California, Mormon Pioneer, Oregon, and Pony Express National Historic Trail Exhibits at Camp Guernsey, Wyoming Scope of Work
PURPOSE
The National Park Service (NPS)-- National Trails Office (NTIR) is soliciting for the development, illustration, and production of nine wayside panels for location in and around Camp Guernsey Joint Training Center, and related to the California, Mormon Pioneer, Oregon, and Pony Express national historic trails.
Requested services shall be provided in one phase as described in this RFQ. The services will involve the design and fabrication of five low-profile interpretive panels and four upright orientation/informational exhibit panels. For each panel, the following deliverables will be created: 508 compliant PDF of the panel’s final design, audio described text, final InDesign files packaged for fabrication, and fabrication of panels to fit existing Pannier Graphics frames. Requested services additional include providing wayside location information and wayside content for each publicly accessible wayside to populate the National Park Service’s website and app.
Background General Congress amended the National Trails System Act, hereinafter the Act, to authorize and establish the Mormon Pioneer National Historic Trail (NHT) and the Oregon NHT on November 10, 1978, and the California NHT and the Pony Express NHT on August 3,1992 as components of the National Trails System (NTS) (16 U.S.C. 1241). The Secretary of the Interior was assigned administrative responsibility of the NHTs.
The Act provides that, when determined to be in the public interest, the Secretary of the Interior may enter into written cooperative agreements with public agencies, private organizations, and individuals to operate, develop, and/or maintain any portion of a national historic trail either within or outside a federally administered area, and that such agreements may include provisions for limited financial assistance.
The Secretary of the Interior has delegated overall administrative responsibility for the NHTs to NTIR, an office of the NPS. A combined comprehensive management and use plan and management and use plan update for the California, Mormon Pioneer, Oregon and Pony Express NHTs was completed in 1999. The NPS is responsible at the federal level for carrying out the provisions of the Act as they relate to the NHTs by coordinating, stimulating, and guiding the efforts of others to operate, develop, and maintain the NHTs in accordance with the Plan. The Plan focuses on providing opportunities for the public to retrace the route, for public understanding of the significance of the route and related sites through interpretation, and for preservation and protection of the trail resources.
The Mormon Pioneer NHT commemorates the route from Nauvoo, Illinois to the Salt Lake Valley (Utah) traveled by Brigham Young and over 10,000 followers of the Church of Jesus Christ of Latter-day Saints. Forced out of Nauvoo, these Mormon Pioneers departed in three different waves in 1846. They traveled in a manner closer to a military procession than a wagon train. They were self-led, divided into companies, subdivided into groups, and had clear lines of authority. They arrived at the site of their Church’s new home in Utah in 1847.
The Oregon NHT was the primary route used by emigrants to reach the Oregon Country from the eastern expanse of mid-1800s America. Missionaries Marcus and Narcissa Whitman and Henry and Eliza Spalding joined an 1836 fur brigade from St. Louis, Missouri to Oregon’s Willamette Valley beginning the exodus to Oregon. It was the first trail that allowed families to move with wheeled vehicles across an area perceived as impassible. Between 1840 and 1869, more than 700,000 people journeyed west on the Oregon Trail, lured by the promise of free and fertile land and the opportunity to start anew.
The California NHT comprises the primary routes used by miners, settlers, and others to travel from several locations along the Mississippi River to California during the California Gold Rush. The migration began with the discovery of gold at John Sutter’s mill in 1849. The core of the travelers were young, single men hoping to strike it rich in the gold fields. Often, they returned home after their time in California. They used the same routes they initially followed, creating a significant amount of two-way travel along this trail.
The Pony Express NHT is the route Pony Express riders used to rapidly deliver mail from the eastern United States to the West. Along the route are the more than 150 stations used to support the riders. The Pony Express sprang to life in 1860. Mail from the east was gathered in St. Joseph, Missouri and given to a rider for delivery. After a set distance, the mail was passed to a new rider to carry. This was repeated dozens of times until the mail reached California just 10 days later. The Pony Express unified the country during the time of the Civil War, proved a central overland communication route was viable, and laid the groundwork for the transcontinental telegraph and railroad.
Project Camp Guernsey Joint Training Center is an important regional military site managed by the Wyoming Military Department for training Wyoming Army National Guard units. Camp Guernsey also houses resident US Air Force units and hosts training events for Department of Defense and state agencies. It consists of more than 78,000 acres that are divided into two training areas, the North Training Area (NTA) and the South Training Area (STA); Wyoming Highway 26 separates the two areas. The land is the property of the Wyoming Military Department and the Department of Defense.
Officially designated as a Maneuver Training Center-Heavy, the site consists of live firing ranges and taskforce-level training lands for multiple battalions. In addition, the site also contains a Wyoming Game and Fish Department wildlife management area and is part of the department’s Walk-In Fishing Area Program. While this is not a site where the public can just stop by and explore at their leisure, it is very busy. The base has an annual average of 240,000 person-day of combat training and is frequently visited by people who hunt and/or fish.
The site has a long list of uses before it became the Camp Guernsey Joint Training Center. This includes being located on the routes of the California Trail, the Mormon Pioneer Trail, the Oregon Trail, and the Pony Express Trail. The NTA contains pristine ruts and emigrant graves associated with the California National Historic Trail. The STA contains trail-related resources for the California, Mormon Pioneer, Oregon, and Pony Express NHTs. This project is for wayside exhibits about these NHTs only; additional historical uses and resources located at the military sites, while significant, will not be addressed with this project.
NTIR has worked closely with Wyoming Military Department (Wyoming Army National Guard) cultural resource staff, hereinafter Wyoming Military Department staff, since the project’s initiation in 2015. The previously completed project items include determining the wayside panel size, type, and quantity; and the purchasing, fabricating, and shipping of the exhibit bases. The bases are uninstalled and stored at Camp Guernsey. The wayside exhibit panels developed for this quote must adhere to the following sizes, types, and quantities. NTIR will assist with obtaining exact specifications from Pannier Graphics for each frame and base.

The contractor will be required to coordinate with Wyoming Military Department (WMD) staff throughout the project. They will be on hand during the site visit and will supply much of the background information for each site. They may also provide images or artwork for use on the waysides. Any input, comments, requests received from WMD, that may have an impact on this SOW and the relating contract, shall be confirmed with the CO and/or COR prior to their implementation.
SCOPE OF WORK
The contractor shall provide all labor, materials, equipment, facilities, and travel necessary to plan and design five low-profile exhibit panels and four upright panels for the California, Mormon Pioneer, Oregon and Pony Express national historic trails. The exhibits will interpret the significance and relationship of cultural NHT resources based on the NHT interpretive themes and historical significance as stated in the NHTs’ 1999 Comprehensive Management and Use Plan and Management and Use Plan Update.
Project to be completed no later than 14 months after date of award.
Place Camp Guernsey Joint Training Center is located just west of Fort Laramie National Historic Site, in the town of Guernsey, Wyoming. After leaving Scotts Bluff (in western Nebraska), emigrants followed the North Platte River and headed toward Laramie Peak, a landmark near Casper, Wyoming. During this section of their journey, they passed through the land that is now part of Camp Guernsey. The increasingly rugged terrain foreshadowed the remainder of the journey west after crossing the relatively flat central plains. The closest airports are the regional airports: Casper/Natrona County Airport in Caspar, Wyoming and Western Nebraska Regional Airport in Scottsbluff, Nebraska. The closest major airport is in Denver, 200 miles south of Camp Guernsey.
Previous project work has identified preferred locations of the wayside exhibits including but not limited to the Visitor Center/ Billeting Office, Register Cliff Road, South Guernsey Road, Multipurpose Machine Gun (MPMG) Range, and Emigrant Grave. These locations are within the Camp Guernsey Joint Training Center and located on private property. Wayside locations will be finalized during the initial post-award site visit. Previously determined locations may be changed and new locations selected, in consultation with NTIR and Wyoming Military Department staff. Final locations will need the approval of the primary landowner, the Wyoming Military Department. Wayside topics may be adjusted to capitalize on NHT related thematic opportunities and/or relevant orientation information identified at each of the final locations.
Specifically, the exhibits will interpret a series of places and events along the California, Mormon Pioneer, Oregon and Pony Express NHTs within the Camp Guernsey Joint Training Center area.
