STATEMENT OF WORK

RESTRIPE TWO MEDICINE ROAD FOR VISITOR
SAFETY AND EXPERIENCE
GLACIER NATIONAL PARK

1.0 PROJECT DESCRIPTION / SUMMARY:
The work to be performed under this contract includes the restriping of approximately 38,180 linear feet of road centerline with 4” double yellow pavement marking on the Two Medicine Road from the intersection of MT-49 to the end of the road at the Two Medicine Lake parking area. The estimated quantity of 4” yellow striping is 76,360 total linear feet (38,180 LF road centerline times two 4” width lines). Apply one coat of paint. The existing pavement striping has been worn away and is nearly impossible to see, especially during wet or dark conditions. This creates hazardous driving conditions. Motorists are more likely to drift into the oncoming lane or attempt an unsafe pass if centerline road striping is not clearly visible.
There are several short passing zones on the Two Medicine Road. Ignore existing dashed striping and place 4” double yellow centerline striping for the entire length of the Two Medicine Road.
Ignore parking areas, Entrance Station lane markings, white fog lines, and specialty striping. A map of the Two Medicine Road is included in the attached files.
There is one Contract Line Item included in this contract – Restripe Two Medicine Road Centerline Striping. Provide a price for all preparatory work, mobilization, materials, supplies, facilities, traffic control, labor, supervision, and any other expenses needed to complete the work in full for the contract line item.
The Contractor shall perform all work in accordance with the recommendation of the Federal Highway Administration (FHWA) latest edition of the Manual Uniform Traffic Control Devices (MUTCD) standards.
See Section 5.0 for specific period of performance requirements. Take seasonal road closures, visitation, NPS operations, and weather factors into account when creating a construction schedule. Day time, evening, and night work is permitted, assuming that weather and road conditions are suitable for pavement marking application.
Glacier National Park specific requirements for this service includes:
A. Road closures of 15 minutes or less will be permitted.
B. Minimize interference with Entrance Station operations.
C. Contractor shall be responsible for preventing tracking of the fresh paint by use of sufficient signs, flaggers, cones, etc.
D. All signs and warning devices shall be in accordance with MUTCD.
E. Immediately remove all hazardous rubbish. Do not bury waste inside the park.
F. Any animal-attracting materials must be stored in hard-sided containers or vehicles. The contractor is required to adhere to all rules of the Bear, Wildlife, and Sanitation

3.0 SPECIFIC WORK / TASKS:
The following task list does not dictate the sequence of construction. The Contractor shall determine the appropriate means and methods to accomplish the project objectives. Inspect all existing conditions and understand the full scope of related tasks. Bring any unforeseen conditions to the attention of the COR.
A. General
1. Contractor shall be responsible for all work and materials necessary for re-striping the roadways included in this contract. All surfaces shall be prepared according to manufacturer recommendations.
B. Submittals
1. Submittal Procedure: These submittals shall be site specific to the work in this agreement. At least 7 days prior to the need for approval, the Contractor shall forward to the Contracting Officer all items required by the individual sections of the specifications. The government has 10 calendar days to accept or reject each submittal from the date of receipt.
2. Contracting Officer’s Approval: The Contracting Officer Representative will indicate acceptance or rejection of each submittal. Rejection will indicate noncompliance with the specifications. Any work done prior to acceptance shall be at the Contractor’s own risk.

3. Certificates: For those items called for in individual sections, furnish certificates from manufacturers, suppliers, or other information that indicates the materials or equipment being furnished under the Contract comply with the requirements of these specifications.
4. Progress Schedule: Projects less than one working in duration do not require a progress schedule; however prior coordination and approval must be made regarding the days the contractor will be on site.
5. Accident Prevention Plan and Safety:
a. The Contractor shall take all safety precautions necessary. This includes all precautions involving machinery and equipment, to protect the lives and health of employees and other persons, prevention of damage to property, supplies, and equipment. The Contractor shall comply with applicable Federal, State and local safety, health and sanitation laws and codes. The Contractor shall apply all necessary fire control and preventative measures and equipment as the Contracting Officer may determine to be necessary for the protection of life and property and the health of personnel.
b. Prior to the start of any work submit to the Contracting Officer, a proposed Safety Plan together with the name of the supervisory employee designated to carry out the program. The Contractor shall assure the Plan is project/task order specific by addressing task order specific safety issues. The program shall outline the hazards associated with each major phase of construction and the methods proposed to ensure the safety of the Contractor’s employees, the public, and all visitors from these hazards. The Contractor is responsible for the safety and security of their work site.
c. Site-Specific Accident Prevention Plan shall be written to comply with OSHA and project requirements including but not limited to the following:
1) Name and qualifications of responsible supervisor to carry out the program.
2) Weekly and monthly safety meetings shall be documented with topic and attendees.
3) First aid and rescue procedures.
4) Outline of each phase of work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park Service personnel, and Contractor’s employees.
Identify the work included under each phase, with a Job Hazard Analysis (JHA)/Job Safety Analysis (JSA), etc.
5) Training, both initial and continuing related to each phase of work.
6) Planning for possible emergency situations, such as cave-ins, earthquake, explosions, fires, floods, power outages, and windstorms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
6. Construction Schedule shall include the dates in the contract, phases, milestones, occupancies, holidays, weather consideration, a critical path, and the requirements including but not limited to the following:
a. Activities: Indicate the estimated duration, sequence requirements, and relationship of each activity in relation to other activities.

b. Schedule start and completion dates shall be consistent with Contract milestone dates.
c. Schedule shall show the sequence and interdependence of activities required for complete performance of the work. Ensure all work sequences are logical and the Construction Schedule shows a coordinated plan of the work.
d. Consider seasonal weather conditions in planning and scheduling all work influenced by high and low ambient temperatures, wind, or precipitation to ensure completion of all work within the contract time.
C. Warning Devices
1. General
a. Description: The work of this section consists of furnishing, installing, and maintaining all necessary warning devices and taking all necessary precautions for the protection of the work and the safety of the public.
2. Materials
a. Warning devices may be new or used, but shall be suitable for the intended purpose. Warning devices shall be neat in appearance and structurally adequate.
b. All warning devices used by the Contractor shall be in accordance with the latest edition of the Manual Uniform Traffic Control Devices (MUTCD).
3. Execution
a. Description: place and maintain barricades, lights and all other warning devices and take all necessary precautions for the protection of the work and the safety of the public. In particular, the Contractor shall be responsible for preventing tracking of the fresh paint for use of sufficient signs, chase vehicles, flaggers, cones, etc.
b. Signs: All construction warning sign placement and use shall be as per the MUTCD.
All construction warning signs shall be at least 36 inches by 36 inches in size, have black legend on an orange background and be reflectorized if displayed at night.
Signs mounted on portable stands shall have the bottom of the sign at least one foot above the pavement level.
c. Traffic Control: No more than one lane of traffic shall be closed at any time unless specifically approved by the Contracting Officer. Traffic shall not be stopped for more than 15 minutes. Signs shall be placed so as to adequately warn approaching traffic of the work zone. All workers shall wear an orange vest or shirt for visibility.
Either red, 24-inch by 24-inch flags or red/yellow, 18-inch STOP/SLOW paddles may be used. Cover or remove the “FLAGMAN/AHEAD” signs whenever the flagger(s) are not on duty. Flagging is required on roadways with a total paved width of 24 feet or less, where blinded travelers may create unsafe travel, or at intersections when normal travel through the intersection is obstructed during striping operations. Both lanes will be stopped until paint has dried. The used of two-way radios is required under these conditions to minimize road closures time. Adequate traffic control and warning must be maintained on all roads, both greater and less than 24 feet wide.
D. Temporary Controls

1. Housekeeping: Keep project neat, orderly and in a safe condition at all times.
Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide on-site containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Wet down dry materials and rubbish to prevent blowing dust events.
Keep volatile wastes in covered containers. Any animal-attracting materials or wastes shall be properly stored in hard-sided sheds or vehicles.
2. Disposal: Do not bury wastes inside of the park. No burning will be permitted inside of the park. All volatile wastes or oils shall be prevented from reaching drainageways.
Disposal of all waste materials and debris shall be outside of the Park, in accordance with all Federal, State and local regulations. Special care shall be taken to keep project-generated debris within the work limits of the project.
3. Air and Water Pollution Control: Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. Disposal of volatile wastes or oils shall not occur. All streams and bodies of water shall be protected from waste materials and all products used on the job. Be aware of storm water paths.
4. Fire Prevention and Protection: Take all necessary precautions to prevent fire during the project. Flammable materials shall be stored away from buildings at locations as approved by the Contracting Officer. Provide and maintain suitable fire protection equipment on striping equipment.
5. Compliance: The Contractor shall, in the performance of this contract, comply with the applicable provisions of Federal, State, and municipal safety, health and sanitation laws and codes.
6. Care of Property: The Contractor shall conduct his work so as not to interfere with the ordinary use of roads and other facilities. The Contractor shall protect the immediate work area from damage during work and shall be held responsible for any damage incurred from overspray, spills, or equipment failure which affects the road surface or any vehicle or facility. It shall be the responsibility of the Contractor to clean and/or repair all spattered or damaged surfaces. The Contractor shall be held responsible for the conduct of all employees and subcontractor employees while they are working within the park.
7. Final Cleanup: Upon completion of all work, all trash, equipment and containers shall be removed from the park and the entire job left in a clean and acceptable condition to the satisfaction of the Contracting Officer. All trash shall be disposed of properly, and in accordance with all federal, state and local regulations, outside of the Park.
E. Materials and Equipment
1. Use of Space: The Contractor shall be respectful of all use of space in the Park (a living museum). The Contractor shall be responsible for all materials and equipment to be stored or remaining onsite for the life of this contract. Equipment and supplies shall meet all safety requirements. The Government will not be liable for any equipment, supplies and materials that are stored at the job site. The Contractor shall provide storage facilities at no additional cost to the Government. Equipment, operations, and material shall be confined to the limits of work as designated by the Contracting Officer.
2. Transportation and Handling: Arrange deliveries of materials in accordance with construction schedules and coordinate to avoid conflict with work and conditions at the site. Deliver materials in undamaged condition, in manufacturer's original containers or

packaging, and with identifying labels intact and legible. The Contracting Officer will not coordinate deliveries, unload material or handle materials. Contractor shall have the necessary equipment to load and unload pallets of glass beads and barrels of paint.
3. Rejection of Materials: After the materials have been delivered, the Contracting Officer may take representative samples from the containers during the progress of the work and examine the samples for compliance with the specifications. All materials to remain at completion of work shall be new and without defect. Should the materials develop any condition denoting failure to comply with the specifications prior to final acceptance, the materials will be rejected.
4. Packaging and Materials: Paints manufactured under these specifications shall be shipped in containers constructed, sealed and packed so as to withstand rough handling.
Paints received at destination in a damaged condition will be rejected. Each container shall bear a label with the following information shown thereon: Name and address of the manufacturer, shipping point, trademark or trade name, kind of paint, formula or formula number referring to manufacturer's guaranteed formula, number of gallons, date and batch number.
5. Storage and Protection: Materials may be stored at locations within the park as designated by the Contracting Officer. Materials shall be stored in accordance with the manufacturer's instructions, with seals and labels intact and legible and accessible for inspection. Store products, subject to damage by the elements, in weather-tight enclosures. Maintain temperature and humidity within the ranges required by the manufacturer. The Contractor is responsible for providing storage units to maintain temperature and humidity. The contractor is responsible for contacting and paying for all utility hookups and use needed to maintain proper storage.
6. Materials Specified by Reference Standards: Select any item meeting the reference standard.
F. Pavement Marking
1. General
a. Description: Pavement marking consists of supplying and applying waterborne highway striping and pavement marking material (paint) to roadways and intersections largely to asphaltic concrete.
b. Site Access: Normal, heavy snow accumulation in the work areas, access to project sites will not be guaranteed in the early and late seasons (roughly April or May and October) of each year. Contact the Contracting Officer for information on site conditions prior to scheduling work.
2. Materials
a. Paint: Pavement marking paint shall comply with AASHTO M-248, Type "F", or waterborne pavement markings from the Federal Highway Administration, Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14 2014, USDOT, FHWA, section 718,718.10, Waterborne Traffic Paint.
Centerlines will be yellow paint unless otherwise specified by task orders.
Contractor shall provide a paint submittal.

b. Waterborne Traffic Paint (FHWA, SSCRBFHP, FP-14, 2014): Furnish an acrylic water base ready-mixed paint for use on asphalt. Provide submittal in accordance with Submittals section.
1) Composition, furnish a paint composed of resin solids of 100 percent acrylic polymer with the exact formulation determined by the manufacturer.
Conform to the following:
Pigment, ASTM D3723: 45 to 55 percent by mass Lead, chromium, cadmium, or cobalt, ASTM D3335 & ASTM D3718: 0 percent by mass Volatile organic compounds, EPA Method 24: 20.0 oz/gallon (150 g/L) max.
Density of paint, ASTM D1475 min. 12.0 lb/gallon (1.44 kg/L)
2) Viscosity, ASTM D562: 75-90 Krebs units
3) Drying time, dry to no pickup, ASTM D710: 10 minutes max. Drying to no track, ASTM D713: 90 seconds max.
4) Flexibility, ASTM D522, using the ¼-in, (6.4-mm) cylindrical mandrel: no cracking or flaking
5) Dry opacity, ASTM D2805, contrast ratio at 319 ft2/gallon (7.85 m2/L) spreading rate: 0.96 min.
6) Color, yellow, ASTM D1729, match FHWA standard highway yellow
7) Daylight reflectance, yellow paint, ASTM E1347 (without glass beads): 55 percent relative to magnesium oxide standard
8) Bleeding ratio, ASTM D868. Determine reflectance according to ASTM 1347 immediately after drying. Divide the average of three reflectance readings of the paint over the bleeding surface by the average of three readings over the non-bleeding surface to determine the bleeding ratio: 0.96 min.
9) Freeze-thaw stability, ASTM D2243: ±5 Krebs units max.
10) Storage stability, during a 12-month storage period, conform to the following:
No excessive settling, caking, or increase in viscosity; and Readily stirred to a consistency for use in the striping equipment.
3. Execution
a. Preparation: The striping apparatus shall be equipped with a pressurized air system and be located directly in front of paint spray guns to remove foreign matter and shall be subject to inspection by the Contracting Officer prior to application of paint. Prior to application of striping paint, verify all alignments with Contracting Officer’s Representative or the Contracting Officer. Provide all controls needed to maintain proper alignments.
1) Paint over existing pavement markings. As existing pavement markings are almost worn away, there is no need to remove existing pavement markings via grinding or other methods.
b. Surface Preparation/Cleanliness: The contractor shall ensure the road and others surfaces to be painted are free of debris such as gravel, dirt, vegetation, and objects that will prevent proper adhesion of paint.
c. Equipment: Paint shall be applied with equipment manufactured specifically for that purpose and only by workers experienced in operating such equipment. The

sprayer device shall be properly shielded to avoid spraying of paint outside of the designated width of line. The equipment shall also be capable of painting a stripe or stripes of the desired width with a tolerance of one-quarter of an inch and be capable of applying two separate stripes.
d. Application:
1) All paint shall be mixed and applied according to manufacturer's recommendations.
2) Weather: Striping shall be applied during hours when the air and pavement temperatures are 50° F or higher, the pavement surface is dry and the weather is not foggy, rainy or stormy. Day, evening, or night work is permissible.
3) Striping Dimensions: Double yellow striping shall be two-4” wide stripes with a 4” gap between the stripes. The tolerance shall be plus or minus ¼ inches.
4) Application Rates: The minimum rate of application for each 4-inch width solid traffic stripes shall be 22 gallons per mile.
5) Marking Protection: The Contractor shall protect the pavement markings until dry by placing guarding or warning devices or posting flaggers as necessary for a minimum of 3 hours, or until the markings are dry enough as not to track paint when driven over. Any pavement markings tracked or otherwise damaged shall be corrected/removed at no additional expense to the Government.
6) Quality Assurance: The contractor shall provide quality control. The Government may, at its discretion, perform quality assurance. The Contracting Officer will check the application at the beginning of each day's paint striping and as often thereafter as considered by the Contracting Officer to be necessary. If equipment fails to produce quality striping within the limits specified, striping shall be stopped until the cause of the trouble is corrected.
Pavement markings that are not acceptable to the Contracting Officer shall be corrected/removed by the Contractor at no additional expense to the Government. Pavement markings that are to be removed shall be removed by grinding, sandblasting or by any other means that will remove (not cover) the markings to the satisfaction of the Contracting Officer. Payment may be delayed until unacceptable work is corrected.
4.0 SPECIAL CONDITIONS / REQUIREMENTS:
A. Contractor Use of Site
1. Construction Camp: Establishment of a work camp within the park will not be permitted.
There are no quarters, trailer spaces, or campground spaces available within the NPS or concessionaire operated facilities in the park. The Contractor must make any necessary arrangements for food and lodging with facilities outside of the park.
2. Contractor Operations: The Contractor shall at all times conduct operations to ensure the least inconvenience to the public and the Park. When required for construction operations AND APPROVED BY THE Contracting Officer, periodic road closures of 15 minutes or less may be permitted. Flagging and signing as per Warning Devices Section for the safety of the contractor’s employees, government inspectors and the public shall be no additional expense to the Government.

3. Preservation of Natural Features: All operations shall be confined to within the work limits of the project. Exercise special care to maintain natural surroundings undamaged.
Restoration of any and all damages and applicable restoration shall be the sole responsibility of the contractor. Such restoration shall be at no additional cost to the Government.
a. Contractor shall replace all damaged trees, shrubs, or vegetated areas as directed by the Contracting Officer and at no additional cost to the Government. Damaged limbs of existing trees shall be removed only after receiving approval from the CO.
All work involving trimming of existing trees shall be performed by a licensed arborist.
b. General Damage: The Contractor will be held accountable for all damages to government property, including, but not limited to walls, paved surfaces, structures, and plants.
c. Plant Damage: The Contractor will be held accountable for all damage to government plants. The Contractor will be responsible to either replace or convey fiscal amount equivalent to replacement of said damaged plants to the Park.
4. Hauling Restrictions: The Contractor shall be responsible for compliance with all applicable rules and local, State and Federal regulations governing truck operations within the Park. All trucks must be equipped with complete and functional safety, lighting, and braking equipment and properly licensed drivers.
a. The Contractor shall comply with all legal load and width restrictions in the hauling of materials and equipment. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent.
b. All Contractor vehicles must obtain proper permits to obtain entry into the park from the Contracting Officer Representative (COR).
c. MT-49, between the intersection of the Two Medicine Road and US-89, restricts vehicle length and assemblies to less than 21’. The best access to Two Medicine is through East Glacier.
5. Contractor Furnished Items: All materials shall be Contractor-furnished from outside of the park unless otherwise specified.
6. Safety: Occupational Safety and Health Administration governs the safety in the National Parks. The Contractor shall take all safety precautions necessary. This includes all precautions involving machinery and equipment, to protect the lives and health of employees and other persons, prevention of damage to property, supplies and equipment. The Contractor shall comply with applicable Federal, State and local safety, health and sanitation laws and codes. The Contractor shall apply all necessary fire control and preventative measures and equipment as the Contracting Officer may determine to be necessary for the protection of life and property and the health of personnel.
7. The Contractor is responsible for site safety and security. Work area must be properly secured to prevent hazards to visitors.
B. Field Quality Control

1. The overall weather conditions, including surface temperature, surface moisture, ambient temperature, relative humidity, and wind velocity shall be recorded by the Contractor, at designated time intervals, on the Daily Quality Control Report Form.
C. Special Park Requirements
1. All contractors and subcontractors must receive a briefing from Resources Management on working in and around wildlife including bears. All Park regulations, especially those relating to wildlife safety, will be strictly enforced.
2. Park regulations prohibit the feeding or harassing wildlife within park boundaries.
3. All “food items” (defined as all food, drinks, garbage, cooking utensils, pots/pans/plates
(clean or dirty), stoves, grills, coolers (empty or full), plastic storage containers (empty or full), beverage containers (including water), toiletries, pet food/bowls, or any odorous item), must be stored in a bear-resistant food storage locker or inside a hard sided vehicle with the windows closed and doors locked when not in immediate use.
a. Pick-up truck beds must be free of bear attractants.
b. Windows on vehicles and truck toppers must be completely closed if vehicle contains unattended bear attractants.
c. Worksite must be clean and free of unattended bear attractants.
d. A hard sided “Igloo” type cooler, containing water only may be made available for employees as required by OSHA. If provided, it must be secured to a vehicle.
e. Food items are only allowed outside of secured areas while in immediate use.
4. In camping, picnic, trailhead, and day-use front country areas, all “food items” when not in immediate use, must be stored in a bear-resistant food storage locker or in a hard sided vehicle with windows closed and doors locked.
5. In developed lodging areas and residences, all unattended “food items” must be stored inside a secure building or inside a hard-sided vehicle with windows closed and doors locked so that food is not visible from the exterior.
6. Temporarily suspend construction activities if a bear, wolf, or mountain lion is observed near an active construction area and creates a potential human-wildlife conflict.
Immediately notify the CO and a park ranger or bear management staff, via dispatch, for resolution of any potential human-wildlife confrontation or conflict.
7. Willfully approaching bears or wolves on foot or on stock to a distance less than 100 yards or any other wildlife, or nesting birds, to a distance less than 25 yards or any distance that disturbs or displaces wildlife and/or nesting birds is prohibited. It is especially prohibited to approach these animals closer than 100/25 yards while aware of the animal’s presence. This limitation does not apply to inadvertent encounters with wildlife in areas where normal foot traffic occurs, such as on designated hiking trails, or in other areas where there is no reasonable alternative travel route.
8. All contractor equipment shall be steam cleaned and washed free of organic materials and inspected by the COR before entering the Park to prevent invasive species from accessing and populating roadsides and work areas throughout the Park.
9. Contractor is responsible for providing toilet facilities for their employees and subcontractors. Portable toilets must be staked to the ground to resist tipping over from wind, impacts, or a curious bear. Doors must be secured with a carabiner or lock when not in use.

10. Any trash receptacle used on site must be an approved bear-proof receptacle and be emptied regularly.
11. Provide trash dumpsters with cover lids to contain all construction debris. No garbage or food related trash will be allowed in the construction dumpster.
12. Waste is to be transported outside the park boundary and disposed of in accordance with County, State, and Federal laws.
13. Any oil or hydraulic fluid spills must be cleaned immediately. If a spill exceeds 5-gallons immediately call 911 and report this to the COR.
14. The contractor’s safety plan must be submitted for review prior to the start of construction.
15. Any suspect hazardous material discovered must be reported to the COR immediately.
Work on that element must cease immediately until clearance is given by the CO. A hazardous material inspection has been done on this building and will be provided to the contractor prior to award.
5.0 PERFORMANCE PERIOD / SCHEDULE REQUIREMENTS:
A. The construction period of performance is from August 28, 2023 to June 22, 2024.
B. Glacier National Park is very busy from roughly Memorial Day to mid-September. The Two
Medicine Road is typically closed from November to mid-to-late April, depending on weather conditions. Early or late snowfall, low temperatures, and stormy conditions may impact work in any month. Plan work accordingly. Day time, evening, or night work is permitted assuming that weather and road condition requirements for road striping application are met. See below for specific work restrictions for the Two Medicine Road.
1. The Two Medicine Road requires vehicle reservations for visitor access from 6 am to 3 pm from July 1, 2023 to September 10, 2023. Expect steady traffic from roughly 9 am to 5 pm. Expect congestion near the Two Medicine Lake and General Store parking areas.
There will be temporary traffic control devices (cones, candlesticks, signs, etc.) in place near the Two Medicine Entrance Station and the parking areas near the Two Medicine General Store and Two Medicine Lake during this time.
a. The Contractor shall be responsible for moving and replacing all NPS traffic control devices by the end of each work day.
b. Minimize impacts to the operations of the Two Medicine Entrance Station and vehicle reservation checkpoint. Coordinate with the COR.
C. Work on Saturdays, Sundays, Federal holidays may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the proposed work to the Contracting Officer for approval.
