About this file
This document is a Justification & Approval for Other Than Full and Open Competition (J&A) for a simplified acquisition over the micro-purchase threshold up to the Simplified Acquisition Threshold (SAT) related to a fire sprinkler repair contract for Chamizal National Memorial (CHAM).
The J&A states that CHAM's deluge fire suppression system, installed by Western States Fire Protection, requires an upgrade. CHAM is sole sourcing the repair work to Western States Fire Protection, as they are the only responsible source that can perform the work due to the specialized coding and configuration of the system. The anticipated price will be determined fair and reasonable through price analysis. The contract is being awarded to Western States Fire Protection for an unknown amount on 2024-04-02 under solicitation number 40656705.

| Text3: Chamizal National Memorial's Fire Sprinkler system has a deluge suppression system. Deluge Fire Suppression System is a sprinkler system with an empty pipe system, meaning there is no water stored in the piping network. The water is instead stored behind a control valve. A typical Deluge system will have a control valve, a dedicated water supply, and a sprinkler operated detection system. CHAM's system is in need of an upgrade. | |
| Text4: Western States Fire Protection installed the deluge suppression system and have equipment needed to detect broken sensors and pipes and fix the impacted areas of the Visitor Center and the Theater. The Park is yellow tagged for this and became aware of the issue during the yearly inspection. | |

| Text8: Chamizal NM’s deluge fire suppression system codes were established by Western States Fire Protection. Therefore, all coding is based solely on Western States Fire Protection specifications. Other companies that attempt to work on CHAM’s deluge fire suppression system will not be able to perform stand alone work and would have to constantly contact Western States Fire Protection in order to understand the coding and to have the codes cleared. In essence, the park would end up having to contract two companies to complete the necessary work on one system. Which would create additional cost that the park will have to pay. It is feasible to have the work completed by one company versus two. | |
