Statement of Work
De-ionized Mixed Bed Resin, Water Softener, and Chelating Mixed Bed Resin Bottle Exchange Services
1. Scope:
1.1. This Statement of Work (SOW) identifies necessary supplies and services to establish an “on-site” service agreement of Government owned assets located at six (6) sites located at Fleet Readiness Center Southwest (FRCSW), NAS North Island, P.O. Box 357058, San Diego, CA 92135-7058.
1.2. The services requested are to provide for periodic exchanges de-ionized mixed bed (DIMB) resin bottles, chelating mixed bed resin bottles, and water softener bottles.
1.3. The primary period of Performance (POP) for the services requested is 365 days after contract award. Additionally, the Government reserves the right to exercise four (4) subsequent service year options.
2. Applicable Documents:
2.1. ASTM-D1193-06, Standard Specification for Reagent Water
2.2. MIL-A-8625F, Anodic Coating for Aluminum and Aluminum Alloys
2.3. Enclosure 1, Schedule of Supplies and Services
3. Requirements:
3.1. The Contractor must have full knowledge of the referenced equipment and must be able to perform all work in compliance with current commercial practices.
3.2. The Contractor must provide all equipment including, but not limited to, tools, hardware, and necessary supplies to complete the requested services.
3.3. DIMB, chelating beds, and water softeners shall meet the following requirements:
3.3.1. All bottles shall be configured with one – inch (1”) porting.
3.3.2. All bottles shall be labeled clearly identifying the legal owner's name, telephone number, and the date that the bottle was last exchanged.
3.3.3. DIMB resin beds shall consist of cation and anion resin and must comply with ASTM–D1193
Type 4 standards.
3.3.4. Chelating beds and waste water streams must comply with MIL-8265F standards.
3.4. The Contractor shall perform quarterly (i.e. every 91 days) exchanges of DIMB, chelating and water softener bottles as identified in Enclosure 1, referenced in section 1.3.
3.4.1. The Contractor shall coordinate quarterly exchanges with the Technical Point of Contact
(TPOC).
3.4.1.1. The TPOC shall be notified by the Contractor a minimum of ten (10) days prior to the scheduled service date.
3.4.1.2. Services are to occur Monday through Friday between the hours of 6:30 A.M. and 2:00 P.M
3.4.2. During the scheduled service exchanges, the Contractor shall perform an inspection on the equipment and associated connections for integrity.
3.4.2.1. Any repairs determined required to be performed on the equipment, including the bottles and their connecting hardware that is provided by or leased from the Contractor, shall be performed by the Contractor.
3.4.2.2. If the repairs cannot be completed within the scheduled exchange, and/or the exchange cannot be completed as a result, the TPOC shall be notified immediately.
3.4.3. The Contractor shall perform repairs as required in between scheduled service exchanges if the grade of the de-ionized water quality should exceed one (1 PPM) part per million of total dissolved solids, or if any system deficiencies are discovered.
3.4.4. Repairs are limited to only the equipment, including the bottles and their connecting hardware that is provided by or leased from the Contractor as part of the requested service.
3.4.5. The Contractor shall be notified by the TPOC to schedule the required repairs.
3.4.6. The Contractor must arrive on-site to perform the repairs within ten (10) days of notification by the TPOC.
3.4.7. Upon completion of any service, the Contractor shall verify that the de-ionized water meets
ASTM-D1193 standards for reagent water: 5.0 Electrical conductivity, max, µS/cm at 298 K (25oC), 0.2 Electrical resistivity, min, Mcm at 298 K (25oC), 5.0 to 8.0 pH at 298 K (25oC), Sodium, max, µg/L 50, and 50 Chlorides, max, µg/. If the de-ionized water does not meet the required standard, the Contractor shall make note of the details in the Field Service Report (see 3.7) to be provided upon completion of the service.
3.6 Delivery Locations and Requirements:

3.7 A detailed Field Service Report (FSR) shall be provided by the Contractor after every completion of service for each site serviced.
3.7.1 The FSR shall include the name of the technician performing the exchanges/repairs, the location and date the work was performed, the services performed, time spent on the service, and a list of recommended parts or services to be performed prior to the next service.
3.7.2 The FSR shall be provided to the TPOC prior to departure of the field service technician.
3.7.3 An electronic copy shall also be submitted to the TPOC via email within five (5) days of the completion of services.
4. Base Access:
4.1. The Contractor shall provide the TPOC with a completed copy of the SECNAV Form 5512/1 for each person requiring base access at a minimum of fifteen business days in advance of the scheduled site visit. Additionally, the contractor shall send a copy of the clearance request to the TPOC, at FRC-SW.
4.2. Vetting
Vetting will necessitate advance planning and the timely exchange of the cited and/or required information, with the Government. For clarification, the procedure requires a minimum of ten business days following receipt of the Personally Identifiable Information (PII) and may be subject to heightened requirements, without advance notice.
4.3. Check-In
All personnel will be required to “check-in” at the Visitor Control Center (Bldg. 680), which is located at the Main Gate point-of-entry to Naval Base Coronado (NBC), NAS North Island, San Diego, CA, between the hours of 0630-1600. Following receipt of a clearance, personnel will then be required to coordinate with their sponsor (e.g. TPOC) and obtain badges through the FRC-SW Quarterdeck, located in Building 94-1.
