for SIMPLIFIED ACQUISITIONS OVER $3,500 ($2,000/$2500 for Construction/Services) AND

UP TO $150,000

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Removal of a 950G Caterpillar Loader (approximate weight 40,000 lbs.) from Lake Mead at South Cove, AZ, and transport of 950G Caterpillar Loader from South Cove to101 Katzen Bach Road Boulder City, NV 89005.

2. Sole Source Justification rationale (Check one and explain below):

Explain:

On June 14, 2021, a mishap at South Cove, AZ led to a 950G Caterpillar Loader sliding into the lake at the end of the existing boat launch ramp. The loader came to rest approximately 70 feet under water and approximately 160 feet from shoreline. The loader contains approximately 78 gallons of diesel, 8 gallons of engine oil and 30 gallons of hydraulic fluid that is in danger of being released into the lake. On June 15, 2021 a professional diver completed an assessment of the site and found that the loaders bucket is hung up on a courtesy dock anchor cable and this cable is currently preventing the loader from dropping further into the lake.

The urgent and compelling circumstances for this procurement action are twofold. First, the loader needs to be retrieved from the lake before hazardous material (diesel, engine oil and hydraulic fluid) are released into the lake causing environmental contamination and a safety hazard to the public in the area.

Second, the cable holding the loader is in danger of failure. If the cable were to fail the loader will drop further into the lake making retrieval significantly more challenging if not impossible.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

There is more than one small business capable of performing the work, however, CORE Contracting is locally available for this urgent procurement need and has previous experience working on projects involving divers, cranes, and equipment transportation. No other vendors have made offers or expressed interest in providing removal services.
