Academic Content Standards and Standards-based Summative Assessments Location: Central Project office as determined by the successful vendor is required to work regularly in Washington, DC, Albuquerque, NM and other Bureau of Indian Education (BIE) School Locations.

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL

OR INVITATION FOR BID. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL

NOT BE CONSTRUED AS A COMMITMENT BY BIE.

The appropriate Northern American Industry Classification System (NAICS) code for this project is 611710, Educational Support Services, and the Small Business Size Standard is $24M.

Small Businesses are reminded under DIAR 1452.280-3 Subcontracting limitations; they must perform at least 50% of the cost of the contract, not including the cost of materials, supplies, or equipment with the firm's own employees. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. Proposed Subcontractor experience will not be considered for Indian Small Business Economic Enterprise (ISBEE) capability purposes.

REQUIREMENT:

BIE is seeking to acquire professional services to design and develop standards and summative, standards-based assessments in the following areas: English language arts, mathematics, science, alternate1, and English language proficiency no later than June 1, 2025. BIE has schools in 23 states with approximately 45,000 students. Approximately 33,000 students will be assessed in grades 3-8 and high school.

BIE anticipates issuing a contract for school year 2025-2026 and will consider annual renewal options through school year 2029-2030. The BIE standards, assessments and accountability system shall be a unified for assessments in all schools for all students, the state assessment system will not be utilized.

The draft performance work statement is attached with details for requirements to be rendered.

Type of Contract: Firm Fixed Price

Period of Performance2: Base year plus four (4) option years, to start as early as 06/01/2025 through 05/31/2026, completion 06/01/2029 through 05/31/2030.

Place of performance: Central Project office as determined by successful vendor with work required regularly in Albuquerque, NM and other BIE school locations.

1 "Alternate" assessments are designed for testing students who are unable to take the regular assessment, even when testing accommodations are provided. These assessments are given to a very small number of students with significant cognitive disabilities and aligned to alternate academic achievement standards.

8) Applicable information as it pertains to this announcement, to include but not limited to the following specific details on the company’s capability as it relates to this service requirement.

Note: The purpose of this market research is to survey prospective vendors in order to collect data, comments, and other information pertaining to this industry. Upon review of the responses to this sources sought notice, BIE will determine if a set-aside (in full or in part) or procurement through full and open competition is in their best interest. IEE and ISBEE set-asides take precedence.

BIE is under no obligation to award a contract as a result of this announcement. No funds are available to pay for any information received from potential sources. All information submitted in response to this announcement is strictly voluntary.
