PERFORMANCE WORK STATEMENT
Online Financial Subscription Service
DEPARTMENT OF TREASURY
A17003
1.0 OVERVIEW / BACKGROUND
The Department of Treasury must retain current real time online access to the global financial markets.
This information is vital for senior policy makers, who need to stay informed about the global financial market developments in real time.
2.0 OBJECTIVE
The objective of this Performance Work Statement (PWS) is to outline the Department of the Treasury’s requirements for the procurement of online subscription services with real time pricing, issue information, and news pertaining to the global fixed-income markets.
3.0 SCOPE OF WORK/DELIVERABLES
Contractor's solution must be accessible to workstations located throughout the Department of the Treasury locations throughout the Metropolitan area of Washington DC.
Contractor’s solution must provide:
• All news pertaining to the global fixed-income markets. The range is from real time to 365 days historically.
• Monthly SID Report showing usage
• Annual Invoices
• Historical data on a broad range of fixed-income securities, including U.S. Treasury securities and auction history, mortgaged-backed securities, Agency securities, municipal securities, asset-backed securities, corporate debt, collateralized mortgage obligations, zero coupon instruments, with Excel spreadsheet capabilities for customized analysis. Historical data must include market valuation.
Historical data must be available:
On a daily basis for the previous 2 years;
On a weekly basis for the previous 5 years; and On a monthly basis for the previous 10 years
• Complete security description on a broad range of fixed income securities, including asset-backed securities. Securities description must include security class (such as, municipal, asset-backed, mortgage backed), up-to-date credit rating information, and current market values.
• Ability to monitor and provide live prices for on – and off – the run U.S. Treasury, Agency, and mortgage-backed securities. Data must include market valuation, access to live repurchase agreements (repos), pricing, and broker screens.
• Access to various fixed-income on-line trading firms’ screens.
• Access to bond valuations, credit ratings, repo analysis and other analytical tools.
• Ability to customize composite screens for quick access to data.
• Access to ICE Future Europe Commodities (MDXI, CME, STOX, BTDS)
• Provide real-time equity valuation and pricing services.
• Provide 24-hour customer support with market segment experts.
• Provide information on significant trends and issues concerning clearance, settlement, T+1, and technology advancements in the fixed-income markets.
• Provide thorough and up-to-the-minute information on critical regulatory and legislative issues for the fixed income, Treasury, derivatives markets, and financial services industry.
• Provide timely and accurate When Issued (WI) rate information for U.S. Treasury securities being auctioned.
• Provide inter- and intra- day graphs for price and yield for U.S. Treasury securities.
• Serve as a source of emergency communication to the financial community in the event of a contingency.
Invoicing shall be submitted annually. The annual invoice shall be itemized by account number and shall show the service(s) being invoiced to each account number.
4.0 PERIOD OF PERFORMANCE
The period of performance for this contract shall be BASE: 10/01/2016- 09/30/2017 with 4 option periods.
Option 1: 10/01/2017 - 09/30/2018 Option 2: 10/01/2018 - 09/30/19 Option 3: 10/01/2019 - 09/30/2020 Option 4: 10/01/2020 - 09/30/2021
5.0 PLACE OF PERFORMANCE
Contractor's deliverable product must be accessible at user’s workstations located at several Treasury office locations throughout the Metropolitan area of Washington DC.
6.0 GOVERNMENT-FURNISHED ITEMS
The Government provides the user workstation to access the online subscription services.
7.0 ACQUISITION TYPE
Quotes shall be firm fixed-price for each license type for each period.
8.0 NON-PERSONAL SERVICE STATEMENT
Contractor employees performing services shall be controlled, directed and supervised at all times by management personnel of the Contractor. Contractor employees shall perform independent of and without the supervision of any Government official with the exception of when they are on–site at the government’s facility. Actions of Contractor employees may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
9.0 CONDUCT
The Contractor, although in fact not a Government employee, shall comply with Executive Order 11222, May 8, 1965, "Prescribing Standards of Ethical Conduct for Government Officers and Employees," and shall also comply with Fiscal Service regulations implementing this Executive Order. Additionally, the Contractor shall comply with all safety practices, vehicle registration, speed limits and any other Fiscal Service regulation and policy applicable to conduct standard. Contractor personnel driving a motor vehicle on Fiscal Service property cannot use a cell phone unless the vehicle is safely parked or the driver is using a hands-free device.
10.0 CONTRACTING OFFICER AUTHORITY
In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any order modifications, change orders, letter or verbal direction to the Contractor be effective or binding upon the Government. All such actions shall be formalized by the proper contractual document executed by the appointed Contracting Officer. The Contractor is hereby put on notice in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of work to be performed; it is the Contractor’s responsibility to make inquiry of the Contracting Officer before making the deviation.
Payments for unauthorized work will not be made without being authorized by the appointed Contracting Officer with the legal authority to bind the Government.
12.0 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
The Government will evaluate the Contractor's performance in accordance with this QASP. The purpose of the QASP is to ensure that reliable, uninterrupted services are provided in accordance with the PWS.
The QASP also ensure acceptable performance and assists in avoiding unnecessary mistakes and/or delays.
12.1 Performance Categories & Standards
The Contracting Officer’s Representative (COR) will summarize and document the Contractor's service and delivery performance utilizing the following categories and standards:
• Completeness - Tasks and Deliverables were 100% completed by the Contractor
• Effectiveness - Tasks and Deliverables provided by the Contractor were 100% effective toward Contributing to the overall success of the project.
• Timeliness - Tasks and Deliverables were 100% completed within the agreed upon schedule and specified periods of performance.
• Communication - Communication with the Government was 100% professional
12.2 Surveillance method
The surveillance method shall be random evaluation. This method employs a “spot check” style of evaluation and may be adjusted based on quality trends. The Government retains the right to inspect all requirements of the order.
12.3 Incentive/Disincentive
• Incentive: If Contractor performs the tasks and deliverables in accordance with performance standards, then favorable comments shall be documented on Contractor’s Past Performance.
• Disincentive: If the Contractor does not perform the tasks and deliverables in accordance with the performance Standard, then unfavorable comments shall be documented on Contractor’s Past Performance.
12.4 Performance Issues
If the Government evaluations identify unacceptable performance in any of the categories listed in Section 11.1, the COR will record it and notify the Contractor within three (3) business days. The Contractor will be required to initial the observation. Initialing of the observation does not constitute concurrence with the observation; it only indicates acknowledgement that the Contractor has been made aware of a potential performance issue(s). The Contractor shall be expected to meet with the Government for developing and implementing a plan to correct any performance issue(s) at no additional cost to the Government. If the Contractor does not agree with correcting the unacceptable performance issue(s) within the time specified by the Government, then the COR will notify the Administrative Contracting Officer, who will take the appropriate administrative action for unacceptable performance.
