1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

The Submerged Resources Center (SRC) is requesting sole source justification to purchase a replacement pulley and sensor for use with a vessel mounted survey cable counter system SRC already owns. The pulley was lost during normal deep-water operations due to the failure of a safety locking mechanism.

Without this specialized pulley, the rest of the cable counter system is useless. Rather than acquire a complete, new system, SRC is seeking to complete what remains of the existing, functional unit.

The SD-41 is a digital cable counter system that accurately measures how much towcable is out behind a survey vessel for remote-sensing operations. This data is then fed into survey computers where the data collection softwares factor the amount of cable out into catenary calculations and algorithms to determine the location of the sensors and equipment being towed through the water column. The towfish location is important to accurately position magnetic anomalies or side-scan sonar contacts for later diver investigations. Without a cable counter, surveyors would be required to manually measure and update cable out numbers in the survey softwares as adjustments are made on the water introducing errors to the data and slowing down the workflow.

The part the SRC is seeking to acquire includes a 12-inch diameter pulley, mounting hardware, and cable counter sensor. The attached quote for the system is $14,760.00.

Explain:

This part is only manufactured, produced, and sold by one vendor, McCoy Global who acquired the 3PS (the cable counter system’s original manufacturer) in 2017. SRC did the due diligence of searching for outside sources including other vendors, contacts within the field of maritime archeology, and hydrographic survey equipment rental companies who may have the parts needed. None were available.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

The SRC has been researching other systems and inquired about other sources. There are other cable counter systems, but the cost of completely new system is outside the budget of SRC. The most cost-effective route is to replace the lost part. There are no other vendors for this specific pulley.
