1. Nature and/or description of the item/service being procured and its intended:

The National Park Service (NPS) at Joshua Tree National Park (JTP) has an urgent requirement for the repair of wildland fire engine JTP E7371, a type 3, 4X4 wildland fire engine (License Plate No. I-519759, VIN No. 1HTWEAZR3-CJ624315). The apparatus is a 2012 International apparatus with KME Kovatch package currently diagnosed and awaiting critical repairs at vendor Fire Apparatus Solutions at 14562

Manzanita Dr. Fontana, CA 92335 (subsidiary of Kalmikov Enterprises, INC. UEI-D1H9AKGLL5U7).

Fire Apparatus Solutions is experienced with diagnosing and repairing the specialty components on fire engines, as well as experienced with repairing International Chassis. Specific services required to return

JTP E7371 to operational and incident-ready condition include:

Front Axle:

• Replace Kingpins

• remove and replace axle seals

• Full front axle alignment

Transfer Case: Repair leaks and water drive output.

Cab: Diagnose and repair “door ajar” warning.

Engine:

• Replace Fan Belt

• Replace coolant reservoir cap

• Repair leaking oil filter housing, and crank case ventilation filter.

Package:

• Replace cracked and UV damaged Pump Boss

• Reconnect wiring to Auxiliary pump

• Repair Aux pump no start issue

• Repair leaking Skinner Valve

• Replace Foam Control Head

• Replace Foam system wiring

• Repair Foam leak at the upload pump

• Replace leaking master gauge – Pump intake gauge?

• Replace primer motor isolator coupling and bushings

• Repair inoperable red strobe lighting on the rear of the vehicle

• Re-attach loose diamond plate below the right side of the cab

• Repair leaking primer handle

Explain: Due to the urgency of the needed repair, the circumstances of the requirement deem only one source reasonably available. The engine was taken to Fire Apparatus Solutions to diagnose some abnormal tire wear and other issues with the package. They determined that the kingpins in the front axle are deteriorated making the vehicle unsafe to drive. Immediate repair of this emergency apparatus is critical to meet the mission and objectives set by National Park Service (NPS) Pacific West Region

(PWR) and meet National Wildfire Coordinating Group (NWCG) standards. JTP E7371 is an emergency vehicle and regularly called upon to support PWR and national efforts with large wildland fires and prescribed fires. Within California, JTP E7371 provides initial attack in both Riverside and San

Bernardino counties, including the towns within the Morongo Valley, Banning Pass, and the greater Palm

Springs area/Coachella Valley, as well as Joshua Tree National Park, Mojave National Preserve, Sand to

Snow National Monument, Santa Rosa San Jacinto National Monument, and Mojave Trails National

Monument.

Having an operational fire engine will lessen the financial impact within Joshua Tree National Park and surrounding areas by allowing the crew to be operational and available for response to fires and other emergencies such as traffic collisions and medical aids and avoid having to reimburse our State and Local

Cooperators for their assistance. The required repairs to JTP E7371 will provide a longer life span to the apparatus.

3. Market Research.

Other local service/repair vendors were considered but they do not possess the required capabilities to perform a full diagnostic and subsequent repair on both the chassis and package of the fire engine. South

Coast Fire Equipment in Ontario, CA would likely be able to fix the package issues, but not the chassis issues and another vendor would need to be sourced. Fire Trucks Unlimited in Las Vegas, NV could likely do both chassis and package repairs but is unreasonably far to have the engine towed. Based on previous work done and the repair history of the fire engine, Fire Apparatus Solutions is familiar with apparatus, has the capabilities to diagnose and immediately repair the fire engine, is closer to the local area and therefore the only reasonable option for the urgent repairs needed by JTP E7371. Utilizing Fire

Apparatus Solutions appears to be the most efficient and cost-effective solution to diagnose and repair the fire engine’s issues. NPS is unable to repair the fire engine in the field, and with the safety issues stemming from the kingpins on the front axle the engine would need to be towed as it cannot sustain a long-distance trip to any other location in its current condition.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
