (252)-247-4525, or alternately, Sector North Carolina Waterways Management at (910) 772-2230. The Savannah District US Army Corps of Engineers will coordinate relocation of navigation aids in Savannah and Brunswick Harbors with the USCG.
1.12.2 Dredging Aids
Do not color or place dredging aid markers and lights in a manner that obstructs, or confuses them with, navigation aids.
Mark submerged pipelines with signs, buoys, and lights. Post appropriate signs and lights at the entry and exit points. Place buoys a minimum of 500 feet apart between entry and exit points. These buoys shall be lit with flashing lights which are visible around the horizon.
1.12.3 Coast Guard Permits
Maintain and operate the job site installations and vessels in accordance with applicable law.
1.12.4 General Permits

1.13 PLANT
(a) The Contractor agrees to keep on the job sufficient plant to meet the requirements of the work. The plant shall be in satisfactory operating condition, and capable of safely and efficiently performing the work as set forth in these specifications, and the plant shall be subject to inspection by the Contracting Officer or his/her designated representative at all times. The plant listed on the Plant and Equipment Schedule, Section 00 45 00, contract clause 52.0000-4036, is the minimum which the Contractor agrees to place on the job unless otherwise determined by the Contracting Officer or his/her designated representative, and its listing thereon is not to be construed as an agreement on the part of the Government that it is adequate for the performance of the work.
(b) Dredging by hopper dredge, mechanical dredge (clamshell, dragline or dipper) or cutter suction dredge with scow disposal equipment will be allowed in the contract. Dredging seaward of the COLREGS Demarcation Line shall be by ocean certified dredge.
(c) Special requirements for hopper dredges, such as turtle deflector devices, inflow baskets, hopper dredge operation, observers, and protocol for recording and reporting the taking of any sea turtle or sturgeon parts, are described in Section 01 57 19 : TEMPORARY ENVIRONMENTAL CONTROLS, and Section 35 20 23.23 NATIONAL DREDGING QUALITY
MANAGEMENT PROGRAM HOPPER DREDGE.
(d) For hopper dredges and dump scows, maintain the seals on bottom dump doors and on split hulls to prevent leakage of dredged material from the hopper.
(e) All scows shall be kept in good condition, the coamings repaired and the pockets provided with proper doors or appliances to prevent leakage of material.
(f) All pipelines for hydraulic machines must be kept in good condition at all times and any leaks or breaks along their length must be promptly and properly repaired.
(g) No reduction in the capacity of the plant employed on the work shall be made except by written permission of the Contracting Officer or his/her designated representative. The measure of the "capacity of the plant" shall be its actual performance on the work to which these specifications apply.
1.13.1 Additional Plant
In the event of collision, fire, major breakdown or other action preventing continuation of dredging operations for a period of more than 48 hours which is anticipated to continue for a period of 30 days or more, additional dredging plant shall be delivered to the project. In the event the additional plant, as directed by the Contracting Officer, is not delivered and placed in operation within the allowable 30 days, the Contract will be terminated under the Contract Clause "DEFAULT (FIXED
PRICE CONSTRUCTION) (FAR 52.249 10)".
1.13.2 Bed Leveling
Bed leveling/drag beams and other such equipment has been approved for all

1.14 PLANT LOCATION
The Contractor's plant shall be arranged and located in areas approved by the Contracting Officer or his/her designated representative. This requirement includes the construction plant; offices; shop and storage buildings; housing facilities and all other equipment and materials needed to construct the project.
1.15 SIGNAL LIGHTS
The Contractor shall display signal lights and conduct his operations in accordance with the General Regulations of the Department of the Army and the U.S. Coast Guard governing lights and day signals to be displayed by towing vessels, tows on which no signals can be displayed, vessels working on wrecks, dredges, and vessels engaged in laying cables or pipes or vessels involved in submarine or bank protection operations.
The Contractor shall also be in accordance with those regulations governing lights to be displayed on dredge pipeline and day signals to be displayed by vessels of more than 65 feet in length moored or anchored in a fairway or channel and the passing by other vessels of floating plant working navigable channels, as approved by the Secretary of the Army and Commandant, U.S. Coast Guard. (33 CFR 80.18 - 80.31a; 33 CFR 95.51 - 95.66; 33 CFR 9.22 - 90.36; 33 CFR 82 and COMDTINST M16672.2 .

1.16 WORK IN QUARANTINED AREA
USACE and the U.S. Department of Agriculture (USDA) have a compliance agreement requiring measures to prevent the spread of certain plant pests that may be present in the soil (USACE ER 1110-1-5 ). Major portions of all southeastern states are in a quarantine area for such pests, including the imported fire ant. In addition, adjacent states to the north have introduced infestations resulting from movement of soil from infested southeastern states. The Contractor shall thoroughly clean all construction equipment and tools at the previous job site in a manner that ensures that these implements are free from residual soil, egg deposits from plant pests, noxious weeds, and plant seeds. Equipment shall be cleaned using water under pressure, and hand tools shall be thoroughly cleaned by brushing or other means to remove all soil. In addition, all construction equipment and hand tools used for this USACE contract shall be thoroughly cleaned by the Contractor before they are removed from this job site. The Contractor shall consult with the USDA jurisdictional office for additional cleaning requirements that may be necessary.

1.17 PARTNERING
In order to most effectively accomplish this contract, the Government proposes to form a cohesive partnership with the Contractor and its subcontractors. This partnership would strive to draw on the strengths of
SECTION 01 10 00.10 Page 10 each organization in an effort to achieve a quality project done right the first time, within budget and on schedule. Integral to the partnership would be a joint Contractor/Government effort to settle any disputes that may arise without costly and time consuming litigation. To that end, a non-binding procedure such as the Alternate Dispute Resolution process could be developed and agreed upon by both parties when it is determined to be necessary. This partnership would be bilateral in make-up and participation will be totally voluntary. Any cost associated with developing this partnership will be agreed to by both parties and will be shared equally with no change in contract price.

1.19 NOTICE TO MARINERS
(a) The Contractor shall coordinate Local Notice to Mariners with the U.S. Coast Guard (USCG), and provide dredging schedule and location by shoal/tangent/section by contacting USCG Sector North Carolina, USCG Sector Charleston, or USCG Marine Safety Unit Savannah.
(b) Should the Contractor, during dredging operations, encounter any objects on the channel bottom which could be a hazard to navigation, the Contractor shall notify the Contracting Officer or his/her designated representative and the nearest U.S. Coast Guard (USCG) Office immediately with pertinent information necessary for the U.S. Coast Guard to issue a Local Notice to Mariners. The Contractor shall provide copies of this notification to the Contracting Officer or his/her designated representative.
(c) Pertinent information shall include the location and description of the object, as well as other information necessary to alert shippers in the area.

1.20 ADVANCE NOTICE REQUIREMENT
Give the Contracting Officer 15 days' written notice of the date it plans to complete work in each acceptance section in order that before-dredging surveys for the next area of assignment may be made sufficiently in advance of the Contractor's operations.
1.21 SURVEILLANCE OF OCEAN DISPOSAL BY UNITED STATES COAST GUARD
1.21.1 Jurisdiction
Under the Marine Protection, Research and Sanctuary Act of 1972 and the Environmental Protection Agency's Final Ocean Dumping Regulations and Criteria (Federal Register, Vol. 38, No. 198 dated 15 October 1972), the USCG has the responsibility for the surveillance of ocean dumping.
1.21.2 Notification
The Contractor shall notify the local USCG Captain of the Port at least 5 days prior to the first ocean disposal. The notification shall be by certified mail with a copy to the Contracting Officer. The following

a. Project designation, Corps of Engineers' Contract number and name, and Contractor's address and telephone number
b. Port of departure
c. Location of ocean disposal placement areas
d. Quantity of material to be deposited in ocean
e. Schedule for ocean disposal, giving date and time proposed for first ocean disposal
f. Name of vessel or tugboat and barge
1.21.3 Accommodations - USCG
The USCG may require Coast Guard personnel to be onboard the tow or dump vessel during complete cycles of loadings, travel, and disposal in the ocean. USCG personnel will monitor the disposal of the material and obtain necessary dredged material samples. Meals as normally provided to the crew shall be served to the USCG personnel onboard.
1.21.4 Communications
Directions as to the Contractor's method of operation will be channeled through the Contracting Officer or his/her designated representative.
1.22 COMPLIANCE WITH APPLICABLE NAVIGATION RULES AND REGULATIONS, MARINE
EQUIPMENT
a. Ascertain that the vessels utilized in project operations are commanded, equipped, navigated, and operated so as to be in strict compliance with the general regulations of the Department of the Army and of the USCG, including applicable section, safety, environmental, and navigational rules and regulations of the Code of Federal Regulations (CFR), parts 33 and 46.
b. Installations placed by the Contractor on or over the seabed of the work area, i.e., pipeline, pipeline risers, and booster stations, are obstructions or structures in accordance with 33 CFR 67.01 . Such installations or portions thereof, are subject to applicable regulations set forth in 33 CFR 64 , 33 CFR 66 , and 33 CFR 67 .
c. Notify and obtain necessary installation approvals from Commander, USCG Seventh District and Commander, USCG Fifth District. Maintain and operate the jobsite installations and vessels in accordance with applicable laws.
d. Pumping directly into the Brunswick, Savannah and Wilmington and Morehead City ODMDS is not permitted.
1.23 CERF IMPLEMENTATION
If the work specified in this Contract is performed by hopper dredge, the owner shall have an active Basic Ordering Agreement (BOA) for the hopper dredge on file with the U.S. Army Corps of Engineers. The Contractor shall make the hopper dredge available to serve in the Corps of Engineers'

Reserve Fleet (CERF) when the hopper dredge is used under this Contract.
When the Contracting Officer is notified of the decision to activate this dredge into the CERF, take appropriate action to release the dredge. The Contracting Officer may then extend or terminate the Contract to implement whatever action is in the best interest of the Government. The Contractor shall also be subject to the following conditions:
a. The Director of Civil Works may require the Contractor to perform emergency dredging at another CONUS (48 contiguous states) site for a period of time equal to the remaining time under this Contract at the date of notification plus up to 90 days at the previously negotiated rate which appears on the schedule of prices in the Basic Ordering Agreement.
b. The Chief of Engineers may require the Contractor to perform emergency dredging at an OCONUS (outside CONUS which includes Alaska, Hawaii, Puerto Rico, the Virgin Islands, and U.S. Trust Territories) site for a period of time equal to the remaining time under this Contract at the date of notification plus up to 180 days at the previously negotiated rate which appears on the schedule of prices in the Basic Ordering Agreement.
c. The CERF will be activated by the Chief of Engineers or Director of Civil Works; then the Contracting Officer will notify the Contractor. From the time of notification, the selected dredge shall depart for the emergency assignment within 72 hours for CONUS or 10 days for OCONUS assignments.
d. A confirming delivery order will be issued pursuant to the Basic Ordering Agreement by the Contracting Officer. Such delivery orders will utilize the schedule of rates in the Basic Ordering Agreement for the specific hopper dredge.
e. If, during the time period specified in the items above, a CERF vessel is still required, the Contract performance period may be continued for additional time by mutual agreement.
1.24 PROTECTION OF EXISTING FACILITIES
The Contractor will not be responsible for any alterations to existing structures or utilities except those made by him for his convenience. The Contractor shall protect all existing structures, including bridges, roadway embankments, utilities and improvements from damage, and, in the event of damage as a result of his operations, the Contractor shall be responsible for their repair, restoration, or for all cost of damage resulting therefrom. In addition, the Contractor shall be responsible for any damage to bridge or culvert structures or railway embankments or track caused by the unauthorized excavation or excavation beyond the project dimensions shown on the plans. If the Contractor elects to have alterations made to any existing structure, utility or other improvements for his convenience, he shall make arrangements with the owner of the facility for such alterations and the agreement shall be reviewed and approved by the Contracting Officer or his/her designated representative prior to their alteration.

1.25 WATER CONSERVATION
Water is one of our valuable natural resources. Accordingly, the

Contractor shall be judicious in its use in the performance of the work as specified. Water needed for compaction of materials, and dust control shall be obtained from uncontrolled stream flow instead of potable supply sources to the extent available and suitable as determined by the Contracting Officer or his/her designated representative.

1.26 COORDINATION WITH OTHER CONTRACTORS
Other Contractors may be working in the vicinity during the time period of this contract. The Contractor shall coordinate the contract operations with other Contractors in the area as needed to avoid conflicts and delays. Any potential delays due to conflicts with other contractors shall be reported to the Contracting Officer or his/her designated representative immediately.

1.27 SEAGOING BARGE ACT
(1979 OCE)
The Seagoing Barge Act (46 U.S.C. et sq.) applies to this project. In the event the low bidder contemplates using plant that requires U.S. Coast Guard certification to comply with the Act, the low bidder shall within ten (10) calendar days after bid opening submit a copy of said certificate to the Contracting Officer. Failure to produce the certificate within the required time shall subject the bidder to a determination of nonresponsibility.

1.29 CONTRACT DRAWINGS AND SPECIFICATIONS

(a) The Government will provide to the Contractor, without charge, two (2) cds, one (1) half-size contract drawing set, one (1) full-size contract drawing set, and two (2) contract specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer or his/her designated representative.
(b) The Contractor shall—
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer or his/her

(4) Be responsible for any errors that might have been avoided by complying with this subparagraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
Provide construction services, including furnishing personnel, transportation, mobilization/demobilization, equipment, and materials required in connection with maintenance dredging in the Wilmington, Morehead City, Savannah and Brunswick Harbor Entrance Channels and disposal of the dredged materials. Perform these services in accordance with the Contract. Services not specifically described herein are nevertheless required if they can be identified as an item commonly a part of normally expected and/or professional grade work of a comparable nature. The units of measure of this project will be in U.S. standard units.
Horizontal control shall be NAD 83 North Carolina state plane coordinate system for Wilmington and Morehead City Harbors and NAD 83 Georgia East state plane coordinate system for Savannah and Brunswick Harbor. Vertical control shall be Mean Lower Low Water (MLLW) EPOCH 1983-2001. Contractor surveys shall be coordinated with the Contracting Officer to ensure that surveys are done consistent with Government standards and accepted datum.
The limits of construction are shown on the Contract Drawings.
Construction work described herein applies to the excavation and disposal of dredged material in the designated areas, and survey before and after construction.
1.1.2 Location

Designate an authorized representative to be responsible for the preparation of the schedule and all required updating and production of reports. The authorized representative must have a minimum of 2-years experience scheduling construction projects similar in size and nature to this project with scheduling software that meets the requirements of this specification. 3.1 GENERAL REQUIREMENTS
Prepare for approval a Project Schedule, as specified herein, pursuant to FAR Clause 52.236-15 Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward planning as well as a project monitoring tool. Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.
Prepare each Project Schedule using the Precedence Diagram Method (PDM)
In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made .
3.2 PROJECT SCHEDULE DETAILED REQUIREMENTS
3.2.1 Level of Detail Required
Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
- Dredging sequencing

- Dredging plant(s) type, size, and anticipated daily production rate(s)
- Environmental windows to include applicable mobilization and demobilization of equipment to include but not limited to pipeline
- Acceptance Sections (by Reach per contract drawings and/or contractor requested areas approved by the Government)
- Mobilization and demobilization durations
- Minimum of one activity per CLIN
- Disposal Area Work (if applicable)
- Submitted schedule timeline calendar days for each month matches the calendar days per month for the respective year
3.2.2 Activity Durations
Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods.
Less than 2 percent of all non-procurement activities may have Original Durations (OD) greater than 20 work days or 30 calendar days.
3.2.3 Procurement Activities
Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies.
